COUNCIL APPOINTMENTS TO BOARDS, COMMISSIONS AND COMMIT-
TEES
DISCUSSION: Introduction
The purpose of this agenda item is to complete the appointments required each
year under the City Council Bylaws. The Mayor has recommended various ap-
pointments and the Council, as a body, may affirm or change them.
History
The City Council Bylaws provide that the first regularly scheduled meeting in Jan-
uary is the annual meeting of the City Council. During the annual meeting, regular
business may be conducted, but the following organizational business is required
to be considered:

Yearly Designations
Yearly Approval of City Councilmembers Appointed to Committees and
City Council Bylaws and Procedures.
The attached committee matrix shows representatives to our various committees
over time as well as those bodies which have been discontinued. Councilmem-
bers were previously asked to indicate their preferences, if any, for committees
they wished to be appointed to.
Current Circumstances
The Council should take the following actions to fulfill its responsibility under the
Bylaws:
Consider Acting Mayor for 2015
1. : Councilor Keeney was Acting Mayor in
2014. Historically, the Council has appointed the most senior member of the
Council, which would be Councilor Keeney. However, this is a mayoral ap-
pointment subject to City Council affirmation. Mayor Hedberg recommends
Councilor McGuire in this role for 2015.
Consider Approval of Official Newspaper for 2015
2. : For decades the Prior
Lake American has been the City’s official newspaper and so this portion of
this agenda item has been straight forward.
This year things are a little different. The Prior Lake American (PLA) consoli-
dated offices in Shakopee and therefor no longer has a primary office in Prior
Lake. Under state statute, the existence of a primary office in Prior Lake re-
sulted in the required selection of PLA. I inquired with the city attorney’s office

and was provided a sixteen question survey which addresses the statutory
criteria regarding legal newspapers. Since there are two newspapers, PLA and
Star Tribune (ST), with considerable circulation in Prior Lake, we asked each
to fill out the survey (attached). Also requested and attached herewith are the
column inch quotes for both papers. In the case of the PLA, their legal notice
cost per column inch is $6.99. It should be noted that PLA has held that cost
for at least three years. The deadline for the PLA legal notices is Monday noon
before the Saturday publication although they have “stretched” this deadline to
Tuesday in critical situations. The per line cost for ST legal notices in the clas-
sified ads section is $5.60. Generally, there are 12 lines in an inch so to com-
pare with the PLA quote the ST classified column inch cost is $67.20. The
deadline for a legal notice is 7pm two days prior to publication.
The circulation of the PLA is about 7500. The circulation for ST is 1730 for
weekday papers and 4600 for Sunday. There is a greater cost for weekend
publication as shown on the ST cost sheet. The PLA prints, at no charge, the
city council and planning commission agendas and they are also published on
the city website. The ST could not do that. Both papers would include press
releases at no cost subject to space limitations. The PLA has been the city’s
official newspaper in excess of 20 years. Our total cost associated with the
legal newspaper in 2014 was approximately $10,000.
The ST quote provides for considerably more flexibility in legal notice dead-
lines and publication. The PLA quote is considerably less expensive but pro-
vides for a longer publication deadline and includes some no cost publications
like meeting agendas. The PLA has also been the city’s official newspaper for
decades so the public knows where to look for such information.
The city council should decide which newspaper they believe should act as the
city’s official newspaper for 2015 and pass a motion to that effect.
Consider Approval of Official Bank for 2015
3. : In 2009 pursuant to a solici-
tation of bids the City Council named US Bank the City official bank for years
2010 through 2013. In December, 2013, the Council approved an extension of
the banking services agreement through 2016. It is recommended that US
Bank continue to be designated the City Official Bank through 2016 pursuant
to the provision of the 2009 RFP and the approved extension.
Consider Approval of Local Board of Appeals and Equalization for 2015
4. :
No action is necessary as Scott County assumed this role in 2014 utilizing the
open book process.
Consider Approval of Auditing Firm for 2015
5. : Audits are required by law
and conducted for the preceding year. The staff solicited proposals in 2011
and the City Council appointed the firm of Malloy Montague Karnowski and
Radosevich (MMKR) for the years ending 2011 through 2013. In October,
2014, the Council approved an extension of the agreement for calendar years
ending 2014-2016. It is recommended that MMKR continue to be designated
the City Auditor through 2016 pursuant to the provision of the 2011 RFP and
the approved extension.
Consider Approval of Fiscal Consultant for 2015
6. : The fiscal consultant ad-
vises the City Council about matters relating to the sale of bonds for capital

projects. Steve Mattson of Northland Securities has acted as the City Fiscal
Consultant for more than twenty years. Staff recommends the reappointment
of Mr Mattson of Northland Securities for 2015.
Consider Approval of Emergency Management Director for 2015
7. : Police
Lieutenant Randy Hofstad was designated as the Emergency Management
Director for 2014. Chief O’Rourke is recommending Lt. Hofstad to continue as
Emergency Management Director for 2015.
Consider Approval of Health Officer for 2015:
8. In 2012, Dr. Wilcox of Scott
County was first named the City’s health officer. The same is recommended
for 2015.
Animal Control Officer for 2015
9. : The City currently contracts with 4 Paws to
provide animal control services. The existing contract terminates on April 30,
2016. Unless the Council directs solicitation of bids or quotes, staff is recom-
mending 4 Paws continue to serve as the Animal Control Officer for 2015.
Weed Inspector
10. : By statute, the Mayor is the weed inspector and may dele-
gate the function if desired. The function was delegated to Jake Theisen in
2013 and 2014. It is recommended that Jake Theisen be appointed for 2015.
Designating Investment Authority
11. : The attached resolution authorizes Fi-
nance Director Jerilyn Erickson and City Manager Frank Boyles to open bank
and investment accounts in the name of the City of Prior Lake, conduct bank-
ing transactions, invest funds of the City and execute all purchases and with-
drawals associated with such investments.
Bylaws and Compensation Committee
12. : Councilors Soukup and Keeney
served in 2014. For 2015, Councilors McGuire and Thompson are recom-
mended.
Special Assessment Committee
13. : Two members of the Council are to be ap-
pointed annually to serve on this committee. The committee assists the Coun-
cil in implementation of the Special Assessment Policy as it relates to annual
public improvement projects. Councilors McGuire and Morton served in 2014
and are recommended to continue service for 2015.
City Council Liaisons
14. : Through the City Council liaison program, Coun-
cilmembers act as a communication conduit between the Council and an ad-
visory body. The liaison position facilitates communication between the Coun-
cil and the advisory body and is a good way for Councilmembers to become
familiar with the operations and issues facing our advisory bodies. Liaisons are
not members of the committees.

15. City Manager Evaluation Committee: The committee is responsible for work-
ing with Kelly Meyer and the Council to complete the City Manager’s annual
evaluation. Councilor Keeney and Councilor McGuire served in 2014. Mayor
Hedberg and Councilor Morton are recommended for 2015.
Annexation Task Force
16. : Mayor Hedberg and Councilor McGuire served in
2014. Mayor Hedberg and Councilor Thompson are recommended for 2015.
Orderly Annexation Board
17. : Councilor Morton served on this Board as the
City’s representative in 2014. As long as the Orderly Annexation Agreement
exists, this three-person board representing the City, County and Township is
responsible for land use decisions in this area. Councilor Morton is recom-
mended to continue in this position for 2015.
Watershed Liaison
18. : Last year, the Council appointed Mayor Hedberg as liai-
son to the Prior Lake Spring Lake Watershed District. Councilor Morton is rec-
ommended for 2015.
Transit Review Board/Minnesota Valley Transit Liaison
19. : In 2014 Councilor
McGuire served in this capacity and was elected to the Board following the
transition from BlueXpress to MVTA. Councilor McGuire is once again recom-
mended for this role.
Economic Development Authority
20. Mayor Hedberg and Councilor Keeney
served on the EDA in 2014. The EDA Bylaws provide that, “all vacancies on
the EDA shall be filled by the mayor and approved by the city council.” The
bylaws further provide, “A vacancy is created in the EDA when a commissioner
is no longer eligible to serve or when their term of office ends.” Neither condi-
tion exists for the Mayor or Councilor Keeney, therefore, no City Council action
is needed.
Snowmobile Task Force
21. : The task force is charged with continuing relation-
ships with the snowmobile club and County representatives for the purpose of
keeping the sport of snowmobiling viable and safe for the City of Prior Lake.
Councilor Keeney served on this task force in 2014. He is recommended to
continue to serve on this task force for 2015.
SCALE Executive Committee
22. : Mayor Hedberg served in 2014. The same
is recommended for 2015.
SCALE Committee of the Whole:
23. Mayor Hedberg was the city representative
in 2014. Councilor Thompson is recommended for 2015.
SCALE Transportation & Economic Development (TED):
24. Mayor Hedberg
represented the city in 2014. Councilor Keeney is recommended for 2015.
SMSC:
25. Mayor Hedberg served as SMSC liaison for 2014. The same is rec-
ommended for 2015.
ISD 719:
26. Councilor Soukup acted as Council liaison with the School Board in
2014. Councilor Thompson is recommended in 2015.

27. Hwy 169 Corridor Coalition JPA: Councilor Soukup served as a member of
this body in 2014. Councilor Morton is recommended for 2015.
Suburban Transit Association:
28. The City Council elected that the City be-
come a member of this group in 2010. Councilor McGuire served in 2014 and
is recommended to continue in 2015 due to his involvement with the Transit
Review Board.
Chamber of Commerce:
29. Mayor Hedberg served this role in 2014. In 2015 it
is recommended that Councilor McGuire serve this role.
Regional Council of Mayors
30. : The City has become a member of this organi-
zation. It is the mayor’s role to attend these monthly meetings.
Scott County Board:
31. Mayor Hedberg represented the City in 2014 and the
same is recommended for 2015.
ISSUES: This year’s appointments represent a break with past practice. Historically we
sought to limit appointments of councilors to one year to each board or committee.
We have realized, however, that longer-term projects, historical knowledge and
increasing complexity of the work accomplished by these bodies can justify coun-
cilor appointments to committees for greater than one year. If councilors are con-
cerned about the implications of such an approach, discussion may be appropri-
ate.
The City Council should determine if, on balance, this is an appropriate mix of
responsibilities for Council members which will both facilitate optimum operation
of our committees and input for our Council members. On the average these ap-
pointments mean an additional 40 meetings for each city councilor to attend in
2015.
FINANCIAL Per diems are paid by the City to reimburse city councilors for attendance at these
IMPACT:
meetings.

2. Defer specific items for future consideration.

A RESOLUTION DESIGNATING INVESTMENT AND BANKING AUTHORITY
ON BEHALF OF THE CITY OF PRIOR LAKE

WHEREAS, the City of Prior Lake is organized as a municipal government under state statutes and duly
incorporated as a city in 1891; and
WHEREAS, the City is interested in designating and authorizing staff to conduct banking and investment
transactions; and
WHEREAS, the City is interested in investing its available funds at the highest rate of return available
subject to preservation of principal and in accordance with state statutes and consistent with
the cash flow needs of the City; and
WHEREAS, the City’s Investment Policy establishes the primary responsibility for such investments to be
charged to the City Finance Director.
NOWTHEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1.The recitals set forth above are incorporated herein.
2.Frank Boyles, City Manager, and Jerilyn Erickson, Finance Director, are hereby designated with full
power and authority to open bank and investment accounts in the name of the City of Prior Lake,
conduct banking transactions, invest such funds of the City as deemed necessary, and to execute all
purchases and withdrawals associated with such investments.

Dear Mr. Boyles,
Please consider our request for appointment of the Prior Lake American as the official newspaper
for the City of Prior Lake in 2015.
We recognize that financial challenges are being faced by most government bodies, and feel very
strongly that the publishing of legal notices in the newspaper is of vital importance to local residents
who wish to stay informed about the decisions being made by your elected body. Consequently,
a per-inch rate of$6.99, which reflects no increase over the current rate charged, is submitted for
the coming year.
We would stipulate that the city follow its normal procedure of submitting legal notices in generic
text format of as Microsoft Word documents via e-mail. Legal notices requiring special handling
will be billed at the rate of$12 per column inch for the first insertion and$8.75 per column inch for
subsequent insertions.
Notices submitted by the City of Prior Lake will continue to be posted on our newspaper website,
www.plamerican.com, free of charge.
Our legal notice deadline is at noon on Monday, preceding the following week's publication date;
during holiday weeks the deadline may be advanced.
