CONSIDER APPROVAL OF A RESOLUTION AUTHORIZING
THE INCREASED PAYMENT OF DOWNTOWN FAC;ADE
IMPROVEMENT FUNDS FOR DEHMLOW AUTO SALES.
DISCUSSION:
Historv: Last Fall, Dehmlow Auto Sales requested fayade
improvement funds in the amount of $21,500 to make improvements
to the side of their building facing Dakota. At that time the staff
suggested that the improvement also address the TH 13 side of the
building. After completing about 90% of the original project, Mr.
Dehmlow is requesting an additional $3,500 so he can make
improvements to the TH 13 side as well. This agenda item asks for
Council consideration of this request.
On October 4, 2004, the City Council approved $21,500 from the
downtown fac;ade improvement fund for the Rod Dehmlow Auto Sales
fayade improvement project. The maximum facade program grant is
up to 50% of the documented project costs, or $25,000. To date, Mr.
Dehmlow has completed approximately 90% of the work related to the
original project, and at the advice of the Council and City staff,
decided to complete his facade project by wrapping the fac;ade around
a portion of the east side of the building that faces TH 13. The east
side of the building is highly visible from TH 13. Staff reviewed the
proposed plans and associated cost estimates at its regular January 13,
2005 DRC meeting. The DRC recommended staff to proceed with the
application amendment and recommend the City Council approve the
maximum fayade amount of $25,000. The result would be as follows:

The majority of the improvements from the original approved fac;ade
application ($21,500) have been completed, with the exception of
some stone work, which will be completed in January.
The original fa9ade improvement included new stamped concrete at
the base of the building going up 30 inches, new plantar, new light
poles on the exterior to better coincide with the 2004 Downtown
Improvement Project, new cedar shakes with lattice and false dormer.
The applicant proposes to add new cedar shakes and false rake roof
line to continue the theme of the fa9ade improvements that face south
on Dakota. The existing signs on the east side will be lowered to make
room for the improvements. In addition, a new white maintenance
free vinyl fence is to replace the recently removed wood fence. The
new fence will be similar in style to the one placed at Little Lakers
Montessori for their fa9ade improvement project. Dehmlow's old light
poles will also be removed, which should reduce the cluttered lighting
system that currently exists and highlight the newly installed lights
from the City's 2004 Downtown Improvement project.
Current Circumstances: Staffhas reviewed the plans for the amended
fa9ade application and has determined the facade of the project will
meet the design criteria contained in the Downtown Zoning District
and 2020 Vision and Strategic Plan and is therefore eligible for fa9ade
improvement funds. The downtown fa9ade program fund balance of
uncommitted funds is small, and is approximately $5,000. This
request would be for $3,500, and would bring the total approved
fa9ade program funds for the applicant to the current maximum, which
is $25,000.
Issues: The primary issue here is whether the City Council wishes to
provide the requested assistance. As noted above, the project appears
to be consistent with the 2020 Vision and Strategic Plan and comply
with design guidelines for the Downtown.
Conclusion: Staff has concluded the project for which assistance has
been requested meets the applicable criteria and recommends approval
of the project:
Alternatives: The City Council has the following alternatives:
1. Approve the amended funding assistance as requested.
2. Approve a level of funding assistance different than the level
requested.
3. Deny the request for funding assistance.
4. Continue the application to a future date for additional review.

RESOLUTION 05-xx
RESOLUTION OF THE PRIOR LAKE CITY COUNCIL APPROVING
INCREASED FACADE IMPROVEMENT FUNDS FOR ROD DEHMLOW AUTO SALES
MOTION BY:

WHEREAS: On June 17th, 2002 the City Council adopted resolution 02-99 establishing a matching grant
program to encourage Downtown building fac;ade improvements and providing funds for the
program, and
WHEREAS: The City Council has determined there is a need for a program of incentives to encourage
businesses in the Downtown area of the City to renovate building facades, and
WHEREAS: The City Council has determined such a program is in the public interest and serves a
public purpose by encouraging the revitalization of the Down town commercial area, and
WHEREAS: The City Council has adopted design guidelines for Downtown development in the City's
zoning ordinance, and
WHEREAS: Projects to be funded with the grant funds must be consistent with the design guidelines,
and
WHEREAS: Dehmlow Auto Sales successfully applied for a grant not to exceed $21,500 on October 4,
2004 and said application was approved by the City Council, and
WHEREAS: Rod Dehmlow Auto Sales has applied for a grant not to exceed $25,000; an increase of
$3,500 from his original application for funding and has submitted plans to the City for the
improvements, and
WHEREAS: The City has reviewed the plans for the improvement and has found them to be in
compliance with the design guidelines in the City's zoning ordinance and consistent with,
and supportive of the applicable sections of the City's 2020 Vision and Strategic Plan, and
WHEREAS: There are funds available to fund the amended application in the amount of $3,500.
THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PRIOR LAKE,
MINNESOTA,
1. The recitals set forth above are incorporated herein.
2. The grant amount of up to $25,000, an increase of $3,500 for Dehmlow Auto Sales is hereby
approved for the property located at 4800 Dakota Street.
3. The grant amount is to be paid in an amount up to 50% of demonstrated costs related directly to
fac;ade construction. In any case, the amount paid to the applicant shall not exceed the amount
listed above. The City shall reimburse the applicant for actual costs incurred as demonstrated by
paid invoices, cancelled checks, lien wavers or such other evidence of payment of eligible costs as
the City in its sole discretion may require.

4. In the event the work covered by this resolution is not completed by May 1, 2005, the City shall no
longer be obligated to reimburse costs incurred after that date.
