HomeMy WebLinkAbout6D-Drug Task Force 04 PR0$' ti U 4646 Dakota Street SE '�nvxsso��' Prior Lake, MN 55372 CITY COUNCIL AGENDA REPORT MEETING DATE: JANUARY 12, 2015 AGENDA#: 6D PREPARED BY: BILL O'ROURKE, CHIEF OF POLICE PRESENTER: BILL O'ROURKE AGENDA ITEM: CONSIDER APPROVAL OF A RESOLUTION AUTHORIZING THE MAYOR AND CITY MANAGER TO APPROVE AMENDMENT TO THE SOUTHWEST METRO DRUG TASK FORCE JOINT POWERS AGREEMENT AND AUTHORIZING THE CONTINUED MEMBERSHIP IN THE TASK FORCE BY THE PRIOR LAKE POLICE DEPARTMENT DISCUSSION: Introduction The purpose of this agenda item is to request Council approval of an amendment to the Joint Powers Agreement with the Southwest Metro Drug Task for and authorizing the continued membership in that Task Force for 2015. History The Prior Lake Police Department joined the Southwest Metro Drug Task Force as a voting member in 2007. The purpose of the Task Force is to provide a comprehensive and multi-jurisdictional effort to reduce felony level drug trafficking through the coordination of the law enforcement agencies that are members of the Task Force. Any Governmental Unit that has a law enforcement agency and is located in Hennepin, Carver, Scott or McLeod County is eligible to be a member of the Task Force. The Task Force investigators are licensed peace officers paid through a combination of pooled State and local funds. The investigators act on information and investigate specific cases related to felony level drug distribution. Task Force personnel are also available to assist in other investigations, provide technical advice and support, and to provide needed equipment, if available. Current Circumstances The Joint Powers Agreement is being amended to include additional members, specifically, the Police Departments for the cities of Brownton, Lester Prairie, and Winsted. FINANCIAL The normal annual membership fee is $8,400.00. However, Task Force IMPACT: has a revenue balance that results in cutting that fee in half for 2015. Therefore, the cost for continued membership in 2015 is $4,200.00. In future years we expect that the annual membership fees will return to the $8,400.00 level. Adopt the Resolution authorizing the Mayor and City Manager to approve the amendment to the Joint Powers Agreement and the continued membership in the Southwest Metro Drug Task Force for the year 2015 by the Prior Lake Police Department. 2. Deny approval and direct further action. RECOMMENDED Alternative 1 MOTION: 2 O� PRIO ti U trf 4646 Dakota Street SE NNESO-tvP' Prior Lake,MN 55372 RESOLUTION 15-xxx A RESOLUTION AUTHORIZING THE MAYOR AND CITY MANAGER TO APPROVE AN AMENDMENT TO THE SOUTHWEST METRO DRUG TASK FORCE JOINT POWERS AGREEMENT AND AUTHORIZING THE CONTINUED MEMBERSHIP IN THE TASK FORCE BY THE PRIOR LAKE POLICE DEPARTMENT Motion By: Second By: WHEREAS, Prior Lake has been a member of the Southwest Metro Drug Task Force since 2007; and WHEREAS, The Joint Powers Agreement between the city and the Task Force is being amended to add additional membership; and WHEREAS, Membership in the Task Force requires a participating governmental unit to renew its membership annually; and WHEREAS, The Prior Lake Police Department has advised the City Council that the services provided by the Task Force are important to the City's public safety efforts in the community; and WHEREAS, The City Council desires to continue its membership in the Task Force; and WHEREAS, The fee for Prior Lake to continue its membership for calendar year 2015 is$4,200.00. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA as follows: 1. The recitals set forth above are incorporated herein. 2. All provisions of the aforementioned Agreement approved and not specifically amended hereto shall continue with full force and effect. 3. The Mayor and City Manager are hereby authorized to approve an amendment to the Joint Powers Agreement with the Southwest Metro Drug Task Force and authorized the continued membership by the Prior Lake Police Department for 2015.
