CALL TO ORDER and PLEDGE OF ALLEGIANCE 2. RECOGNITION OF KELLY MEYER 3. PUBLIC FORUM The public forum is intended to afford the public an opportunity to address concerns to the City Council. The public forum will be no longer than 30 minutes in length and each presenter will have no more than ten (10) minutes to speak. Topics of discussion are restricted to City governmental topics rather than private or political agendas. Topics may be addressed at the public forum that are on the agenda. However, topics that are the subject of a public hearing are best addressed at the public hearing, not at public forum. Therefore, topics may not be addressed at public forum if: (i) the topic has been the subject of a public hearing before the City Council or any City Advisory Committee and the Council has not taken action on the topic;or(ii) if the topic is the subject of a public hearing for which notice has been published in the City's official newspaper, or a continued public hearing or public information hearing before the City Council or any City Advisory Committee. During public forum, a member of the public may request that the City Council consider removing an item from the Consent Agenda following the procedure set forth in Section 401.5. The City Council may discuss but will not take formal action on public forum presentations. Matters that are the subject of pending litigation are not appropriate for the forum. 4. CONSENT AGENDA Those items on the Council Agenda which are considered routine and non- controversial are included as part of the Consent Agenda. Unless the Mayor or a council member specifically requests that an item on the Consent Agenda be removed and considered separately, Items on the Consent Agenda are considered under one motion, second and vote. Any item removed from the consent agenda shall be placed on the council agenda under"Removed Consent Agenda Items." A. Consider Approval of Claims Listing B. Consider Approval of a Resolution Authorizing Full and Final Payment to Scott County for the CSAH 21 Extension Project (SAP70-621-024, City Project 08-002, TRN09-000002) C. Consider Approval of a Resolution Accepting Bids and Awarding the City's Standardized Construction Contract for the Highland, Marsh, Skyline, Grainwood and Eau Claire Improvement Project (TRN15-000004) 10. NEW BUSINESS: A. Consider Approval of Resolutions Relating to "Gateway Redevelopment": 1) Amending the 2030 Comprehensive Land Use Plan from C-CC Community Retail Shopping to R-HD Residential Urban High Density; 2) Approving a Preliminary Planned Unit Development Plan; and 3) an Ordinance Amending the Official Zoning Map to Rezone from C-2 General Business to PUD Planned Unit Development 11.
