CONSIDER APPROVAL OF A RESOLUTION ACCEPTING BIDS AND
AUTHORIZING EXECUTION OF THE CITY'S STANDARDIZED
CONSTRUCTION CONTRACT FOR THE DRILLING AND TESTING OF A
FIG WELL

At the February ih meeting, the City Council authorized staff to advertise for
bids for the drilling and testing of a Franconia, Ironton, Gal~sville (FIG) aquifer
well. Staff opened bids on February 25 and a total of two bids were received.
Mark J. Traut Wells, Inc. (Traut Wells) was the low bidder with a total bid of
$64,138.00. The only other bid received was from Bergerson-Caswell, Inc. in
the amount of $82,404.50. The engineer's estimate was $60,000.
The purpose of drilling and testing of the FIG is to find out if the aquifer in the
proposed location can produce an adequate amount of water to be considered a
viable production well for City purposes. At the same time it will allow staff
and the consultant for the project, Costa Dimitracopoulos of Engineering
Resources, Inc., to determine the adequacy of the Jordan aquifer in the same
location, by observing the drill cuttings and depth of the Jordan aquifer. The
proposed location for both wells is adj acent to the Maintenance Center on
Adelmann Street. This location for a Jordan well has been determined by
geologic modeling to have virtually no affect on the Savage fen. By combining a
Jordan and a FIG well at the same location the City can utilize one pump-house
for both wells, saving significant sums of money. And it shows the DNR that
the City is trying to utilize an alternative source of water in the FIG aquifer.

The staffs preference is to place additional Jordan and FIG wells in the
Brooksville Hills area to provide an adequate supply of water to the proposed
water treatment plant in the Brooksville Hills area. Our Comprehensive Potable
Water System Plan and our physical water system constructed to date, is built
around the concept of the water being pumped from the Brooksville Hills area
out to the city.
If the development of a FIG well is warranted, which will take 3 months to

determine, we would proceed with the plans and specifications for a FIG and
Jordan well at the proposed location. The goal is to have both wells on line by
summer of 2006.
Conclusion
Staff recommends that we move forward with the FIG aquifer test well. The FIG
formation is very spotty in its pumping capabilities. The only way to determine
what we can expect from a FIG production well is to drill the test well and
analyze it.
Therefore staff recommends award of a contract to drill a FIG test well to Traut
Wells in the amount of$64,138.00

ACCEPTING BIDS AND AWARDING THE CITY'S STANDARDIZED CONSTRUCTION
CONTRACT FOR A FIG TEST WELL AND APPURTENANT WORK

WHEREAS, pursuant to an advertisement for bids for the drilling and testing of a FIG Test Well and
appurtenant work;
WHEREAS, the following bids were received, opened, and tabulated:

WHEREAS, the City Council has determined that Mark J. Traut Wells, Inc. of Waite Park,
Minnesota is the lowest responsible bidder.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
1. The Mayor and City Manager are hereby authorized to execute the standardized construction contract
with Mark J. Traut Wells, Inc. of Waite Park, Minnesota in the name of the City of Prior Lake for the
construction of a FIG Test Well and Appurtenant work, in the amount of$64,138.00.
2. Funding for the test well shall come from the Utility Trunk fund.
Passed and adopted this 7th day of March 2005.
