SPECIFICATIONS AND AUTHORIZING ADVERTISEMENT FOR BIDS FOR
HIGHLAND, MARSH, SKYLINE, GRAINWOOD, EAU CLAIRE IMPROVEMENT
PROJECT (TRN 15-000004)
DISCUSSION: Introduction
The purpose of this agenda item is to ask the City Council to consider approval
of the plans and specifications and authorize advertisement for bids for the
Highland, Marsh, Skyline, Grainwood, and Eau Claire street reconstruction pro-
ject.
History
At its August 25, 2014 meeting the City Council adopted Resolution 14-125 and
14-126 authorizing staff to prepare a Feasibility Report for the Improvement of
Highland, Marsh, Skyline, Grainwood, and Eau Claire which is the first step in
the 429 process. On November 10th, 2014 the City Council accepted the feasibil-
ity report and scheduled the public hearing. Further direction was given to con-
sider narrowing the roads from the standard 32 foot width. The hearing was held
on November 24, 2014 and the Council adopted a resolution ordering the project
and preparation of plans and specifications with 28 foot width streets except for
those that were already narrower.
Current Circumstances
The final plans and specifications for the Improvements have been completed.
The attached figure shows the proposed improvements. Pending approval of the
resolution presented, staff has tentatively set the bid date for February 23, 2015.
Once bids are received the council will be asked to award the construction con-
tract.
A Neighborhood meeting was held on January 15, 2015 to present the final
plans and discuss the impacts of the project on individual properties. General
topics discussed included utility services, driveway impacts, ROW encroach-
ments, street lighting, preliminary assessments and project schedule. The most
prominent question related to the addition of street lights along the corridor.
This topic is discussed below under the Issues section.
Conclusion
At this point the project design is complete and it is appropriate to seek City
Council authority to advertise for bids. A copy of the plans is available in the
Public Works Department for review.

ISSUES: Assessments
Pursuant to the Assessment Policy, the street and storm sewer portion of the
reconstruction should be assessed at up to 40% of the total project cost against
the benefiting properties. As has been past practice in residential neighbor-
hoods, the Assessment Review Committee has recommended the unit method
of assessment due to the fact that the lots in the project area are of similar size
and/or value. The remaining amounts should be recovered through the general
ad valorem property tax. It should be noted that this amount typically includes
any costs associated with lighting of the corridor.
There will be three distinct areas of improvements for this project; the west side
that includes Highland, Marsh and Skyline, the east side that includes Grain-
wood and portions of Eau Claire, and finally the upper portion of Eau Claire
where a reclamation has been recommended. The estimated assessment rate
for the areas is shown in the table below.
As noted above, adding lighting to the corridor has been the topic with the most
discussion and concern. Generally the comments have been split with some
wanting the lighting for additional security in the neighborhood with others con-
cerned about the introduction of light pollution. The City's current policy states
that lighting will be installed at each intersection and with a maximum spacing of
300 feet. This policy applies to all new developments and considered when ret-
rofitting lighting in existing areas. Staff is working with Xcel and MVEC to finalize
the costs of installing the lights as part of the project as has been past City prac-
tice. Final numbers and a summary of resident comment will be presented to the
Council with the bids for final consideration. At that time the council will be able
to determine if it wishes to award the project with or without lights.
FINANCIAL The 2015 Road Reconstruction Project is proposed to be financed by Special
IMPACT: Assessments, tax levy, Sewer Fund, Water Fund, and Water Quality Fend. The
assessment amount is based on 40% of the cost of the street and storm sewer
improvements. Note that the amount of the assessment will be calculated based
on the final construction cost once the project is complete. The amount shown in
the table below is an estimate based on the estimated construction costs calcu-
lated in the Feasibility Report. Funding sources and amounts are as shown be-
low:

A RESOLUTION APPROVING THE PLANS AND SPECIFICATIONS AND AUTHORIZING THE
ADVERTISEMENT FOR BIDS FOR THE RECONSTRUCTION OF HIGHLAND, MARSH, SKYLINE,
GRAINWOOD, EAU CLAIRE, IMPROVEMENT PROJECT (TRN15-000004)

WHEREAS, Pursuant to Resolution 14-182, adopted on November 24, 2014, the Public Works Director
has prepared plans and specifications for reconstruction of Highland, March, Skyline,
Grainwood, and Eau Claire.
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein
2. The plans and specifications, a copy of which is attached hereto and incorporated by reference herein,
are hereby approved.
3. The City Manager shall prepare and cause to be inserted in the official newspaper of the City and on
Quest CDN an advertisement for bids for the making of the improvement pursuant to the attached
plans and specifications. The advertisement shall be published not less than 21 days prior to the bid
opening, shall specify the work to be done, and shall state that the bids will be received by the City
Manager until 2:00 P.M. on February 23, 2015, at which time the bids will be publicly opened at City
Hall at 4646 Dakota Street SE by the Public Works Director, will then be tabulated and will be
considered by the council at the regular March 9, 2015 city council meeting. No bids will be considered
unless sealed and filed with the City Manager and accompanied by a cash deposit, cashier's check, bid
bond, or certified check payable to the City of Prior Lake in the amount of five (5) percent of the amount
of such bid.
4. The City reserves the right to reject any and all bids for any reason as determined solely by the City
Council.
