CONSIDER APPROVAL OF A RESOLUTION AUTHORIZING THE PURCHASE
OF A 1J2-TON 4x4 PICKUP TRUCK AND APPURTENANT EQUIPMENT FOR
THE FIRE DEPARTMENT.
Historv: For several years, the City has supplied a marked vehicle to the Fire
Chief and each of the two Assistant Chiefs. The vehicles are supplied to the
Chiefs because it is critical that one or more of them responds to all emergency
fire calls. Being first to the scene, they are responsible for determining the
number and type of manpower and equipment needed at the scene. In the past,
the vehicles supplied to the Fire Department have been former squad cars that
are no longer suitable for patrol. However, because of the mileage and age of
these types of vehicles, they are, likewise, not suitable for the demands of the
Fire Department. Fire Chief and Assistant vehicles are now replaced with new
vehicles. This is the last used police vehicle to be replaced. It does have serious
engine problems which will soon affect its dependability.
Current Circumstances: Beginning two years ago, the City Council as a policy
determination began to include new vehicles in the Capital Improvement Program
for this purpose. It is estimated that the new vehicles will have a 10 year useful
life. The 2005 CIP contains $29,705 for the acquisition of a ~-ton 4x4 pick-up
truck for an assistant chief.
This equipment is part of the State of Minnesota Cooperative Bid program. The
base price is $21,733.25. The total, with added options, is $25,205.25. The
dealership is Rochester Ford. The remaining $4,499.75 will be used to purchase
the light bar, siren, radio and graphics.
We could continue to use former squad cars as we have in the past. The old
squad cars are not dependable and require considerable maintenance. Also, the
old vehicles are worn as well - meaning their performance for emergency driving
is less than ideal. The vehicle to be replaced in this case is a 1998 Ford Crown
Victoria with 112,000 miles.
The switch to trucks, while somewhat more expensive than cars, assists the
department in numerous ways. The pickups have carrying capacity so that in
addition to moving equipment around, they may be outfitted as grass rigs.
Because of their 4-wheel drive capability, the vehicles are more capable of
operation in all weather conditions. Finally, the high clearance allows for off-road
operation for calls which might warrant such action.

FINANCIAL
IMPACT:
The 2005 capital improvement allocation is $29,705. It is expected that we will
not exceed this amount including the vehicle, optional equipment, lights, siren,
graphics and radio.
ALTERNATIVES: (1) Approve the resolution authorizing the acquisition as proposed.
(2) Take no action and provide staff with direction.
RECOMMENDED

WHEREAS, the Fire Chief and two Assistant Fire Chiefs respond to nearly all fire calls in the City of
Prior Lake and its surrounding area; and
WHEREAS, the City Council desires to supply vehicles which are dependable and useable in all
weather conditions; and
WHEREAS, a total of $29,705 has been identified in the 2005-2009 Capital Improvement Program for
the acquisition of a ~-ton 4X4 pick-up truck for the Fire Department; and
WHEREAS, quotes have been solicited for a 2005 F150 Supercrew cab 4X4 pick-up truck through the
State of Minnesota Cooperative Bid Program; and
WHEREAS, the bid of Rochester Ford is the lowest responsive and responsible bid in the amount of
$25,205.25; and
WHEREAS, the cost to install the light bar, siren, radio and graphics will not exceed $4,499.75.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA
that:
1. The recitals set forth above are incorporated herein.
2. The City Manager is authorized to purchase one ~-ton Supercrew cab 4X4 pick-up truck at an
amount not to exceed $25,205.25.
3. The amount not to exceed $4,499.75 is authorized for the purchase of light bar, siren, radio and
graphics.
4. All funds for the acquisition are to be drawn from the Equipment Fund.
5. The staff is authorized to dispose of one 1998 Chevrolet Caprice with 112,000 miles.
