AGENDA ITEM: CONSIDER APPROVAL OF A RESOLUTION APPOINTING DANIEL
STRATTON TO THE TECHNOLOGY VILLAGE BOARD OF DIRECTORS
DISCUSSION: Introduction
The purpose of this agenda item is to request that the City Council adopt a
resolution making an appointment to the Technology Village Board of Direc-
tors pursuant to the provisions of the City of Prior Lake Technology Village
Bylaws. This proposed appointment fills a goal of the Board to have someone
from SMSC be one of its members.
History
The City's various advisory committees operate in accordance with adopted
bylaws. The bylaws provide that committee members may serve three year
consecutive terms subject to nine-year term limits. Each October, the City of
Prior Lake seeks applicants for all advisory committees with vacancies. Dur-
ing the solicitation process, the Technology Village Board of Directors re-
ceived only one application for four open positions; the applicant (Adam
Proehl) was appointed to the Board. The Board of Directors and staff liaisons
continued to recruit new applicants to fill the other vacant board positions.
Current Circumstances
The City of Prior Lake received an application from Daniel Stratton, an em-
ployee of SMSC. Mr. Stratton has been interviewed by Dan Rogness, Gerry
Hughes (Board Chair) and Lori Frank (Board Member), who both recom-
mended the appointment of Mr. Stratton to the Technology Village Board of
Directors. The EDA supports filling one more vacant position, resulting now
in six Board of Directors for Technology Village.
Conclusion
Attached to this report is Mr. Stratton's application and resume for City Coun-
cil review. The interview team recommends the appointment of Mr. Stratton
to the Technology Village Board of Directors.
ISSUES: The City Council should determine if they concur with the recommended ap-
pointment of Mr. Stratton to the Technology Village Board of Directors.
FINANCIAL Technology Village Board of Director Members are volunteers and receive
IMPACT: no financial compensation. There is a cost, or at least a potential of cost, for
the staff to provide administrative support to the committees on an ongoing

basis and for City Council and EDA members to attend the meetings as liai-
sons. On the other hand, local government benefits from having the input of
residents to accomplish the many goals and objectives identified in our 2040
Vision and Strategic Plan.
ALTERNATIVES: 1. Motion and a second, as part of the Consent Agenda, to approve a Res-
olution appointing Dan Stratton as a member of the Technology Village
Board of Directors.
2. Refer the recommendations back to the interview committee.

TECHNOLOGY VILLAGE BOARD OF DIRECTORS

WHEREAS, Three vacancies exist on the Technology Village Board of Directors as of January 1, 2015;
and
WHEREAS, Applications were solicited from persons who live and/or work in Prior Lake who were
interested; and
WHEREAS, Notice of such vacancies were placed in the Prior Lake American and City Website; and
WHEREAS, One application has been received from Daniel Stratton, an employee with SMSC; and
WHEREAS, Mr. Stratton was interviewed and recommended to the City Council for appointment to the
Technology Village Board of Directors.
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.

I have run my own small business for a decade. I have also been fortunate to become familiar with other small
business owners in the Metro area. The relationships i have built with business owners in other areas(health care
brokerages,IT development,Phone&Voice services,etc.)as well as my own experience could be beneficial in
providing additional resources for new and emerging companies.
Briefly describe your interest In this position and how you can serve the community.
My office is located In Prior Lake and my children are enrolled in the Prior Lake school district. I have a vested Interest
in seeing this community grow and expand in a way that broadens the horizon of the community. Being a part of a
process that aids small businesses in not Just their formation,but their growth would be rewarding for me as an
individual. Watching that growth benefit the area would be rewarding to me as a member of that community.
