AGENDA ITEM: CONSIDER APPROVAL OF THE 2015 GOALS AND OBJECTIVES FOR
CITY ADVISORY COMMITTEES
DISCUSSION: Introduction
City advisory committees assist the City Council and staff to implement the
2040 Vision and Strategic Plan. The purpose of this agenda item is to
formally approve the 2015 goals and objectives of the advisory bodies.
History
On Monday, November 24, 2014, as part of the recognition of our
volunteers and advisory committees, 2014 accomplishments and 2015
goals and objectives were shared with the City Council. The understanding
at that time was that the staff would review the 2015 goals and objectives
for consistency with the 2040 Vision and recommend them in original or
modified form for City Council adoption at the annual meeting.
Current Circumstances
The staff has reviewed each of the advisory committee 2015 goals and
objectives for the following:
1. Are they within the purview of the body as set forth by the bylaws?
2. Are they consistent with the 2040 Vision and Strategic Plan?
3. Is there duplication or an opportunity for the goal or objective to be
pursued or achieved collaboratively?
The Council should examine the committee goals against these criteria or
any other they believe appropriate for the purpose at hand.
ISSUES: Attached is a PowerPoint listing the goals and objectives for each advisory
committee based upon the criteria set forth above. From a staff perspective
it appears that each of the goals proposed for 2015 are both within the
purview of the committee proposing them and are consistent with the 2040
Vision and Strategic Plan.
Generally, there do not appear to be goals which duplicate committee
efforts without adding value. Nor do any of the goals appear to be outside
of the purview of the committee that proposed them or inconsistent with the
2040 Vision and Strategic Plan.

FINANCIAL Support of the City advisory committees and EDA is an extensive and time
IMPACT: consuming undertaking. However, the work accomplished by the
committees add value to our final products and our efforts to accomplish
the 2040 Vision and Strategic Plan.
ALTERNATIVES: 1. Motion and second as part of the consent agenda to approve 2015
advisory committee goals as proposed.
2. Motion and second to remove this item from the consent agenda for
additional discussion later in the meeting.

customer centric culture.
• Support the Technology Village Phase 11 Business
Plan to strengthen and increase businesses located
in City Hall and in other local offices.
• Evaluate implementation steps necessary to
support conclusions provided in the Downtown
Parking Analysis.

• Continue liaison between city government and the
community by maintaining contact through retention and
expansion visits, distribution of information by ensuring
awareness of pending projects and studies, such as the
Downtown Parking Study, and by hosting another
Business & Industry Forum event in 2015.
• Evaluate and recommend "business friendly" ordinance
amendments in the C-2, General Business Use District
and the C-1, Neighborhood Commercial Use District to
provide for more flexible use of property and permitted
uses.
• Promote awareness of available City of Prior Lake and
other organization resources to assist expansion
activities and promote Prior Lake businesses.

• Continue to support and retain existing Technology Village
businesses through direct assistance, mentoring, networking
and resource development.
• Establish a pipeline of technology businesses that will allow
the continued full use of the Technology Village program while
retaining the six existing program participants and identifying
a minimum of two additional program participants.
• Develop plan to transition into Technologgy Village Business
Plan Phase III which includes identifying additionat funding
sources to support a stand-alone facility. Phase III allows Tech
Village to expand primary focus of supporting technology-
related businesses to a wider variety of businesses.

• Increase public awareness of water resource issues through
enhanced educational campaign,focusing on"Lake Friendly"
practices;thereby helping the City meet state education and
outreach requirements related to storm water. Efforts will include
assisting staff with updating City website.
•Assign liaisons to the Spring Lake Association,the Prior Lake
Association,and the Prior Lake-Spring Lake Watershed District's
Citizen Advisory Committee(CAC)to provide the LAC with updates
on the activities identify opportunities for collaboration.
•Advise staff and the Council on various issues related to water
quality and surface water use:
