HomeMy WebLinkAbout6C-Mark Elliott Investiture 4646 Dakota Street SE Prior Lake, MN 55372 CITY COUNCIL AGENDA REPORT MEETING DATE: APRIL 13, 2015 AGENDA #: 6C PREPARED BY: FRANK BOYLES, CITY MANAGER PRESENTED BY: FRANK BOYLES AGENDA ITEM: MARK ELLIOTT, POLICE CHIEF, INVESTITURE CEREMONY PRESENTATION: The City Council has started a tradition of swearing in new police and fire officers who are joining the city departments. Tonight, Mayor Hedberg will swear Mark Elliott in as the City’s new police Chief effective April 15, 2015. Minnesota Statutes Section 358.10 entitled “Officials May Administer, when.” States: (a) All persons holding office under any law of this state, or under the charter or ordinances of any municipal corporation thereof, including judges and clerks of election, and all committee members, commissioners, trustees, referees, appraisers, assessors, and all other authorized or required by law to act or report upon any matter of fact, have the power to administer oaths they deem necessary to the proper discharge of their respective duties. The Mayor will administer the Oath, ask for comments from Police Chief Elliott, and then recess the meeting temporarily to allow time for pictures and congratulations. As the City Council may recall, Mr. Elliott has been in the police profession in excess of 22 years with the City of Bloomington, Minnesota. Most recently Mark provided leadership to supervisors and officers within his division consisting of five sergeants and 35 officers. He has and does recommend division and department wide policies and procedures for adoption. He responds to citizen concerns, and performs staff functions such as budgeting, accounting, assignment of police projects, procurement of equipment, forecasting and planning for future needs as well as working with other agencies on a cooperative basis. Mark has lived in the area for the past 15 years and has felt the sense of community and pride the residents feel for their hometown. He is anxious to connect with citizens and officers in Prior Lake to build a great partnership between residents, businesses and the department. He believes Prior Lake is the right size for him to assume command and take an important next step forward in his career. Council members are welcome to offer Mark their best wishes as part of this agenda item.
