FOR A FLOOD REDUCTION STUDY TO BE COMPLETED IN
PARTNERSHIP WITH THE PRIOR LAKE SPRING LAKE WATERSHED
DISTRICT
DISCUSSION: Introduction
The purpose of this agenda item is to consider a resolution approving cost
share funding with the Prior Lake Spring Lake Watershed District(PLSLWD)
for a study to update flood modeling of the watershed and consider flood
reduction strategies.
History
In the spring of 2014, the watershed experienced record amounts of
precipitation which led to a historic flooding event. This event triggered many
questions and highlighted the need to update tools that help inform decisions
and policies of the organizations within the watershed. In particular modeling
of the watershed needs to be updated and flood mitigation strategies for
future events evaluated.
There are currently two models that estimate flow for parts of the District.
One of the models encompasses the Outlet Channel drainage area and is
aimed at improving decision-making by the JPA/MOA cooperators. This
model was recently updated. A model was developed in 2000 for portions of
the PLSLWD upstream of Prior Lake; however, this model lacks the
necessary detail to accurately model flood elevations. An even older flood
model was developed in 1995 to determine flood elevations on Prior Lake.
This model was approved by FEMA and established the regulatory floodplain
elevation for Prior Lake at 908.9 feet. Since these models were completed
more precise topographic information has been made available. In addition,
the precipitation data used by the industry to calculate storm runoff has been
updated.
Current Circumstances
A review of the flooding event was held at the October 13, 2014 work
session. One of the items discussed was a collaborative effort with the
Watershed District and Spring Lake Township to complete the needed flood
study.

PLSLWD, working with the City of Prior Lake and Spring Lake Township,
prepared a Request For Proposals (RFP) asking for assistance in completing
a study that includes updated modeling of the watershed, review of flood-
related issues and historical projects, identification of a suite of potential flood
reduction strategies, evaluation of flood reduction strategies, and creation of
an implementation plan. The scope also includes a public input process that
engages a broad range of stakeholders and includes local units of
government, lake associations, the agricultural community and private
landowners.
Five proposals were received and evaluated by a team made up of
representatives from the PLSLWD, Spring Lake Township, and the City of
Prior Lake. Based on a selection Matrix, two firms were asked to participate
in an interview. Barr Engineering was determined to be the best candidate for
the study and is recommended for selection by the PLSLWD Board. The
Watershed District will consider entering into a contract with Barr Engineering
for$178,915 at their January 13, 2015 meeting.
Conclusion
The City's 2015 Storm Water budget contemplated the need to complete a
flood study either alone or in collaboration with other jurisdictions and includes
$90,000 towards this purpose. The Council is being asked to commit this
funding toward the collaborative project at a cost-share of fifty percent
PLSLWD and fifty percent City of Prior Lake.
ISSUES: The city council has directed the staff to learn from this summer's flood
conditions in order that we will be in a better position to cope with flooding in
the future. In order for the staff and the watershed to know with certainty the
actions which should be taken to mitigate flooding, modeling must be
completed based upon current conditions and technology. One of the key
work products of the modeling study will be an array of strategies which the
city and watershed policy makers can consider for future flood mitigation.
FINANCIAL The 2015 Prior Lake Water Quality budget contemplated $90,000 for this
IMPACT: study. The proposed 2015 water quality rates anticipate participation in and
financial contribution to complete this study. The Watershed District will be
considering equal funding at their January 13, 2015 meeting.
ALTERNATIVES: 1. Approve a resolution, as part of the consent agenda, approving cost
share funding to the PLSLWD for a Flood Reduction Study.
2. Deny this agenda item for a specific reason and provide staff with
direction.
3. Table this item to a certain date in the future.

A RESOLUTION APPROVING FUNDING FOR A FLOOD REDUCTION STUDY TO BE COMPLETED IN

WHEREAS, The flood of 2014 highlighted the need to review and update flood,modeling and preparedness
strategies within the Prior Lake/Spring Lake Watershed that have not been updated for 20
years; and
WHEREAS, The Prior Lake Spring Lake Watershed District(PLSLWD) along with the City of Prior Lake
acknowledged a desire to work together to complete a Flood Reduction Study including
modeling of the upper watershed above the Prior Lake Outlet Channel; and
WHEREAS, A Request for Proposals (RFP)was prepared and sent to several consulting firms to complete
the Flood Reduction Study and modeling; and
WHEREAS, An team with representation from the PLSLWD, City and Spring Lake Township evaluated the
proposals and recommended a firm to complete the work; and
WHEREAS, The PLSLWD will provide management for the project including being the contract authority
and the City of Prior Lake will be an active project partner providing staff representation and
partial funding.
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. The City of Prior Lake will contribute fifty percent of the funding for the study in an amount estimated to
be$178,915.
3. The funds for payment to the PLSLWD will be drawn from the Storm Water Enterprise Fund, account
604-49420.00-53100.80.
