HomeMy WebLinkAbout9A-Duluth Ave. Intersection Project O� PRIO U 4646 Dakota Street SE Prior Lake, MN 55372 CITY COUNCIL AGENDA REPORT MEETING DATE: JANUARY 26, 2015 AGENDA#: 9A PREPARED BY: LARRY POPPLER, CITY ENGINEER/INSPECTIONS DIRECTOR PRESENTED BY: LARRY POPPLER AGENDA ITEM: CONSIDER APPROVAL OF A RESOLUTION ACCEPTING THE FEASIBILITY REPORT AND ORDERING THE IMPROVEMENTS FOR CONCEPT 2A AND THE PREPARATION OF PLANS AND SPECIFICATIONS FOR THE DULUTH AVENUE INTERSECTION IMPROVEMENT PROJECT (TRN15-000003); FINANCING THE DULUTH AVENUE INTERSECTION IMPROVEMENT PROJECT TO BE UNDERTAKEN BY THE CITY AND ESTABLISHING COMPLIANCE WITH REIMBURSEMENT BOND REGULATIONS UNDER THE INTERNAL REVENUE CODE DISCUSSION: Introduction The purpose of this agenda item is to discuss concepts for the Duluth Avenue Improvement Project and to consider approval of a resolution ordering the Duluth Avenue Improvement Project and the preparation of plans and specifications. Since this is not utilizing MN Statutes 429 on this project, a simple majority is needed to approve the resolution. History The City uses the Capital Improvement Program to schedule projects. In this case the Duluth Avenue Intersection has been identified for several years and is shown in 2015-2019 Capital Improvement Program. MNDOT has also been planning for the signal replacement at Highway 13 and Duluth Avenue for several years. Duluth Avenue approaches to the signal could be better configured to improve operation of the signal. This project would reconstruct portions of Duluth Avenue to better align with the signal system. Dedicated lane configurations (raised medians) could be adjusted for better signal efficiency. Access points on Duluth are in close proximity to the intersection and are affecting operations. On September 8, 2014, the City of Prior Lake approved a professional services contract with WSB &Associates for the Duluth Avenue Intersection Project. A portion of the work includes the preparation of a feasibility report. Current Circumstances The feasibility report (attached)details the current conditions at the intersection and provides concepts for consideration. Phone 952.447.9800/Fax 952.447.4245/www.cityofpriorlak-e.com Existing Conditions Currently TH 13 is a two lane arterial carrying 16,000 vehicles per day in this area. Duluth Avenue is currently a two lane urban roadway carrying 4,300 vehicles per day. Duluth Avenue includes a left/thru lane and a dedicated right turn lane at TH 13. Duluth Avenue experiences heavy traffic volumes and the close proximity of local access points disrupts traffic flow. In addition, pedestrian facilities lack continuity, do not provide safe pedestrian accessibility, and are not up to date with ADA guidelines. Current traffic analysis show an acceptable level of service and a below average rate for crashes. However, considering traffic growth it is likely, within five years an unacceptable level of service will occur if nothing is done. Concepts Five concepts were developed for this project considering current intersection deficiencies and to provide for long term signal operation. The first three concepts (1, 2, and 2A) add a dedicated left turn lane on Duluth as it approaches Highway 13. They also offer a sidewalk connection on the west side of Duluth connecting to sidewalk on Village Lake Drive. The differences between the first three concepts are described below: • Concept 1 — Closes the Anna Trail access and closes the Village Lake Mall access off Duluth. • Concept 2—Provides for a median separating the travel lanes on Duluth from Subway to the Wells Fargo drive through exit. • Concept 2A — Provides for a median separating the travel lanes on Duluth from Subway to the north Holiday access. Two additional concepts were explored: • Concept 3 —Adds a roundabout at Village Lake Drive and Duluth. This concept can be incorporated into any of the other concepts or can be implemented at a later date, however the costs for Concept 3 are added to the other concept costs. • Concept 4 — Provides for only the signal replacement at Duluth and TH 13 with no pavement or lane improvements on Duluth Avenue. This would be a short term solution. A Neighborhood meeting was held on December 17th, but was only sparsely attended. Those that did attend generally preferred Concept 2. The residents of the Anna Trail neighborhood are concerned with traffic volumes and speeds. Comments from the meeting are attached to this agenda packet. Other individual meetings with business owners have also occurred. Business owners have differing viewpoints on how the concepts impact their business. Access changes are a significant concern to each business. Letters from local businesses are attached to this agenda packet. One concern from Holiday Stores was the location of the median across their northern Duluth Access. To 2 address this concern, concept 2A was developed which shortens the median and leaves the northern Holiday Stores access open to all movements. Lunds has commented that they would prefer concept 2, but requested an access from TH 13 with the project. Wells Fargo has verbally expressed similar comments as Lunds. Conclusion In summary, the project is feasible from an engineering and economic standpoint. Approval of the Feasibility Report does not grant final approval of the project. City Staff recommends that the City Council choose concept 2A which provides for median separation of the travel lanes but leaves the northern access for Holiday open for all traffic movements. City Staff also recommend that a roundabout at Duluth Avenue and Village Lake Drive be studied further and if appropriate incorporated into the Capital Improvement Plan for a construction in a future year. ISSUES: Even though Duluth Avenue has double yellow striping at the Village Lake Mall access, many vehicles make a left turn from Duluth Avenue to access the mall. As Duluth has become busier, more times during the day cars are backed up on Duluth at Highway 13 waiting for the signal. This queue restricts access to the mall, because the access is so close to Highway 13. However, vehicles on Duluth still try to make the left turn to access the mall at this location even during backups in the other direction. The left turning vehicles wait to make the left turn and in doing so back up traffic into Highway 13. Some vehicles do not expect cars to be stopping at this point in the road because of the double yellow striping. The same circumstance is present on the north side of the intersection with the close proximity of Anna Trail to Highway 13. Considering traffic growth, desire for efficient signal operation, and safety it is appropriate to reconstruct the Duluth Avenue approaches to Highway 13. The recommended concept changes driver behavior at this intersection and provide for safety and congestion mitigation. However, this option changes access to Anna Trail or local business. Some business owners have suggested alternative access off Highway 13. MNDOT will not approve alternative access from Highway 13 without the loss of other Highway 13 accesses. They have provided the attached letter addressing this issue. During the neighborhood meeting, concern was raised over the intersection of Duluth Avenue and Village Lake Drive. The close proximity of the Post Office access to Duluth Avenue provide for vehicle conflict within the dual left turn lane. As traffic volumes have grown this has become more of a concern over time. The Duluth Avenue modifications will add more traffic to Village Lake Drive at Duluth Avenue. One suggestion was for the installation of a roundabout at this location. Considering the roadway geometrics, this intersection may be good candidate for a roundabout. Adding a roundabout at this location to accommodate truck traffic will cost approximately $1,200,000. A mini- roundabout could be utilized for a third of the price if truck traffic volumes are low. If a roundabout is not a part of this project, the City should continue to monitor this intersection, study whether a mini-roundabout could be utilized, 3 and possibly add a future project into the Capital Improvement Plan. One concern with adding a roundabout is that a greater degree of city winter maintenance resources are needed to clear snow around roundabouts. The Duluth Intersection is approaching the downtown area and this intersection is a part of our commercial areas and downtown Prior Lake. The City has established the use of decorative signals within our downtown environment. The City Council should provide feedback to staff on whether a decorative signal style should be utilized here. The added cost for a decorative signal is $6,000 and the cost difference would be funded by the City. The costs include construction estimates for each construction element, project support costs and right of way costs. A project contingency is also included in these preliminary numbers. Original CIP projections for the project included MNDOT costs of $150,000, City MSA of $200,000, and Tax Levy of $500,000. NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA as follows: 1. The recitals set forth above are incorporated herein. 2. Such improvement is necessary, cost-effective, and feasible as detailed in the feasibility report. 3. The City Council hereby accepts the Feasibility Report as submitted. 4. The City Engineer is hereby authorized to prepare plans and specifications for the improvements delineated in feasibility report for Concept 2A. 5. The City Engineer is hereby designated as the Engineer for these improvements and is authorized to record engineering expenses in the Construction Fund (#501-43500.00-55020-TRN15-000003). 6. The Engineer shall prepare plans and specifications for the making of such improvements for the Duluth Avenue Intersection. 7. The City Council authorizes the following preliminary funding sources and corresponding transfers to the Construction Fund for the project: MNDOT $207,540 Municipal State Aid $200,000 Tax Lev $774,020 Project Total Cost $1,181,560 8. The City has determined to make a declaration of official intent ("Declaration") to reimburse certain estimated costs for this project from proceeds of bonds in accordance with the Internal Revenue Service Reimbursement Regulations (Treasury Reg. 1.150-2). 9. The City may declare other separate statements of reimbursement intent in connection with specific public improvements projects as they are initiated under Minnesota Statutes Chapters 429 and 444, or for other capital projects, with the understanding that such additional declarations of reimbursement intent will supplement this resolution. All reimbursed expenditures will be capital expenditures, costs of issuance of the bonds, or other expenditures eligible for reimbursement under Section 1.150-2(d)(3) of the Reimbursement Regulations. 10. This Declaration has been made no later than 60 days after payment of any original expenditure to be subject to a reimbursement allocation with respect to the proceeds of bonds, except for the following expenditures: a. costs of issuance of bonds; b. costs in an amount not in excess of $100,000 or five percent of the proceeds of an issue; or C. "preliminary expenditures" up to an amount not in excess of 20 percent of the aggregate issue price of the issue or issues that are reasonably expected by the City to finance the project for which the preliminary expenditures were incurred. The term "preliminary expenditures" includes architectural, engineering, surveying, bond issuance, and similar costs that are incurred prior to commencement of acquisition,construction or rehabilitation of a project other than land acquisition, site preparation, and similar costs incident to the commencement of construction. 11. This Declaration is an expression of the reasonable expectations of the City based on the facts and circumstances known to the City as the date hereof.The anticipated original expenditures for the Projects and the principal amount of the bonds are consistent with the City's budgetary and financial circumstances. No sources other than proceeds of bonds to be issued by the City are, or are reasonably expected to be reserved, allocated on a long term basis, or otherwise set aside pursuant to the City's budget or financial policies to pay such Project expenditures. 12. EXECUTIVE SUMMARY The TH 13 /Duluth Avenue Intersection Improvement Project is a cooperative project with MnDOT that involves the replacement of the interconnected signal system, pedestrian improvements, and geometric lane configuration modifications along Duluth Avenue at the intersection of TH 13. The purposes of this project is to reduce traffic congestion and delay, expand pedestrian accessibility and mobility, improve safety, and maintain accessibility to local businesses near the Duluth Avenue/TH 13 intersection. The intersection is currently a signalized intersection.TH 13 is a two-lane divided roadway with right and left turn lanes, carrying a total of 16,000 vehicles per day. Duluth Avenue is a two-lane urban local roadway with a north bound and south bound left-thru lane and a dedicated right turn lane at the signalized intersection with TH 13, carrying a total of 4,300 vehicles per day. The traffic volumes on TH 13 and Duluth Avenue have increased steadily over the past five years due to population growth and the expansion of commercial space on either side of TH 13. The Duluth Avenue/TH 13 intersection experiences heavy traffic volumes, and the close proximity of local access on Duluth Avenue to the signal disrupts traffic flow and causes congestion backups on TH 13. In addition,pedestrian safety and pedestrian mobility are also a concern with the current intersection configuration. To address this issue, MnDOT has selected this intersection as part of their 2015 Signal Improvement Program that encompasses revising and upgrading several traffic signal systems on Minnesota's trunk highway system. The City wants to use this opportunity to revise geometrics and access along Duluth Avenue to develop separate left, right, and thru lanes at TH 13. This feasibility report discusses several design alternatives which include variations to the geometric layout as well as the option to utilize decorative street lighting on the signal system and painting of the signal to match the Main Avenue/TH 13 signal. The proposed project will include the following elements: ■ Complete signal system replacement including signal poles, mast arms and indicators,pedestals in the median of TH 13,and inductive loops in the Duluth Ave approaches. ■ Revised intersection geometry to include dedicated left and right turn lanes for each Duluth Avenue approach. ■ Left Turn Yield on Flashing Yellow Arrow signs will be installed for the Duluth Ave approaches. ■ Signal cabinet and controller will be replaced (including MMU with graphics display, load switches,and all other hardware needed to complete the signal operations) ■ Improvements to pedestrian facilities which will be designed in accordance with current ADA Accessibility Guidelines. The proposed schedule for the project allows for the complete construction of utility relocations, curb & gutter, aggregate base, bituminous paving, and pedestrian improvements in 2015. However, MnDOT may require all additional right-of-way and easements to be fully acquired prior to letting the project. A narrative of the proposed construction phasing is included in section 7 of this report. Feasibility Report TH 13/Duluth Avenue SE Intersection Improvements City of Prior Lake,MN WSB Project No.2865-00 Page I The total project costs for the street and utility improvements as proposed herein are estimated between $477,200 and$1,512,300 depending on which alternative or combination of alternatives is selected. The proposed funding for the project will be funded through MnDOT, Municipal State Aid, and City funds. MnDOT will fund 50%of the signal improvements as part of their 2015 Signal Improvement Program with the other 50%covered through City funds. The proposed geometric improvements to Duluth Avenue and Village Lake Drive would be funded through City funds. The project as described herein is necessary, feasible, and cost-effective from an engineering standpoint. It is the recommendation of WSB &Associates, Inc.that the City Council select a preferred alternative. INTRODUCTION 2.1 Authorization This feasibility report was authorized by the City Council of Prior Lake at its September 8th, 2014 meeting. 2.2 Project Overview The City of Prior Lake has identified the need for professional engineering service for the design and construction of a new traffic signal and related geometric modifications at the intersection of TH 13 and Duluth Avenue. Figure 1 in Append&A illustrates the proposed project area. In 2012 the City of Prior Lake,together with Scott County and the Minnesota Department of Transportation (MnDOT), completed a Transportation Study of the Prior Lake Downtown South Area. As part of the alternatives considered,the baseline scenario (and all subsequent alternatives) included improvements at TH 13 and Duluth Avenue. Variations in alternatives focused on the alignment of Duluth Avenue north of TH 13. The study included work by both a Transportation Advisory Committee(TAC) and a Citizen and Business Group (CBG)that helped to form the study process, develop alternatives, and review and comment on the evaluation process and measures. Their input was used in the refinement of alternatives. The new traffic actuated signal system to be constructed shall be designed to the current MNDOT standards and shall employ LED signal indications, LED luminaries, PVC loop detectors, audible pedestrian systems, flashing yellow arrows, mast arm pole signing. The signal system shall be interconnected to the other signal systems on TH 13. All pedestrian facilities within the project limits will be designed in accordance with current ADA Accessibility Guidelines. The feasibility report as presented herein discusses the current and future operating conditions of the roadway and intersection, offers several design alternatives, and addresses the estimated costs of each alternative. EXISTING CONDITIONS 3.1 Existing Conditions: Right-of-Way The properties adjacent to the project located south of TH 13 are primarily commercial businesses which include Holiday Gas Station,Ace Hardware, Wells Fargo Bank, and the Prior Lake Post Office. The South Lake Village Mall is located east of the project that contains several businesses which also currently have accessibility from Duluth Avenue. The existing adjacent property located north of TH 13 includes several homeowners to the west of Duluth Avenue and three commercial businesses located east of Duluth Avenue,which include Subway Restaurant, Honest-1 Auto Care, and Klein Bank. Table 1 shown below is a list of the adjacent property owners and potential stakeholders. Figure 2 in Appendix A is an aerial map showing the location of the adjacent property owners. TH 13 is currently a divided two-lane rural minor arterial roadway with west bound and east bound right and left turn lanes, carrying a total of 16,000 vehicles per day. The existing traffic signal includes protected left turn signal phasing for eastbound and westbound left-turns on TH 13, but has no turning movement phases for Duluth Avenue. The TH 13 /Duluth Avenue intersection experiences heavy traffic volumes,and the close proximity of local access on Duluth Avenue to the signal disrupts traffic flow and causes congestion backups. In addition, existing pedestrian facilities along Duluth Avenue currently lack continuity, do not provide safe pedestrian accessibility, and are not up-to-date with current ADA accessibility guidelines. Feasibility Report TH 13/Duluth Avenue SE Intersection Improvements City of Prior Lake,MN WSB Project No.2865-00 Page 5 MnDOT's Crash Mapping Analysis Tool (MnCMAT) database indicates that there have been three crashes at the intersection since 2011, and one of those resulted in a serious injury. The City of Prior Lake also maintains crash records, and these have been incorporated into the MnCMAT data for a fully comprehensive data set. Both the crash rate and severity rate at the intersection fall below the Metro and statewide averages. Turning movement counts at the intersection were conducted in October of 2014. The data from the turning movement counts were put into the Synchro modeling software to determine the operations of the intersection with current and future conditions. A growth factor of 1.4 was used to determine future volumes at the intersection and modeling was based off of forecasted 2019 volumes. As shown below in Table 2 and Table 3, the existing intersection currently operates a Level of Service (LOS) C; however,without redesign of the intersection and the traffic signal system, the existing conditions will create a Level of Service (LOS) of F in four years' time. LOS B— At this level, an occasional signal phase is fully utilized and many phases approach full use. Many drivers begin to feel somewhat restricted within platoons of vehicles approaching the intersection. This level is normally employed in urban intersection design. LOS D— At this level, the motorist experiences increasing restriction and instability of flow.There are substantial delays to approaching vehicles during short peaks within the peak period, but there are enough cycles with lower demand to permit occasional clearance of developing queues and prevent excessive backups. LOS E— At this level, capacity is reached.There are long queues of vehicles waiting upstream of the intersection and delays to vehicles may extend to several signal cycles. LOS F— At this level, saturation occurs,with vehicle demand exceeding the available capacity. The intersection of Duluth Avenue and Village Lake Drive is currently a three-way tee intersection with a one-way stop from Duluth Avenue. Village Lake Drive is a two-way urban local roadway with a center-left turn lane located at centerline of the roadway. Since the access to the Prior Lake Post Office is located within close proximity to the intersection of Duluth Avenue, this center-left turn lane often causes confusion to drivers and can sometimes lead to head-on traffic at this location, see the figure below. m Existing center-left turn lane can cause confusion to and lead to head-on traffic 3.3 Existing Conditions: Hydrology The project area is located within the Prior Lake - Spring lake Watershed District(PLSLWD) and consists of primarily impervious pavement surface throughout the project limits. There are three sub-drainage boundaries that encompass the project area which include UPPL-7, UPPL-8 and UPPL-13. There is currently an existing storm sewer system in place to collect and treat the runoff from these drainage areas. It should be noted that the proposed project limits would not increase the impervious surface by more than 1 acre, in which case additional storm water treatment would be necessary. .. t. The public utilities include City sanitary sewer, storm sewer, and watermain. The private utility owners include Integra Telecom, Mediacom, Xcel Energy, CenterPoint Energy and Zayo Group(formerly Access Communications). Figures 4A & 4B, shown below, display the existing utilities throughout the site. DESIGN ALTERNATIVES For all of the design alternatives the west curb line will remain approximately at the existing alignment and that the east curb line is proposed on a new alignment to allow for roadway widening. The majority of the existing pavement will be utilized inplace by conducting mill and overlay operations. The portion of the street that is widened to the east will be constructed with a full aggregate and bituminous section. The proposed pavement sections are shown below in Figure 5 and typical cross sections are shown in Figures SA through SC in Appendix A. Option 1 eliminates the southerly intersection of Anna Trail /Duluth Avenue by constructing a cul-de-sac at this location and also eliminates the existing access from Duluth Avenue to the South Lake Village Mall parking lot. These close proximity access point were eliminated in order to alleviate traffic congestion at the intersection. However,this option incorporates a concrete median that delineates oncoming traffic and maintains"right-in/right-out"accesses at Anna Trail,the Holiday Gas Station, and at the South Lake Village Mall parking lot location. Figure 7, shown below, illustrates Design Option 2. It should be noted that truck turning movements were analyzed for this option in order to evaluate the accessibility at the Holiday Station;the truck turning template is shown in Figure 7A. r. Figure 8, shown below, illustrates Design Option 2A. Feasibility Report TH 13/Duluth Avenue SE Intersection Improvements City of Prior Lake,MN WSB Project No.2865-00 Page 18 4.4 Design Option 3 As part of this report WSB, was requested to look into the feasibility of mini-round-about at the intersection of Duluth Avenue and Village Lake Drive. Design Option 3, shown below in Figure 9, incorporates a three-legged mini-roundabout at this intersection.Mini-roundabouts are typically meant to be implemented in locations with no or little semi-truck movement, or at least very limited right turn truck movement. In order to accommodate left-turning truck movements, the concrete island located at the center of the roundabout is surmountable (drive over type curb) and designed to carry the truck loading as they maneuver through the intersection. In order to accommodate right-turning truck movements,the concrete medians would also need to be designed as surmountable. This becomes an issue since trucks will need to encroach the opposite approach lane,posing a complicated situation if a car is waiting to enter the intersection. This situation is not a significant concern if truck traffic is infrequent and/or only occurs during non- peak hours. While this option would accommodate the turning movements of a fire truck or bus sized vehicles and is feasible from an engineering standpoint, it is not recommended since the intersection of Duluth Avenue and Village Lake Drive does experience some semi-truck traffic. In order for a roundabout to function properly for truck turning movements it should be a full sized roundabout which would require additional right-of-way and construction impacts. This option could reviewed/studied at a later date,which would allow for post construction evaluation of the Duluth Avenue/Village Lake Drive intersection. The proposed signal amenities for this project include decorative street lighting on the signal poles with a dark bronze painted finish to match the new Main Avenue/TH 13 signal system, as seen in the figure below. Landscaping elements have also been incorporated to enhance the entrances to the downtown area. The cost associated with these optional aesthetic treatments are shown in section 8 of this report. e5s;c- ,ate r. RESPONSES 5.1 Holiday Gas Station Holiday Gas Station has consulted with Westwood Engineering to do their own traffic study with consideration to the proposed options listed in this report. Based on their study they also recommend Option 2A, which is a median on Duluth Avenue that stops before Holiday's access driveways. Below is the response the City received from the Holiday Companies for this project: "As we understand from the information presented at the Open House meeting,that there currently is not a safety/accident issue with the intersection. There are challenges, but looking for creative solutions would be a more prudent approach in this case. We believe that the installation of a median is not only pre-mature, but may very well present unintended traffic consequences as well as have a significant impact on the viability of area businesses.Many businesses, including ours are service by large semi-tractor/trailers and tankers.Access for these delivery vehicles, as well as our customer is paramount to the operation and success of these businesses. Holiday encourages the City Council to strongly consider an option that does include a median." 5.2 Subway Restaurant WSB &Associates has had discussions with the Subway restaurant regarding the project. Subway is located at the northeast quadrant of the intersection and has access from Duluth Avenue. The existing access will remain in the same location;however minor grade changes will be necessary to accommodate the additional roadway width. Subway's primary concern was maintaining accessibility during construction. It should be noted that all businesses, including Subway,will have accessibility throughout the construction process by utilizing innovative construction techniques which are discussed further in the construction phasing section 7 of this feasibility report. 5.3 Lund's Grocery Store Lund's grocery store has expressed some concern in regards to accessibility and visibility. Below is a statement from the response: "We are asking that you consider leaving the northwestern entrance into the mall open(option 2) for customers that are traveling north. We understand that with the proposed median a southbound traveler will not be able to use this entrance as they do today. With that being said, we would like to ask that there be consideration for a right-in/right-out(RIRO)off eastbound TH 13 to allow eastbound traffic to enter at the front of the mall and also give southbound travelers the option to get on TH 13 and maneuver into the RIRO to the mall." WSB&Associates has had discussions with MnDOT regarding Lund's request for the right-in/ right-out access proposed to be located on the south side of TH 13 east of the Duluth Avenue Intersection. MnDOT has stated that the proposed access is not in compliance with MnDOT accessibility management guidelines and that they will be providing a letter to the City formally denying the request. It should be noted that there is an existing right-in/right-out access located Feasibility Report TH 13/Duluth Avenue SE Intersection Improvements City of Prior Lake,MN WSB Project No.2865-00 Page 23 on the south side of TH 13 750-feet east of the Duluth Avenue Intersection, therefore this type of access is currently provided. 6. PERMIT REQUIREMENTS Permits required as part of the proposed improvements are anticipated as follows: Minnesota Pollution Control (MPCA) ■ NPDES Construction Activity Permit Prior Lake-Spring Lake Watershed District(PLSLWD) Minnesota Department of Transportation ■ Right-of-Way Permit Feasibility Report TH 13/Duluth Avenue SE Intersection Improvements City ojPrior Lake,MN WSB Project No.2865-00 Page 24 7. CONSTRUCTION PHASING It is imperative that access to local businesses and adjacent property owners be maintained at all times during construction. Therefore innovative construction techniques, such the use of high early concrete and temporary bituminous pavement will be utilized to accomplish this goal. Consistent coordination with local business owners will be fundamental to the success of this project. In addition to maintaining accessibility to the adjacent property owners and businesses during construction, both Duluth Avenue Southeast and Trunk Highway 13 will remain open to traffic during construction. In order to accomplish this goal, it will be necessary to install a temporary traffic signal system which will also allow for the installation of the new signal system with minimal disruption to the flow of traffic. The following construction phasing sequence is recommended for Design Option 2 and 2A: ■ Phase 1: Installation the temporary signal system ■ Phase 2: Route residential traffic from Anna Trail to the north intersection of Duluth Avenue/Anna Trail. Conduct removals along the west side of the roadway, relocate the existing hydrant, and install temporary pavement. PROPOSED RIGHT-OF-WAY AND EASEMENTS Right-of-way acquisitions and temporary easements will be necessary at the following properties: ■ Right-of-Way acquisitions at the Wells Fargo Bank property and the South Lake Village Mall property will be necessary in order to widen the roadway for dedicated turn lanes and a concrete sidewalk at this location. Temporary construction easements will also be required to facilitate construction grading. ■ Holiday Station will require an easement for the sidewalk extension and a hydrant relocation. Temporary construction easements will also be required to facilitate construction grading. ■ Subway Restaurant will require a temporary construction easement to reconstruct their driveway. ■ Two residential properties on the northwest side of the TH 13 and Duluth Avenue intersection will require temporary construction easements to facilitate construction grading. CONCLUSIONS AND RECOMMENDATIONS MnDOT has selected the intersection of Duluth Avenue/TH 13 as part of their 2015 Signal Improvement Program that encompasses revising and upgrading several traffic signal systems on Minnesota's trunk highway system. Based on the preceding discussions,we offer the following conclusions: 1. It will be necessary to make some proposed geometric changes along Duluth Avenue in order to provide a safe intersection for all users, improve pedestrian mobility, improve traffic flow, and reduce delay to motorists. 2. Each of the 4 project alternatives are feasible to construct and cost effective through MnDOT,Municipal State Aid, and City funds from an engineering standpoint. 3. The request by Lund's Grocery Store for the right-in/right-out access which is proposed to be located at the south side of TH 13 east of the Duluth Avenue intersection was considered and discussed with MnDOT.However,MnDOT has stated that the proposed access is not in compliance with their accessibility management guidelines and that they will be providing a letter to the City formally denying the request. It should be noted that there is an existing right-in/right-out access located on the south side of TH 13 750-feet east of the Duluth Avenue Intersection,therefore this type of access is currently provided. Based on the preceding discussion, WSB &Associates offer the following recommendation: 1. Design Option 2A(median on Duluth Avenue stopping short of Holiday's north driveway) is recommended for the following reasons: ■ Reduction of intersection congestion and improvements to traffic flow by eliminating left turn movements out of South Lake Village Mall parking lot and at Anna Trail. ■ Greatest improvements to pedestrian safety and mobility by constructing additional sidewalks and providing pedestrian refuge at crosswalk location in the concrete median ■ Minimizes impacts to adjacent property owners by providing"right-in/right-out" access at Anna Trail and at South Lake Village Mall while maintaining existing access at the Holiday Gas Station. ■ This Option 2A will be designed so that the median can be extended south past the Holiday Gas Station's north driveway entrance in the future, if traffic congestion continues to be an issue. 2. Design Option 3 (full or mini-roundabout at Village Lake Drive) is recommend for evaulation since more circulation of traffic will be directed to the intersection of Duluth Avenue&Village Lake Drive. This additional traffic flow is primarily due to elimination of left turn accessibility from Duluth Avenue to the adjacent South Lake Village Mall parking lot.It should be reiterated that this option is a"stand-alone"design option and can be incorporated into any of the aforementioned options. This option could also be implemented at a later date,which would allow for post construction evaluation of the Duluth Avenue/Village Lake Drive intersection. We understand that with the proposed median a Southbound traveler will not be able to use this entrance as they do today. With that being said,we would like to ask that there be consideration for a right-in right-out(RIRO)off eastbound TH 13 to allow eastbound traffic to enter at the front of the mall and also give southbound travelers the option to get on TH13 and maneuver into the RIRO to the mall. This would alleviate any mall customers from needing to enter at the back of the building(southern entrances)or the eastern entrances and having to"back track"down the strip. A RIRO on TH 13 would also alleviate some of the problems that you are experiencing of stacking on Duluth right beyond the intersection. We believe this would give the mall better accessibility and make it safer for our patrons and the community as a whole. As a project partner,MnDOT participated in the December 17,2014 Open House where many local concerns were raised about the two concepts. Further concerns were outlined by area businesses after the Open House and MnDOT would like to respond to those as they relate to Hwy 13. The difference between Options 1 and 2 largely involves changes made to Duluth Ave. Because this is a signal replacement and safety improvement project, MnDOT is supportive of changes that limit access and provide fewer conflict points. On the south side of Hwy 13,both options resolve the safety risks associated with the Duluth Ave. South Lake Village access that is very close to Hwy 13. Option 1 accomplishes this by closing this access. Option 2 does this by constructing a raised concrete center median and preventing northbound(NB)Hwy 13 from taking a right and then a quick left Into South Lake Village shopping center. The raised median also prevents exiting shopping center traffic from crossing Duluth Ave.directly to the Holiday Station. It also forces drivers approaching the Holiday station from the south to use the access that is farther from Hwy 13. Limiting these movements decreases conflict points,ensures smooth traffic flow and provides Increased safety. So,for the southern side of Hwy 13,MnDOT prefers Option 2. Closing the shopping center access with Option 2 would be the safest,but we recognize that this wasn't one of the options presented. i The December 29,2014 comment letter you received from Lund's inquired about the possibility of constructing another right-In/right-out access north of the Duluth Ave.Intersection. As you know, Hwy 13 Is an Important minor I arterial carrying more than 12,000 vehicles through this area dally. MnDOT strives to provide a safe and mobile regional transportation system while balancing local access. There is an existing Hwy 13 right-in/right-out access at the northern end of the shopping center. Adding a redundant one would not be consistent with MnDOT's Access Management goals. This would result in a higher safety risk by disrupting Hwy 13 traffic flow and Introducing more conflict points. With Option 1 or 2,MnDOT believes that South Lake Village has sufficient access not only from Hwy 13, but also from the well designed Village Lake Drive backage road system. On the north side of Hwy 13,MnDOT supports removing the Anna Trail connection because of its close proximity to Hwy 13. Motorists entering or exiting that access disrupts the Duluth Ave.traffic flow and Introduces more conflict points. This is especially noticeable during the PM peak times when southbound Duluth Ave.traffic approaching Hwy 13 is heavy. The limitation of the northerly Duluth Ave Holiday access to right in/out only concentrates the northbound exiting traffic to the southerly Duluth Ave Holiday access,which is still periodically blocked as described in option 1.In other words,the elimination of the left turn movement at the Duluth Ave Lund's access increases the southbound traffic on Duluth Ave destined to Lund's and blocks the Holiday driveway. Westwood has considered an alternative access scenario for Holiday which is similar to option 2 but with a shorter median allowing continued full access at the northerly Duluth Ave Holiday driveway.This scenario allows Holiday customers to egress northbound from the northerly access avoiding the southbound queues that propagate on Duluth Ave at Village Lake Dr. This option is preferable as it reduces the impact of the northbound queues and conflicts identified in option 1, and reduces the impact of southbound queues in option 2. The MnDOT State Aid website lists 2011 traffic projection factors for each county in the state.' For Scott County,that traffic projection factor is 3.2%growth per year. Westwood used this projection factor to model 2030 traffic along TH 13,but for Duluth Ave SE and Village Lake Dr SE a conservative growth rate of 0.5%per year was applied as these facilities are collector roadways in a fully developed area. i Synchro 9 and SimTraffic 9 were used to analyze the three previously stated options. Exhibit 2 shows the turning movement volumes if this option is selected.The analysis of this option indicates the longest queues of the three options for the northbound movements at the intersection of TH 13 &Duluth Ave SE. These queues are due to the fact that all of the vehicles that previously exited from the eastside development access were forced to exit south of the mall and go northbound on Duluth Ave SE in order to get to the traffic signal. The 95th percentile queue length(i.e. queue that will happen for 3 minutes of the peak hour)was 148ft. The North Holiday Access is 130ft from the signalized intersection. Table 1 provides a summary of the traffic operations for option 1. While WSB agrees with the recommendations made, there are some discrepancies between the two analysis efforts: • Forecast Year—Westwood used a 15 year(2030)forecast while WSB used a 20 year (2035)forecast. While the volume difference between the two projections is small,the left-turn queue lengths for the NB Duluth Avenue approach to TH 13 become 42-feet longer in WSB's analysis • Modeling Software—Westwood used a newer version of the Synchro/Simtraffic software ! suite,Version 9,while WSB used Version 8. Based on the developers' information,this should not have any effect on the resultant MOE tables used for the analysis • Traffic and Turn Count Methodology—Westwood performed a series of traffic counts for both entrances to the Holiday store and the mall entrance on the east side of Duluth Avenue. WSB's analysis was performed for intersections along TH 13 including CSAH 23,Duluth Avenue and CSAH 21. It appears that Westwood only took one hour of data (4.30pm-5.30pm)assuming this would include the four peak 15-minute counts. WSB collected three hours of AM and three hours of PM data which allowed them to use true peak hour counts.The data sets used,while different,produced similar results when intersection delay and queue lengths are examined. t Westwood has reviewed and recommended that the City's design option for a planned median on the NB Duluth Avenue approach to TH 13 should not extend south from the intersection past the north entrance to the Holiday station store.
