FOR THE 2015 COUNTY ROAD 21 WATERMAIN REPLACEMENT PROJECT DISCUSSION: Introduction The purpose of this agenda item is to seek City Council authorization to enter into the City's Standardized Contract in the amount of $183,192.40 with Northdale Construction Company, Inc. to reconstruct watermain along County Road 21. History In the early 80's a 24" Cast Iron Pipe (CIP)was installed along County Road 21 to support development of the City and as a main trunk line within the City's water distribution system. This pipe serves as the one of three transmission lines from the east side of the City where water is pumped and treated to about 45% of the City's parcels. This pipe experienced several breaks over the last ten years between the Wagon Bridge and Eau Claire. Soils in this area are known to be corrosive causing pitting of the pipe which weakens its structure. In 2009 the City completed a project from Grainwood Park west to Eau Claire which addressed many of the issues.This project entailed boring an 18" High Density Polyethylene (HDPE) pipe. In addition the fittings and valves were replaced as well. Current Circumstances On January 12, 2015 a portion of the original 24" pipe north of Eau Claire experienced a leak. Leak detection confirmed the situation with a repair needed about 200 feet north of the intersection. Staff was able to isolate the leak for the remainder of the winter due to the lower seasonal water demands and with the support of the SMSC connection. This allowed us the time to consider the most cost effective option and complete the work when the ground conditions are more conducive to construction. Options for repair of this pipe were consider including a simple pipe repair to full replacement. In the 2008-2009 there were 4 failures that occurred in 2 Phone 952.447.9800 / Fax 952.447.4245/www.cityofpriorlake.com months before the full 2009 replacement project. History has taught us that exposing a pipe that is already experiencing pitting accelerates the corrosion putting this pipe in jeopardy of additional failures. Because of the history of corrosive soils and pipe failures, we are recommending sliplining the remaining 24" pipe from Eau Claire to CR 83. Sliplining is a trenchless form of construction which will minimize surface disturbances. This is particularly important in this project as the pipe lies under the far right lane of traffic of CR 21. If we used standard methods, we would have to replace the road surface and curbing to the County's standards. In this particular case we will be able to pull an 18" HDPE pipe through the existing 24" line as it is a straight section of pipe. Short of two pits that will have to be excavated on either end of the project, there will be little to no surface disturbances. The other factor allowing us to complete this sliplining project is the lack of service connections in this particular section. A plan set was developed to obtain bids. Due to the specialty nature of the construction only a handful of contractors complete this type of work in the metro area. The City received four bids on March 16, 2015. Northdale Construction Company Inc. is the lowest responsible bidder with a bid of $183,192.40. Conclusion We are recommending awarding the project to Northdale Construction so the work can proceed as quickly as possible to be done before the 2015 street project and the seasonal water demands start to increase. ISSUES: This project is in the general vicinity of one of the City's road reconstruction projects including Grainwood, Eau Claire, Highland, Marsh and Skyline. This project was planned as a separate project for a number of reasons. 1) The work is specialized therefore a general contractor would sub out the work which typically includes a mark-up on the costs. 2) The project has been phased so that this work is scheduled to be completed by May before the contractor for the street project will be completed with the first phase of that project (Marsh Street). If we would have incorporated this work into the street project, we would not have been able to bid that project as early as we did which could have impacted the bid prices and project schedule. Traffic on CR21 will be impacted by this project. Although there will only be disturbances at the two ends of the project, traffic will need to be rerouted to the two southbound lanes while work is being completed to maintain a safe work environment. It is estimated that this work should be completed in about 2 weeks assuming no differing site conditions or unforeseen pipe conditions. A traffic control plan has been submitted to the County for review. Final comments will be received once a contractor is selected by the City. FINANCIAL This project was not included in the 2015-2019 CIP as it was an unforeseen IMPACT: pipe failure. That being said the City received favorable bids on the 2015 2 Road Reconstruction project. The CIP programmed $1.4 million out of the water fund for the road improvements, however the funding needed is $803,424 based on the construction contract. The watermain project can make use of the $600,000 savings. ALTERNATIVES: 1. Approve a resolution as part of the consent agenda entering into a contract with Northdale Construction Company, Inc. to complete the rehabilitation of the watermain along CR21. 2. Table this agenda item for a specific reason. 3. FOR THE COUNTY ROAD 21 WATERMAIN REPLACEMENT PROJECT Motion By: Second By: WHEREAS, On January 12,2015 the trunk watermain along County Road 21 failed and began leaking; and WHEREAS, Pursuant to an advertisement for bids for the County Road 21 Watermain Replacement Project (City Project WTR15-000003) which includes sliplining the trunk watermain along CR21 from Eau Claire Avenue to CR 83, bids were received, opened, and tabulated according to law; and WHEREAS, The following bids were received complying with the advertisement: COMPANY BID ELLINGSON $244,831.25 GM CONTRACTING $224,061.38 CHARD TILING & EXCAVATING $228,745.00 NORTHDALE CONSTRUCTION $183,192.40 ;and WHEREAS, Northdale Construction Company, Inc. is the lowest responsible bidder. NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA as follows: 1. The recitals set forth above are incorporated herein. 2. Northdale Construction Company, Inc. is the lowest responsible bidder. 3. The Mayor and City Manager are hereby authorized to enter into the City's standard contract with Northdale Construction Company, Inc. in the name of the City of Prior Lake for the 2015 County Road 21 Watermain Replacement Project(Project WTR15-000003) in the amount of$183,192.40. 4. The City Manager is hereby authorized and directed to return to all bidders the deposits that accompanied their respective bids. 5. The City Council authorizes funding for this project from the water fund 601-49400.00-55530.00 PASSED AND ADOPTED THIS 23rd DAY OF MARCH 2015.
