Prior Lake, MN 55372-1714 February 7, 2005 9B Frank Boyles, City Manager CONSIDER APPROVAL OF A RESOLUTION APPROVING THE FINAL FORMAT AND COST FOR THE RESIDENTIAL SURVEY. History: In 1999, the City conducted its first residential survey to ascertain the beliefs and opinions of its residents with respect to City issues. Four hundred respondents were surveyed and each was asked 142 questions. On JaRuary 3, 2005, the City Council authorized Decision Resources to conduct a residential survey estimated to include 140 questions, administered to 400 randomly selected residents at a cost not to exceed $18,300. Since the Council authorized the residential survey, I have solicited input from each Council member and members of the City staff regarding the questions and topics to be covered. Current Circumstances: A considerable number of questions have been added to the survey regarding the 2020 Vision and Strategic Plan. One of the major reasons for conducting the survey is to learn more about resident awareness and perceptions toward this key document. At one point, the draft survey was over 200 questions. Decision Resources advised that a survey of that length, while administrable, will affect the timeline and total cost. Accordingly, we reviewed the document for less salient questions and as a result have "trimmed" the survey to 160 questions. The increase in survey size will not affect the timeline, but will increase the cost from the originally approved $18,300, to not to exceed $20,000. As the survey is presently written, the major topic areas include: . 2020 Vision and Strategic Plan . Community Identity . Values . Partnerships . Community Attractiveness . Service level satisfaction . Code Enforcement . City Council perceptions and Resident Input . Staff Customer Service . Public Safety and Crime Prevention . Community Development and Redevelopment . Downtown Improvements . Commercial and Industrial development . Park Facilities and Recreation Programs . Possible future capital projects . Transportation and Transit . Communications vehicles . Demographic information www.cityofpriorlake.com 1:\COUNCIL\AGNRPTS\2005\COMM~lXeS~~4f5~~30 / Fax 952.447.4245 Conclusion: The survey is very comprehensive and will provide a rich source of scientific information for use by the Long-Range Planning committee, the City Council and the City staff. ISSUES: The City Council had an opportunity to review and provide input regarding the survey questions at this evenings County work session. Since the survey is done no more frequently than 24 months, it is important to solicit a wide-range of feedback to maximize the utility of the instrument. The more questions that are asked, the more expensive the survey becomes and the longer it takes to administer, analyze and report. The Council should determine whether they are comfortable with the survey content and the corresponding price and completion timeline. ALTERNATIVES: (1) Adopt a resolution approving the survey research instrument to be administered by Decision Resources, and amending Resolution 05-05 authorizing the cost not to exceed $20,000. Motion By: Second By: WHEREAS, in 1999 the City completed a resident survey to provide information regarding citizen perspectives on City services, products and policies; and WHEREAS, in 2002 the City Council directed the preparation of a 2020 Vision and Strategic Plan to direct the development of the community; and WHEREAS, the 2020 Vision and Strategic Plan is to be updated in the Spring of 2005; and WHEREAS, the completion of a resident survey will provide data which will assist in this effort; and WHEREAS, the resident survey will help the staff and City Council to better understand citizen views to facilitate the day-to-day operation of City government; and WHEREAS, in order to collect data on all desired topics, the number of survey questions has increased since the approval of Resolution 05-05, thereby increasing the content and costs of the survey. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA that: 1. The recitals set forth above are incorporated herein. 2. Resolution 05-05 is hereby rescinded. 3. Decision Resources Inc. is hereby retained to conduct a resident survey as outlined in the proposal dated November 11, 2004, subject to the revised survey questions identified herein. 4. Costs for such research not to exceed $20,000 are to be drawn from the 2004 City Manager's budget. 5.
