AGENDA ITEM: CONSIDER APPROVAL OF TWO RESOLUTIONS FOR THE MAPLE
LANE, MUSHTOWN ROAD, PANAMA AVENUE IMPROVEMENT PRO-
JECT: 1) ACCEPTING PROPOSALS AND AUTHORIZING WSB TO
PROVIDE CONSTRUCTION STAKING; AND 2) ACCEPTING PRO-
POSALS AND AUTHORIZING ELEMENT MATERIALS TECHNOLOGY
TO PROVIDE CONSTRUCTION TESTING
DISCUSSION: Introduction
The purpose of this agenda item is to accept the proposals for professional
services related to construction staking and construction testing for the Ma-
ple Lane, Mushtown Road, Panama Avenue Improvement Project #TRN14-
r-. 000001.
History
The City received bids for the Maple Lane, Mushtown Road, Panama Ave-
nue project on January 14, 2015. At its February 9, 2015 meeting the City
Council adopted Resolution 15-123 accepting the bids and awarding the
construction contract to Chard Tiling and Excavating out of Belle Plaine,
Minnesota. Construction is anticipated to start in May with substantial com-
pletion in October 2015.
The project includes storm sewer, sanitary sewer, water main, bituminous
trail, concrete sidewalk, concrete curb and gutter, aggregate base, bitumi-
nous surfacing, and appurtenant work. The improvements require construc-
tion staking and construction testing of new City infrastructure.
Current Circumstances
Before you tonight is authorization for construction staking and construction
testing for the Maple Lane, Mushtown Road, Panama Avenue Improvement
Project#TRN14-000001.
Construction Staking
Staff has requested proposals from three firms for surveying services. They
include: Bolton and Menk Inc., WSB and Associates, and Probe Engineer-
ing. Each of these firms has a positive history of construction staking for the
City of Prior Lake. Two of the three firms provided bids for surveying ser-
vices. The bids received by these firms are tabulated below:

The proposals received were each analyzed and City Staff is recommend-
ing that WSB perform the construction staking for the City of Prior Lake.
WSB recently was the consultant engineer on the Welcome Avenue project
and the Main Avenue/Ridgemont project. WSB also provided preliminary
surveying for the project. At times, construction necessitates re-staking.
Because the amount of re-staking cannot be determined, any re-staking will
be performed at an hourly basis. This could increase the cost to a total that
exceeds the base price. Re-staking typically accounts for an additional 15%
of the base price.
Construction Testing
Staff has requested proposals from three firms for geotechnical services.
They include: American Engineering Testing, Element Materials Technolo-
gy, and Braun Intertec. Each of these firms has a positive history of con-
struction testing in Prior Lake. The results are tabulated below:

The proposals received were each reviewed using an estimated construc-
tion testing estimate. The number of tests actually performed could be less
than the estimate or could exceed the estimate. For the purposes of evalua-
tion, the consultant provided a unit price for each item listed in the estimat-
ed construction testing estimate. The results were analyzed and City Staff
is recommending that Element Materials Technology be selected to perform
the construction testing for the City of Prior Lake. Element completed the
preliminary soil boring analysis for the Maple Lane, Mushtown Road, Pan-
ama Avenue Improvement project and provided pavement section recom-
mendation. Because of the poor soils and saturated conditions, the Con-
tractor needs to take special precaution during the street reconstruction and
Element's familiarity with the project will be critical.
Conclusion
With award of the construction contract and anticipated start of construction
in May 2015 staking and testing will be needed for the project.
ISSUES: Construction staking must be done by or under the supervision of a regis-
tered land surveyor and thus qualifies as a professional service. The City of
Prior Lake is not equipped or licensed to perform construction staking and
testing for these projects.

FINANCIAL The staking and testing for this project will be funded through various fund-
IMPACT: ing sources as calculated in the project support costs analysis and prelimi-
nary project funding table. The final project funding will be determined after
substantial completion of the construction activities and after the assess-
ment hearing.
ALTERNATIVES: 1. Approve both resolutions as part of the consent agenda.
2. Deny this item for a specific reason and provide Staff with direction.
3. Table this item until some date in the future.

MAPLE LANE, MUSHTOWN ROAD, PANAMA AVENUE IMPROVEMENT PROJECT (TRN14.000001)

WHEREAS, Construction staking is necessary to properly install City infrastructure; and,
WHEREAS, Construction staking is needed for the Maple Lane, Mushtown Road, Panama Avenue
Improvement Project, #TRN14-000001; and,
WHEREAS, The City does not have the in house expertise to complete these services; and,
WHEREAS, The City solicited and evaluated proposals from qualified firms to provide construction
staking for the Maple Lane, Mushtown Road, Panama Avenue Improvement Project.
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA
as follows:
1. The recitals set forth above are incorporated herein.
2. WSB is hereby selected to provide Construction Staking Services for the Maple Lane, Mushtown Road,
Panama Avenue Improvement Project for a base price in the amount of$17,500.00.
3. The Mayor and City Manager are authorized to execute the City's Standardized Professional Services
Agreement with WSB on behalf of the City.
4. Funding for these engineering services will be drawn from the Construction Fund Account #501- .
43500.00-55050.00 TRN 14-000001.

WHEREAS, The City does not have the equipment or expertise to provide these services; and
WHEREAS, The City solicited and evaluated proposals from qualified firms to provide construction
testing for the Maple Lane, Mushtown Road, Panama Avenue Improvement Project.
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA
as follows:

2. Element Materials Technology is hereby selected to provide Construction Testing Services for the
Maple Lane, Mushtown Road, Panama Avenue Improvement Project for a base price in the amount of
$10,713.00 and the unit pricing rates shown in the proposal and attached to the City's Standard
Professional Services Contract.
3. The Mayor and City Manager are authorized to execute the City's Standard Professional Services
Agreement on behalf of the City.
4. Funding for these engineering services will be drawn from the Construction Fund Account#501-
43500.00-55050.00 TRN 14-000001.
