History: The Prior lake Lions Club has been very active over the years in contributing to the development of City parks, In fact. their contributions have been so significant that the City Council renamed Sand Point Park as "The Prior lake Lions Sand Point Park", The Lions contributed over $200.000 to construct park shelters, and to provide playground equipment and a fishing dock at this location, The Outdoor Performing Arts Theater as presently constructed was included in the Referendum project. What is less clear is whether the band sheil was to be paid through Referendum funding or paid through donation, Current Circumstances: The Prior lake Lions Club is looking for a new project, specifically within lakefront Park, The project must be significant and something the Lions can have their name associated with, They have proposed to donate funding to complete a band shelter which would cover the concrete stage in the Outdoor Performing Arts Theater. ' A graphic is attached showing the type of band shelter contemplated, The cost for the materials for the band shelter is $30,OOO:t including freight and tax. An additional $5,000 is required for the following items: wiring and lights ($2,000), wrap support beams in stone ($2000), and a small storage area for music stands and folding chairs ($1000). Installation of the structure is estimated at $15,000, The complete project budget is estimated at $50,000, Attached is a copy of the Lions proposal. The Lions would provide funding for the shelter up to $30,000, Payments would be made in increments over the next five years beginning June 1, 2000. Payments could be accelerated at the Lions discretion. On the other hand, if charitable gambling for the Lions is discontinued, the Lions would be responsible for no further contributions, Finally, the Lions would be supplied a plaque in a prominent location on the structure identifying it as donation in part by the Prior lake Lions Club, The Lions proposal raises policy issues for the Council to consider, Because the funding source for the Lions contribution is charitable gambling, they desire to make an annual incremental contribution, The Council needs to determine whether it is willing to proceed with the instailation of the band shelter before 16200 Eagle Creek Ave. S.L Prior lake, Minnesota 55372-1714 / Ph. Over the five year span, however, the price of the shelter and its installation is likely to increase, Because of the costs of the overall project, the shelter, including installation, would be bid and actual costs will be based upon the lowest responsible bid, FISCAL IMPACT: The Lions Club commitment to defray $30,000 dollars of the cost is a significant savings to the taxpayers of Prior Lake, The remaining $20,000 for this project could be derived from the remaining Referendum funds if the Council believes this is appropriate, (The City's $20,000 share is presently programmed in the 2001 draft Capital Improvement Program, This amount would be deleted if the Council approves funding from the Referendum proceeds,) We have been advised by the Lions that they will have $10,000 available for the first year contribution towards this project. ALTERNATIVES: (1) Motion and second to authorize the staff to enter into the appropriate agreement with the Lions Club to initiate this project and to prepare plans and specifications for the band shelter. The Council should provide direction on whether or not the project should proceed in advance of receipt of the Lions Club $30,000 contribution, (2) Defer action for additional information, RECOMMENDED MOTION: As determined by the City Council. If cOllered storage is not alloilable a lellel starage area should be prepared, on the site. The beams should be set on supports, with a minimum thickness of 6 inches (150 mm), at an approximate spacing of 10 feet (3 m) on center. If space is allailable. the beams should be set on edge and oriented in a north-south direction. If the beams need ta be stacked to conserlle space they should be separated by spacers of not less than 1 1/2 inches (38 mm) in thickness and spaced at 10 feet (3 meters) on center. The wrappings should be slit or punctured on the underside to permit drainage of water due to precipitation or condensation. Finally all the members should be cOllered with a loosely fitting tarpaulin. SHIPPING AND HANDLING All glulam members are wrapped at the factory and care must be taken not to remove or tear this wrapping during off loading or when moiling the members around the construction site. TORN WRAPPING MAY RESULT IN ll-lE DISCOLORAllON OF ll-lE BEAM SURFACES DUE TO EXPOSURE TO SUNLIGHT OR RAINWATER. Except at points of bearing, the protective wrapping must remain in place until the members are enclosed within the building. Glulam is looded ond shipped without spacers to ovoid localized bruising and to minimize load shifting. Unloading will include separation of the members before slinging. Delivery should be coordinated between Western Archrib and the contractor ta ensure that off loading equipment is available at the job site. Laminated members should no be dropped. Mechanical damage to beam surfaces (especially corner edges) can weaken as well as disfigure the members. Podded or non-marring slinga should be used to lift the beams. If allngs are unavailable. wire ropes may be used provided the corners are protected with woad blacking. All members sholl be erected true and plumb, and temparary erection bracing sholl be introduced wherever necessary to restrain 011 loads to the structure which it may be normally subjected ta, including equipment and the operotion of same. Such bracing shall be left in place as long os may be required for safety. Excessive concentrations of construction loads. such as bundles of sheathing, piles of purlins, roofing materials, or other such materials should be avoided. GLULAM NOTES. FASTENING BOLTS Nuts on machine baits should be tightened snugly, but not so tight as to cause cupping af washers or crushing af the wood under the washer or plate. Lag bolts should be installed by turning with a wrench, not by drilling with a hammer. A long handled wrench or a wrench with the handle inserted in a pipe will ease installation. Using soap ar some other non-petraleum based lubricant may also help. Under no circumstances shauld 0 pneumatic impact wrench be used. Washers shauld always be installed between the wood and the bolt heads. --..... .. .... BEAM ON IT'S SIDE INr.ORRFr.T LIFTING hAETHOQ MEMBER ORIENTATION Glued-laminated timber beams have, a specific "TOP" and "BOTTOM" face. This makes it essential that beams be installed in their correct arientation. The erector should peel the wrapping back from one end of the beam and locate the manufacturer's stamp indicating the top of the beam. PRECAUTIONS TO MINIMIZE SURFACE CHECKING To minimize checking the following suggestions should be considered; Checking of wood is due to differential shrinkage of the fibers in the inner and outer portions of a wood member and is associated with rapid lowering of the moisture content at or near the surface of the member. Minor checks confined to the surface areas very rarely have any effect on the strength of the member and may be disregarded since there Is ample factor of safety used in the development of allowable shear stress values. Deep checks may be significant if they occur at points of high shear stress (Mid height of the member or near supports). 1) As checking is related to moisture loss, great care should be taken to prevent the members from absorbing moisture after fabrication. Proper on site storage will aid greatly in preventing further moisture absorption by the members. Differences in the shrinkage rate of the individual glued laminations tend to concentrate shrinkage stresses at or near the glue lines. For this reason, when checking does occur, it is usually adjacent to glue lines. The presence of wood fiber separation in the laminations of checked members indicates there is adequate glue bond and not delamination. 2) The application of wood sealer will retard, but not prevent, checking under extreme conditions. Regardless, the value of ordering glued laminated timbers with factory applied sealer cannot be understated. The standard factory application Is one coat to side grain surfaces and two coats to end grain surfaces. If severe conditions are expected ordering members double coated is recommended for added protection. " One of the major advantages of glued-laminated timber is freedom from major checking due to the exclusive use of kiln dried lumber in its fabrication. However some seasoning checks may occur when timbers are installed under conditions of low relative humidity that require rapid adj.Jstment to a much lower equilibrium moisture content. Laminated members glued within the range of moisture contents stated In CSA Standard 0122-M19BO (7" to 15"> approximate the moisture content in normal use, thereby minimizing checking. . 3) After the structure is enclosed, and heat is introduced, the temperature should be raised very slowly, over several days if possible. Especially in dry weather, during fall and winter, the . air in the building should be humidified and maintained at a minimum temperature over several weeks to allow gradual drying. -"" "",."'''' 4) The factory applied sealer is intended as a temporary protective coating, NOT AS THE FINAL FINISH. Therefore, as soon as possible after enclosing the building and always before excessive heot is introduced, one coat of a quality varnish or varathane or other undercooting should be applied then followed by the finish coating in accordance with the architect's finishing schedule. 5) Glued laminated members located close to building ventilators or hot air outlets, require special consideration. Some method must be used to direct the air flaw away from the member. If this is not possible or practical it is essential that the members receive at least two applications of surface sealer before the ventilation system is turned on or excessive heat is Introduced. 6) If surface checking does appear, no filling should be done until the member has reached a moisture equilibrium between the inner and outer fibers. This usually does not happen until the second heating season. It is therefore recommended to delay any filling of surface checks for not less than one year after the checking was first discovered.
