Prior Lake, Minnesota 55372 CITY COUNCIL AGENDA REPORT FEBRUARY 22, 2005 9B AL FRIEDGES, PARKS AND FLEET MAINTENANCE SUPERVISOR BUD OSMUNDSON, PUBLIC WORKS DIRECTOR CONSIDER APPROVAL OF A REPORT REGARDING PLANS PREPARED BY ORTEL ARCmTECTS FOR THE RECONSTRUCTION OF CONCESSION/RESTROOM, MULTI-PURPOSE FACILITY AT SAND POINT BEACH Historv At the September 20, 2004 City Council meeting staff was directed by the City Council to: 1. Have Oertel Architects provide professional services to design an addition to the concession/restroom building at the Sand Point Beach facility. 2. Design the facility so that it is fully A.D.A. compliant. 3. Prepare plans, specifications and construction documents. The existing facility is 25 years old and needs to be upgraded to meet our community's needs and current A.D.A. and Department of Health guidelines. At the November 15,2004 City Council meeting, staff presented the plans and specifications that were prepared by Oertel Architects for the concession/restroom building at Sand Point Beach. The design revealed an addition for a life guard training area and a new concession area, while utilizing the existing structure for A.D.A. compliant bathrooms. (This drawing is attached, entitled "Original Building Design"). After reviewing the plans, staff was directed by City Council to research the possibility of a design to incorporate a multi-purpose room, showers, private changing rooms, rental opportunities and a facility that would be user friendly for the public. The purpose of this agenda item is to receive Council feedback on the new design and direction as to funding. CurrentCucumsmnces The new building design is approximately 2,400 square feet with an additional 1,000 square feet of open air shelter. Included in the design are fully accessible restrooms, showers and changing rooms, a life guard training/meeting area, multi-purpose room, concession and storage. The building would be constructed of exposed C.M.V. block, have cedar trim, metal doors, tempered laminated glass, very similar in materials and colors as Memorial Park and Thomas Ryan Park concession/restroom buildings. The attached drawings entitled "Newly Proposed Building" depict the proposed facility. Though there is no building that is completely vandal proof, this facility is designed to be very solidly constructed, it will meet the current A.D.A. and Department of Health requirements and address City Council directive as to the amenities in this building, and www.cityofpriorlake.com X''.FPlIlDG1i:S\ A G~l>TD A ~\2(\05 :clg"'n':J<><:\<:<>nrl pnint h",,,,..h nor Phone 952.440.9675 / Fax 952.440.9678 offers our park user's enjoyment. Orieinal Building Desien: The originally proposed building addition would have very clean lines, be constructed with block to match the existing structures, have cedar trim, metal doors and shutters, very similar in materials and interior colors as the Thomas Ryan Memorial Concession/Restroom building. The attached drawings depict the originally proposed remodeling and additions. These additions would be very solidly constructed, they will meet the current A.D.A. requirements, have adequate concessions space, meet the Department of Health codes and should have a life span of approximately 50 years. The concession area will be enlarged by approximately 200 square feet to accommodate additional counter space, more freezer and equipment space. A three compartment sink will be added. The plumbing and electrical also will be upgraded. The bathrooms and facilities require changes to become A.D.A. compliant. The Sand Point Beach building is proposed to include approximately 290 square feet of additional space for lifeguards to have training, a first aid station and storage for equipment (i.e. backboards, rescue tubes, rental equipment, portable parking lot signage and first aid supplies). Conclusion: The Council should direct which of the two building prototypes are to be constructed so that this direction can be incorporated in the 2006-2010 Capital Improvement Program. Issues: Taken together, these additions and upgrades will make Sand Point compliant with safety, health and accessibility requirements. As discussed at the September 20, 2004 City Council meeting, the over-riding reason for expanding and upgrading this facility is community growth. Sand Point Beach has seen considerable increase in usage since the construction of the Restroom/Concession Facilities in 1980. Large groups regularly rent the two pavilions in the park, while other enjoy the beach, fishing pier and playground equipment. In addition, many of the patrons that utilize the D.N.R. boat launch adjacent to Sand Point Beach take advantage of the park amenities. In short, concession/restroom buildings, which were constructed when our population was 7300, cannot meet the demands created by our current population of 20,000; let alone our projected population of 42,000. Both the original concept and the new concept address the City's needs. The new concept offers considerably more flexibility in that an additional rental room is included as are other amenities. FISCAL IMPACT: The key issue between the two designs is money. The original design is estimated at about $115,000. The new design is estimated by Oertel to cost $500,000. As the Council is aware, our park dedication fees were recently validated. As part of that study, certain park improvements were not included. In this case, we anticipated an expenditure of$115,000 to update this facility. Ifwe instead construct the new option, X:\FRIEDGES\AGENDAS\2005 agendas\sand point beach. The Park Advisory Committee reviewed the new building design on the basis that it meets all the desired objectives. They did express concern about financing the estimated cost of the building and the kind of construction delay that could entail. The alternatives are as follows: 1. Determine which building design is desired and direct staff to incorporate it into the new C.I.P. and address the funding and timing issues. 2. Take no action. Staff recommends alternative number 1.
