HomeMy WebLinkAbout5H-Well #4 Repair O� PR 0� t~ U 4646 Dakota Street SE Prior Lake,MN 55372 SDLP CITY COUNCIL AGENDA REPORT MEETING DATE: JANUARY 26, 2015 AGENDA#: 5H PREPARED BY: KATY GEHLER, PUBLIC WORKS DIRECTOR PRESENTED BY: KATY GEHLER AGENDA ITEM: CONSIDER APPROVAL OF A RESOLUTION AWARDING A CONTRACT TO BERGERSON CASWELL WELL COMPANY FOR THE MAINTENANCE AND REPAIR OF WELL#4 DISCUSSION: Introduction The purpose of this agenda item is to seek City Council authorization to enter into the City's Standardized Contract with Bergerson Caswell Well Company to complete maintenance to Well #4 in the amount of$23,040. History The City operates seven wells that provide the water supply to the residents. Each year the above ground components are visually inspected with more in depth inspections completed every 6-8 years. These inspections include pulling the pump from the well, opening the pump up and testing the electrical components, televising the casing and well bowl, and identifying any maintenance repairs. These repairs can range from pump maintenance, well casing replacement, motor repair, and column pipe replacement to full redevelopment (cleaning excess material out of the well cavern). Well 4 was installed in May 1975 and has been a primary well during the summer months. This well typically runs 12-14 hours a day producing 1,100 gallons of water per minute from the Jordan Aquifer. Since the last full inspection and maintenance in 2008, well #4 has pumped 496,043,000 gallons of water. This well has not had any major maintenance completed since 2008. Current Circumstances A complete inspection of Well #4 was completed at the end of 2014 by Bergerson Caswell Well Company. The motor, and pump assembly were reported in excellent condition. The video of the well hole did not show any issues or the need to complete redevelopment. However, the column pipe that runs from the well motor on top to the pump at the bottom of the well showed significant signs of corrosion due to manganese, natural water chemistry, and velocity. If the pipe was reinstalled there is concern that it could not support the pump. This pipe was originally installed as a 10" pipe which allows for industry standard velocities at the given flow rate. This pipe was later replaced with a reduced 8" diameter pipe. Although the 8" pipe can pass the flow needed, Phone 952.447.9800 / Fax 952.447.4245/www.cityofpriorlake.com it is at a higher velocity. The excess velocity creates additional eddies or turbulence in the water column which degrades the pipe faster due to friction. The cost difference of the pipe is $2,000. However, there is a much higher likelihood that the entire column pipe will not need to be replaced at the next scheduled maintenance for an overall cost savings. In accordance with the City's purchasing policy two quotes were obtained for the complete inspection and televising of well#4. Bergerson Caswell Well Company ($4550) and Traut Well Company ($5100). Both Companies are well respected and fully qualified. Based on these quotes, Bergerson Caswell has the lower hourly rate and is recommended to complete the reinstall. Moreover, Bergerson Caswell has done the work to date on the well eliminating any prospect of misunderstanding if a second company is hired to complete the work begun by another. This could be particularly true on warranty related issues. Conclusion Staff is recommending awarding the contract to Bergeson Caswell Well Company. ISSUES: The maintenance being proposed is typical for a well of this age especially considering the water it produces. FINANCIAL The water operating budget anticipates this type of maintenance on an IMPACT: annual basis. ALTERNATIVES: 1) Approve a resolution as part of the consent agenda authorizing the execution of the City's Standardized Contract with Bergerson Caswell Well Company for maintenance and repair of Well #4. 2) Table this agenda item for a specific reason. 3) Deny this agenda item for a specific reason and provide staff with direction. The quotes are as follows, Traut Well Company in an amount of$5,100 and Bergerson Caswell Well Company in the amount of$4,550; and WHEREAS, A full inspection was completed on Well #4 which showed the need to replace the column pipe and pump shafts; and WHEREAS, Bergerson Caswell Well Company completed the full inspection, therefore to limit the liability of the City it is recommended to use the same vendor with an estimated repair cost of $23,560. NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA as follows: 1. The recitals set forth above are incorporated herein. 2. The City Council authorizes the expenditure of an estimated $23,560 for maintenance and repair of Well#4. 3. The funding for the well maintenance and repair will be from account 601-49400.00-54010.01.
