CONSIDER APPROVAL OF A RESOLUTION AUTHORIZING
ADVERTISEMENT FOR BIDS TO DRILL AND PUMP A TEST WELL

The Comprehensive Water Plan update is now in final draft form. This plan has
been compiled over the last 8 months to guide the City in its long term potable
water system infrastructure construction. A key component of the plan is to have
a water treatment plant on the Brooksville Hills city owned parcels, adjacent to
Wells 3, 4, & 7. Well No.5 is also close by and raw water lines were installed
under the local streets to direct Well 5 water to the proposed Treatment Plant
when it is constructed in the future. To serve the existing population, the
Treatment Plant is required to be about a 6 million gallon per day (mgd) facility.
The existing wells (3,4,5, & 7) have a firm water production capability of about
4 mgd. This means we are about 2 mgd short of water production.
Staff has been working with the DNR and our consultants to develop a plan on
future well location to provide this additional water. This plan is based on the
State rules of not allowing any pumping of the Jordan aquifer which has an
affect on the Savage Fen. We are proposing that a new Jordan aquifer well (No.
8) and a Frankonia, Ironton, Galesville (FIG) aquifer well (No.9) be located
adjacent to the Maintenance Center. Another Jordan well (No. 11) is proposed
to be located further south of the Maintenance Center, possibly on the Busse
property that is currently in the process of being annexed. An additional FIG
(No. 10) is proposed to be located on the City owned outlot in the southeast
quadrant of Fish Point Road and CH 44 (160th St.). Another Jordan (No. 12) is
proposed for the Snell property at some time in the future. A map showing these
locations will be provided at the meeting.
The purpose of this item tonight is to consider authorizing an advertisement for
bids to drill a test well into the FIG and perform pump testing of the well. The
driller will be drilling through the Jordan which will enable us to confirm the
existence of this aquifer. The Jordan is a very dependable aquifer; we just need
to confirm its existence in the area. The FIG is much less dependable and the
test pumping will allow us to project whether or not it will be adequate for a
production well. This will also allow us the opportunity to gather water quality
data which will assist in the dysign 9f the water treatment plant.

We had previously worked with Engineering Resources Inc. on obtaining
quotations for this proposed test well since we estimated the cost would be under
$50,000. However, the feedback from the prospective drillers has shown that the
cost will be over $50,000 which requires us to proceed with the competitive
bidding process prescribed by State statute.
The proposed schedule for the test well is as follows:
City Council authorizes ad for bid ......................F eb 7, 2005

Test well pumping complete............................ ..June 15, 2005
If the test well pumping shows that we can provide adequate Jordan and FIG
wells, we would then advance to the City Council for authorization to proceed
with the drilling and developing of the proposed Jordan and Fig wells, No.'s 8 &
9. If drilling and developing and construction all go smoothly the wells could be
on line or in use by the summer of 2006.
Conclusion
Staff recommends that we move forward with the FIG aquifer test well. Our
existing FIG well (No.7) has been a fair producer to this point. Weare trying to
work with the DNR showing that we will utilize the FIG while still utilizing the
Jordan without affecting the Savage Fen. The only way to determine what we
can expect from a FIG production well is to drill the test well and analyze it.

The estimate for the test well is about $60,000. Staff recommends that the
funding amount come out of the Trunk fund. The engineering required has been
paid for out of the Water operating budget - professional services and will only
total about $2,000 to $3,000.
The alternatives are as follows:
1. A motion to approve a resolution authorizing the advertisement for bids for a
FIG test well.
2. Table this agenda item for a specific reason.
3. Deny this agenda item for a specific reason.
Staff recommends alternative number 1. Mr. Costa Dimitracopoulos of
Engineering Resources c. will be present at the meeting to answer any
unc may have.

RESOLUTION OS-XX
ATHORIZING THE ADVERTISEMENT FOR BIDS FOR A FIG TEST WELL
AND APPURTENANT WORK

WHEREAS, The City is concerned about having an adequate potable water supply for the
community, and
WHEREAS, The City has prepared a Comprehensive Water Plan which recommends the addition of
wells to provide potable water for the City in conjunction with the anticipated
Brooksville Hills Water Treatment Plant, and
WHEREAS, The plan locates one additional Jordan aquifer well and one Franconia, Ironton,
Galesville aquifer well adjacent to the City Maintenance Center, and
WHEREAS, As part of the process, staff is recommending that a FIG test well be completed so that
the adequacy of the aquifer adjacent to the Maintenance Center is determined.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
1. The recitals set forth above are incorporated herein.
2. The City Council authorizes the advertisement for bids for the drilling and testing of a FIG well.
