HomeMy WebLinkAbout6A - Chief O'Rourke Presentation ~O� V 0 t U 4646 Dakota Street SE Prior Lake, MN 55372 AfrNNESOgP CITY COUNCIL AGENDA REPORT MEETING DATE: FEBRUARY 9, 2015 AGENDA#: 6A PREPARED BY: FRANK BOYLES, CITY MANAGER PRESENTED BY: FRANK BOYLES AGENDA ITEM: PRESENTATION TO RETIRING POLICE CHIEF BILL O'ROURKE PRESENTATION: Bill O'Rourke first started his law enforcement career in 1975 with the Minneapolis Police Department and served numerous roles, including Patrol Officer, Shift Supervisor, Unit Commander in various assignments, Commander of the 3rd Precinct, and Commander of the Administrative Service Division. In November of 1997, he began his career in Prior Lake as Chief of Police. To put Bill's tenure of service into some context, consider that: • In 1998, Prior Lake's population was approximately 15,000. As of 2014, Prior Lake's population is approximately 24,000. • In 1998, Prior Lake had under 5000 dwelling units, and today has 9000. • Mystic Lake Casino Hotel was just 6 years old with 216 rooms as opposed to the 576 rooms today. • The Wilds Golf Course had just completed its 31d season. • In 1998 there were an estimated 8000 police calls. In 2014 the Prior Lake PD responded to 11,400 calls for service. • Bill has hired 15 of the City's 24 sworn officers. Bill's achievements at Prior Lake are many. In addition to his specific law enforcement efforts over the years, under Bill's watch, the Police Department has managed homicide investigations, level 3 sex offender meetings, and he even apprehended a bank robber. Bill has contributed at an administrative level as well. The highlights include: • Acting as Project Manager for the Police Station and City Hall construction projects. • Improving and promoting the training and education of police officers. • Updating of the police policy and procedures manual. • Updating of the police fleet vehicles. • Updating of squad technology, including computer terminals and in- squad video. The presentation tonight is to thank Chief O'Rourke for his service to Prior Lake over the last 17 years, as well as recognize his 40 year commitment to law enforcement. Mayor Hedberg will present Bill with a sailboat plaque. Councilors who have comments for Bill on the occasion of his retirement should feel comfortable doing so at the conclusion of the presentation.
