AGENDA ITEM: CONSIDER APPROVAL OF A RESOLUTION IDENTIFYING THE SITE FOR
THE POLICE STATION I CITY HALL FACILITIES.
DISCUSSION: Historv: In November, the City Council established a schedule and process for
selecting the Police Station / City Hall site by January 18, 2005. The process has
included two public meetings, each attended by approximately 30 persons,
together with articles and columns in the Prior Lake American and information
placed on the City's web site.
ISSUES:
The two public meetings have afforded the opportunity for persons with
immediate concerns to become involved in the process and share their views.
Councilmembers and staff, together with Wold Architects and Owner's
Representative Bill Wolters, have attended both meetings so there is a familiarity
with the discussions which took place.
At the January 10, 2005 public meeting, the architect reviewed the draft site
selection report as was done at the January 3, 2005 Council meeting. He
confirmed that the Lakefront Park / Kop site had been eliminated from further
consideration as directed by the City Council. A copy of the draft report on the
three remaining sites was distributed to everyone in attendance.
During the meeting, one of the attendees suggested that rather than acquiring all
five proposed properties across Dakota (north of the existing City Hall site), that
the City acquire the three or four properties that were willing sellers and utilize a
combination of acquired property and the existing City Hall site. This would
provide greater land to meet current and future City needs as well as allow those
who wished to continue to live there to do so.
Current Circumstances: In response to this suggestion, Wold Architects has
analyzed this site and amended the site selection report to include concept layout
sheets for this option, costing out the option and evaluating the option based
upon the Guiding Principles. Wold will supply the final report including this option
at the January 18th meeting.
The City Council should consider the Wold site selection report and input
received from citizens during the course of the evaluation process, together with
any other factors which are relevant. The Council may wish to discuss their
respective views with one another.
Following a discussion, it would be appropriate for the Council to consider one of
the alternatives set forth below, unless deferral of the matter is desired for a
specific reason.

ALTERNATIVES: (1) Adopt the attached resolution after filling in the preferred site and authorize
the initiation of negotiations for property acquisition if necessary.
(2) Take no action and direct the preparation of additional information.

RESOLUTION 05-XX
A RESOLUTION SELECTING A SITE FOR THE
CONSTRUCTION OF A NEW POLICE STATION I CITY HALL FACILITY

WHEREAS, the 2020 Vision and Strategic Plan and Capital Improvement Program call for the
construction of a new Police Station / City Hall facility; and
WHEREAS, in 1993, a Master Building Plan was adopted and a Space Needs analysis completed to
identify when such facilities should be constructed and how large they should be; and
WHEREAS, the Space Needs analysis was confirmed in 2001, verifying the need for approximately
48,000 square feet for the new building(s) to serve the long-term needs; and
WHEREAS, in November 2004, the City Council established a process and timeline for site selection
which included two public information meetings; and
WHEREAS, Wold Architects completed a draft site selection report analyzing various sites; and
WHEREAS, the draft report was shared at a City Council meeting, via the City's web site, and
discussed at a January 10, 2005 public meeting; and
WHEREAS, Wold Architects have completed the site selection evaluation including the new site option
and presented it to the City Council at a public meeting.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA
that:
1. The recitals set forth above are incorporated herein.
2. After thorough consideration of various sites, the City Council hereby selects the
site for the location of the new Police Station / City Hall facilities.
3. If any portion of the selected site is not owned by the City, the City staff is hereby authorized to
initiate action to acquire such property.
