AWARDING THE CONTRACT, AND AUTHORIZING THE MAYOR AND
CITY MANAGER TO ENTER INTO THE CITY'S STANDARDIZED
PROFESSIONAL SERVICES AGREEMENT FOR ENGINEERING
SERVICES FOR THE CREDIT RIVER ROAD FORCEMAIN AND LIFT
STATION DESIGN PROJECT (TRN15-000006)
DISCUSSION: Introduction
The purpose of this agenda item is to accept the proposals for professional
service related to engineering services for the Credit River Road Lift Station.
History
The City uses the Five Year Capital Improvement Program to plan its
infrastructure improvements and the financing for capital improvements. The
Credit River Road Improvement Project proposes to reconstruct the street
and upgrade utilities within the project area. At its August 25, 2014 meeting
the City Council adopted Resolution 14-124 authorizing staff to prepare a
Feasibility Report for the Credit River Road Improvement Project as outlined
in the CIP.
The Credit River Road neighborhood is considered in the report and
includes improvements to Borgerding Addition, Brooksville Hills 1St Addition,
Brooksville Hills 8th Addition, Costello's Addition, S 02, T 114, R 22 Block
001, Lot 002 & 003 and portions of Sections 1 & 2, Township 114, Range
22. These properties were platted and developed from as early as 1920's to
as late as the 1990's. A map of the project area (Figure 1) is included in the
Feasibility Report. The proposed improvements include street
reconstruction, storm sewer, storm water quality, sanitary sewer, watermain,
forcemain, lift station, concrete curb and gutter, and appurtenant work.
On November 24, 2014, the City Council accepted the feasibility report and
scheduled the public hearing.
The Public Hearing was held on December 22, 2014 and the City Council
adopted Resolution 14-202 ordering the improvements and preparation of
plans and specifications.
As part of the final project design, engineering expertise relating to sanitary
sewer forcemain and lift station is required by the City.

Current Circumstances
Staff has requested proposals from two firms for engineering services
relating to sanitary sewer forcemain and lift station design. They include:
Bolton & Menk and WSB & Associates. Each of these firms has previously
completed work for the City of Prior Lake. The proposals received are
tabulated below:

Bolton & Menk $22,195.00
WSB &Associates $33,564.00
Proposals were received and were each analyzed. City Staff is
recommending that Bolton & Menk be selected to perform the Credit River
Road engineering services relating to forcemain and lift station design for
the City of Prior Lake. Bolton & Menk recently performed the construction
observation for new residential developments and is currently the consultant
engineer for the Highland Avenue, Marsh Street, Skyline Avenue,
Grainwood Circle, and Eau Claire Trail Improvement Project.
Conclusion
The City has worked with Bolton & Menk on previous projects and is
comfortable with the proposals provided. City Staff recommends that Bolton
& Menk be selected for engineering service support for the Credit River
Road Improvement Project.
ISSUES: Lift station and forcemain design is a specialized field is beyond the scope
of what the City can provide in house with limited personnel and expertise.
FINANCIAL The engineering services work will be funded through the Construction Fund
IMPACT: for the Credit River Road Project.
ALTERNATIVES: 1) Motion and second to approve as part of the consent agenda a
resolution awarding the City's Standardized Professional Services
Agreement with Bolton & Menk for the Credit River Road Forcemain and
Lift Station Design.
2) Deny this item for a specific reason and provide Staff with direction.
3) Defer this item until a specific date in the future.

WHEREAS, Engineering Services is a necessary service needed to properly install City infrastructure; and,
WHEREAS, Consultant expertise is needed for the Credit River Road Forcemain and Lift Station Design; and,
WHEREAS, The City does not have the in-house expertise to provide these services in-house; and,
WHEREAS, The City received the following proposals for services:

WSB &Associates $33,564.00
The low proposal was submitted by Bolton & Menk; and
WHEREAS, City Staff recommends award of the City's Standardized Professional Services Contract to Bolton
& Menk for the Credit River Road Improvement Forcemain and Lift Station Engineering Services.
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA
as follows:
1. The recitals set forth above are incorporated herein.
2. The Mayor and City Manager are authorized to execute the City's Standardized Professional Services
Agreement with Bolton &Menk for an amount of$22,195.00.
3. Funding for these engineering services will be drawn from Account #501-43500.00-55050.00 TRN15-
000006.
