CONSIDER APPROVAL OF A RESOLUTION AUTHORIZING MCCARTHY
WELL COMPANY TO REMOVE AND INSPECT WELL PUMP NO.3

The City Manager has the authority to make purchases of up to $20,000 if the
acquisition is budgeted in the general fund or one of the City's enterprise funds. The
expenditure for which authorization is requested is only $2,360. However, we expect
the total expenditure to exceed $20,000 but to be less than $50,000. We will know the
exact price only after the well has been inspected. Once this is done, we will request
council authorization for the purchase and labor to install the replacement parts.
City staffhas asked for quotes to pull inspect and re-install well pump No.3. Three
firms were asked to provide quotes for this work; they are listed below with the costs
associated from each vendor:

The lowest bidder, in this case, McCarthy Well Company of Shakopee, MN, will
address the following items:
CJ Pull the pump and column pipe on Well No.3
CJ Complete inspection of working components
CJ Provide a list of parts in need of repair
CJ Re-assemble working components
CJ Provide well depth and static water level
CJ Chlorinate well
CJ Re-install pump and test operation.
Once McCarthy Well has inspected the working components of Well No.3 they will
provide a list of parts that are in need of repair; after which we will return to the next
available City Council meeting to obtain approval for the necessary improvements to
keep Well No.3 in good working order.
Issues
The last time Well No.3 was removed and inspected was in 1998. Past records
indicate there were issues with this pump at that time so the pump was changed out

along with a new stainless shaft to operate the pump.
Well No.3 has always been one of the three most productive pumps for Prior Lake and
does accumulate many run time hours. Staff has tried to uphold a maintenance
schedule of seven years for complete inspection of all the wells working components;
Well No.3 falls into this timetable for inspection. Well No.3 will be the last well
inspected until Well No.6 comes due in 2008.
Budeet ImDact
As previously stated, staff obtained three quotes to inspect Well No.3. McCarthy Well
Company submitted the lowest bid. The major costs for the updated improvements to
the pump will be listed and brought back for Council approval.
The cost for the work to be done to Well No.3 totals $2,360. The total cost of the last
well pulled and maintained was approximately $20,000. This cost is very consistent
with previous years well pump pulling activities, which have all been completed by
McCarthy Well Company.
The alternatives are as follows:
1. Approve the resolution authorizing McCarthy Well Company to remove and
inspect Well No.3.
2. Table this agenda item for a specific reason.
3. Deny this agenda item for a specific reason and provide staff with direction.

WHEREAS,
Through a preventative maintenance program for the City's wells, it has been
identified that Well No.3 is scheduled for inspection; and
WHEREAS,
The City of Prior Lake received three quotes from E.H. Renner & Sons, Keys Well
Drilling and McCarthy Well Company; and
WHEREAS,
McCarthy Well Company provided the lowest quote and is hereby authorized to
complete the above-mentioned work to Well No.3.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA,
that:
1. The recitals set forth above are incorporated herein.
2. The City Council authorizes the City Manager to hire McCarthy Well Company to remove, inspect,
reassemble and test Well No.3 and supply a quote including the equipment requiring replacement and
the cost of installation.
3. The expenditures for this work are to be drawn from the Water Operating Fund.
