HomeMy WebLinkAbout6E - Upgrade Water SCADA System tiO� P u 4646 Dakota Street SE Prior Lake, MN 55372 CITY COUNCIL AGENDA REPORT MEETING DATE: MARCH 9, 2015 AGENDA M 6E PREPARED BY: KATY GEHLER, PUBLIC WORKS & NATURAL RESOURCES DIRECTOR PRESENTED BY: KATY GEHLER AGENDA ITEM: CONSIDER APPROVAL OF A RESOLUTION ENTERING INTO A CONTRACT WITH AUTOMATIC SYSTEMS COMPANY TO UPGRADE THE WATER SCADA SYSTEM DISCUSSION: Introduction The purpose of this agenda item is to seek City Council authorization to enter into the City's Standardized Contract with Automatic Systems Company to upgrade the City's current SCADA (Supervisory Control And Data Acquisition) computer hardware and software system in the amount of $30,944. History The SCADA system is the brain of the entire City's water system. The system utilizes a software program named "Wonderware" for all operational control of the City's water supply system and treatment operations. It also runs the communication and security hardware systems for the water plant and all off site components of the drinking water system. It controls items such as monitoring the water tower levels and calling for additional water, turning on wells and in what order, treatment filter conditions and triggering backwash cycles, calling for water from the SMSC system, etc. The system also has several alarm parameters built in to keep staff apprised if any abnormalities arise. This is probably one of the City's most key control systems since it controls and proptects a water system valued at over$100 million which serves over 9,000 accounts and 24,000 persons year around. The system is built of software, Wonderware, running on a typical operating platform that is customized through software programming to our parameters. Due to the specialty nature of the system a vendor with programming knowledge is used to complete any adjustments in the system when they are periodically needed. One vendor is typically used for this service because of the intiment knowledge of our system that is required to most effectively complete the updates. The SCADA system that is currently in sevice was purchased with the construction of the water treatment facility in 2008 and consists of two desktop computers and one touch screen computer in the WTF control panel. The current computer runs the Windows XP operating system which is no longer being supported leaving our system exposed to cyber risks. Therefore if we update the OS to eliminate the risk, we must also upgrade the Wonderware program. For planning purposes, these types of systems should be upgraded on a 5-10 year cycle. Current Circumstances Upgrade of the SCADA system was planned for 2015, indentified in the Water CIP and included in the operating budget. Quotes were obtained from our vendor to replace the existing seven year old computers (2), replace the WTP Control Panel, upgrade the software (3 licenses), upgrade the alarm software, configuration of the software, and training. There are three main components to this purchase, the hardware, software, and programming/training. There are three computers included in this purchase. Quotes were obtained from Automatic Systems and reviewed by the IT department to compare to our other computer supply vendors. Automatic Systems provided comparable pricing and provides the benefit of obtaining a computer that is matchedto the softwares specific needs. There are two primary software vendors for water system controls, Wonderware and Factory Talk. Although Wonderware tends to be slightly more expensive the cost to have a programmer convert all of the operating settings outweighs any cost savings. In addition, Wonderware has been known to have a more robust customer support program and tends to be the preferred software used in the water industry. The pricing provided by Automatic Systems is a direct pass-through from the software vendor. Automatic Systems has been our preferred vendor for our SCADA system for over fifteen years due to the specific nature of the work. This is one of those areas where it would be highly inefficient to switch vendors due to the knowledgebase that exists with the existing programmer. A new company would need to become familiar with the programming of the system taking a significant amount of time. Conclusion Staff is recommending that the SCADA software be updated to limit any operational risks or interruptions to this key system. ISSUES: 1. As of April 2014 Microsoft no longer supports Windows XP or provides any security updates. Thus, the SCADA computers are vulnerable and at risk to cyber crimes. 2. The Wonderware Intouch software license as well as the alarm dialing software license are several upgrade versions behind the latest available today. The longer the waiting period to upgrade software license, additional expenses are incurred. If we wait too long it might require upgrade to an interim version to upgrade to the current. FINANCIAL The 2015 Water Operating budget anticipated the upgrade of the SCADA IMPACT: system and includes $40,000 to complete the project. ALTERNATIVES: 1. Approve a resolution as part of the consent agenda entering into a contract with Autmatic Systems Company to complete the SCADA system upgrade. 2. Table this agenda item for a specific reason 3. Deny this agenda item for a specific reason and provide staff with direction RECOMMENDED Alternative 1 MOTION: O� PRIO N U 4646 Dakota Street SE 4frAWESogP Prior Lake,MN 55372 RESOLUTION 15-xxx A RESOLUTION AWARDING A CONTRACT TO AUTOMATIC SYSTEMS COMPANY TO UPGRADE THE CITY'S WATER SCADA SYSTEM Motion By: Second By: WHEREAS, The City uses a Supervisory Control And Data Acquisition (SCADA) system for operational control and monitoring of the City's water system; and WHEREAS, The current SCADA system is dated and the computer operating system is no longer being supported by the software vendor putting the entire system at risk; and WHEREAS, Automatic Systems Company has been providing programming services for the SCADA system for years and has a specialized knowledge of the system; and WHEREAS, The City received quotes from the vendor to upgrade the system which included pass- through pricing of the software and hardware costs comparable to government pricing through the IT Department; and, WHEREAS, City Staff recommends award of the City's Standardized Contract to Automatic Systems Company to provide the hardware, software and configuration of the system. NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA as follows: 1. The recitals set forth above are incorporated herein. 2. The award of a contract to Automatic Systems Company is hereby approved. 3. The Mayor and the City Manager are authorized to execute the City's Standardized Agreement with Automatic Systems Company for an amount of$ 30,944. 4.
