EXPENDITURES FOR MISCELLANEOUS PARK APPURTENANT
EQUIPMENT AS IDENTIFIED IN THE 2005 CAPITAL IMPROVEMENT
PROGRAM
Historv
The Parks portion of the Capital Improvement Program (C.I.P.) includes a variety of
smaller purchases under the heading of "Appurtenant Equipment". While none of these
purchases exceed the $50,000 bid limit, they do require City Council authorization to
expend the money because the funds are provided by the Capital Park Fund. The
purpose of this agenda item is to authorize staff to proceed under these purchases in
accordance with city code and city purchasing policy. The Council would approve
each purchase as part of invoices to be paid.

Appurtenant Equipment
The appurtenant equipment purchase includes items such as picnic tables, park
benches, bike racks, grills, garbage barrel enclosures, goals, and drinking fountains.
These park amenities will be installed in various parks throughout our park system.
Trees
Currently, there is $10,000 budgeted in the Parks portion of the annual operating budget
for plant materials. These funds are utilized for purchasing shrubs, flowers and trees
for around our city facilities, city entrance signs, community park identification signs,
main street and Lakefront hanging baskets, landscape planters, memorial sites and
formal plantings.
An additional $10,000 is earmarked from the Capital Park Fund to keep up with the tree
planting replacement program due to dutch elm and oak wilt disease, boulevard

plantings and placement of trees in our new parks as they come on-line. Considering
the rise in Oak Wilt and Dutch Elm, this allocation will not allow us to replace all
public trees lost to disease.
Park Entrance Signs
In 2001, the Prior Lake City Council made a financial commitment to install permanent
maintenance free park signs that are composed of natural materials and identifies the
community through its logo. The location for installation of signs in 2005 is White Tail
Island which is part of Deerfield Industrial Park and Crystal Lake Park, Heritage
Landing subdivision.
Curb
The 2005 C.I.P. identifies the installation of concrete B6-12 curb along the beach at
Sand Point Beach. The curb will act as a separation between the beach and the turf
area eliminating the sand from migrating onto the open space turf area. In addition,
concrete pads will be installed along the curb for placement of garbage containers. In
the winter, these curbs will not interfere with vehicle access and egress from the lake.
Backstop
A backstop is identified in the 2005 C.I.P. for Wilds North Park. Backstops protect
spectators and park users from equipment used on the field.
Purchasing of products and services in each above described categories will be done in
accordance with state statutes and City purchasing policy.
Budeet ImDact:
The 2005 C.I.P. has programmed the amounts set forth in this agenda for miscellaneous
park equipment. The cost of this material and equipment will be drawn from the
Capital Park Fund, in an amount not to exceed each of the maximum amounts set forth
in the tables unless there is explicit City Council authorization.
The alternatives are as follows:
1. Approve Resolution os-xx authorizing expenditures for miscellaneous park
appurtenant equipment.
2. Table this agenda item for a specific reason.
3. Deny this agenda item for a specific reason and provide staff with direction.
Staff recommends alternative number 1.

WHEREAS,
The Parks portion of the 2005 Capital Improvement program identifies
funding for park improvement proj ects; and
WHEREAS,
The 2005 Capital Improvement program also includes funds for the
purchase of park appurtenant equipment; and
WHEREAS,
The City of Prior Lake is committed to providing recreational activities
for people of all ages; and
WHEREAS,

NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA, that:
1. The recitals set forth above are incorporated herein.
2. The purchase of the above specified park equipment, not to exceed each of the maximum set
forth herein, is hereby approved.
3. Funds for such purchases should be drawn from the Capital Parks Fund.
4. All purchases will be in accordance with Minnesota statutes dealing with purchasing and
procurement as well as the City's purchasing policy.
