The purpose of this agenda item is to obtain approval for the purchase of one new
Caterpillar/Olympian Model D80P4 portable generator from Ziegler Power Systems
of Shakopee, Minnesota. Included in this purchase is the cost of new cables and
installation of new and existing cables from Hayes Electric of Hampton, Minnesota.
The purpose of the Equipment Fund and Matrix is to identify and budget for
equipment and vehicles that need replacement due to age, wear, or for additional
equipment that needs to be purchased due to growth. All equipment identified in the
matrix is subject to Council approval regardless of price.

The City currently has three portable generators. The following information on each
unit is listed below: the brand name, age, kilowatts (kw), fuel type, usage areas and
life expectancy per the equipment matrix.

Issues
Unit 477 is dedicated to operating the booster station and well #6. In an emergency,
it may be moved to wells #3 and #4 if well #6 is unable to provide enough water to
maintain adequate levels in the elevated towers for domestic use and fire flows. The
main reason the generator would need to be kept at the booster and well #6 is to
provide sufficient system pressure to the Wilds and Sterling South areas of Prior
Lake's distribution system, if there is a power outage.
Unit 476 also has multiple uses; it can be used on many of the 36 lift stations Prior

Lake staff maintains. Its main function, if there were a prolonged power outage,
would be to provide standby power to the Maintenance Center to allow staff to pump
fuel at the fuel islands and enter the equipment storage area at the Maintenance
Center. One limiting factor of this unit is that we cannot use it to provide standby
power to ten of the 36 lift stations maintained by Prior Lake maintenance staff
because of variable frequency drive units (VFD).
VFD units provide the ability to take single-phase power supplied by the power
company and convert it to three-phase power to operate the pumps in the 10 lift
stations. Three phase pumps are traditionally cheaper than single-phase pumps. Staff
expects to see more use ofVFD's within the current city limits and the planned
orderly annexation areas to convert single-phase power for new lift stations.
Unit 475 is the thirty-year old unit we are asking to be replaced. It is the only
generator presently available to use on the 10 VFD stations. Two 100-pound propane
gas cylinders mounted on the back of unit 475 provide the fuel to power this unit.
Staff feels this raises safety concerns while moving the unit from station to station on
an emergency basis, and the shortage of propane fuel to run the generator during
prolonged power outages.
Updating Unit 475 with the ability to cover more voltages and utilize diesel fuel to
power the power generation unit will improve staff response to power outages.

Staff contacted three vendors which supply portable generators that have the
capability to provide the voltages used at Prior Lake lift stations. They are listed
below along with costs for the cable installations as previously mentioned. These
cable installation costs ($656) were obtained from Hayes Electric of Hampton,
Minnesota and are built into the total cost in the chart below:

The equipment matrix identifies $42,383 in the 2005 Capital Improvement Program
for the replacement cost of the generator, and the funding source is the Equipment
Revolving Fund. Staff recommends that the City purchase the generator from
Ziegler. The total cost of the generator and appurtenant equipment totals $29,395.03.

from Hayes Electric of Hampton, Minnesota, for a cost not to exceed $29,395.03.

Power outages within the City affect essential City services such as water and
sanitary sewer; and
WHEREAS,
The updated generator will supply improved voltages, safety and longer service run
times during power outages; and
WHEREAS,
The 2005 Equipment Replacement Matrix identifies the replacement of Unit 475.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA, that: expenditure not to exceed $29,395.03 from the Equipment Revolving
Fund for the purchase of a new 2005 Caterpillar/Olympian 80KW generator from Ziegler Power
Systems and appurtenant equipment from Hayes Electric is hereby approved.
