CONSIDER APPROVAL OF A RESOLUTION AUTHORIZING
ADVERTISEMENT FOR THE SOLICITATION OF BIDS FOR MATERIALS
FOR THE CONSTRUCTION OF PICNIC SHELTERS AND GAZEBOS.
Histor~
The purpose of this agenda report is to seek authorization to advertise for materials for
the construction of four picnic shelters and two gazebos in 200~ consistent with the
2005-2009 Capital Improvement Program (C.I.P.). The four shelters proposed to be
built will be constructed at Cardinal Ridge Park, Northwood Park, The Ponds Athletic
Complex and Crystal Lake Park. We recommend that the Crystal Lake Park shelter be
constructed in 2005 rather than the originally scheduled Hawk Ridge for reasons set
forth below. The two gazebos will be installed at Woods In The Wilds Park and
Meadowview Park.
Current Circumstances
The rationale for the construction of shelters and gazebos is described below for each
park:
Shelters:
Cardinal Ridge Park:
A modular play structure and bituminous trail were installed at Cardinal Ridge Park.
The installation of a picnic shelter would complete this neighborhood park.
Northwood Park:
Northwood Park is located in the southwest comer of the city. The park includes a
pleasure rink and a modular play structure. Staff recommends constructing a picnic
shelter at this park for residents to utilize for gatherings and picnics to escape from the
outdoor elements. There has been a request from the neighborhood to construct a
shelter at Northwood Park.
Ponds Athletic Complex:
The Ponds Athletic complex is in southeastern comer of the city. The park currently
has six softball fields, two youth fast pitch fields, a baseball field, basketball court and
two soccer/football fields. The park also offers a concession stand and restroom
facilities. The installation of a picnic shelter would be a nice addition to the existing
amenities.
Crystal Lake Park:
Crystal Lake Park is located in the southwest comer of Village Lake Drive and Panama
Avenue in the Heritage Landing development. The construction of a picnic shelter at

Crystal Lake Park is identified in the 2006 C.I.P. Additionally, a proposed park in
Hawks Ridge area is identified in the 2005 C.I.P. for the construction of a shelter.
The Hawks Ridge development did not materialize as staff had projected. Conversely,
the Crystal Lake development came online a year ahead of its anticipated date. By
constructing the shelter at Crystal Lake Park in 2005 rather than 2006, we would be
demonstrating an effort to complete our parks before or during :the construction of the
affected homes that are being built adjacent to the parks.
FISCAL IMPACT:
ALTERNATIVES:
The proposed shelter at Hawk Ridge will be moved back in the new C.I.P. from 2005 to
2008 to correspond with its expected development.
Gazebos:
Meadbw View Park:
Meadow View is a 2.1-acre neighborhood park that currently has a modular play
structure constructed on the site. Staff recommends the installation of a gazebo at this
park. The proposed gazebo would complete this park.
Woods In The Wild Park:
Woods In The Wild is a small park adjacent to Wild Wood trail in the Wilds
development. The park is classified as a natural area park with many large mature trees
overlooking a pond. Staff recommends the construction of a gazebo.
Issues:
The parks maintenance division of public works will construct these shelters and
gazebos. The Sentence to Serve (S.T.S.) program will also be assisting with the
construction.
The picnic shelter design is a prototype prepared by Oertel Architects in an effort to
save money on design and structural engineering fees. The gazebo design is a
prototype used for the construction of the gazebo at Lakefront Park.
The picnic shelter plans and specifications are attached as Exhibit A. The gazebo plans
and specifications are attached as Exhibit B.
Conclusion:
Staff is requesting that Council approve the attached resolution so that construction can
start in the spring.
Budget Impact:
There is $120,000 identified for the construction of two gazebos and four shelters in the
2005 C.I.P. This will pay for the materials and concrete slabs for the structures.
Labor costs will be charged to the Park Maintenance Budget and will be reduced with
the assistance of the Sentencing to Service (S.T.S.) program. The Council will be
asked to award bids at a future Council meeting.
The altematives are as follows:
1. Approve Resolution 05-XX authorizing the advertisement for bids for the
construction of picnic shelters and gazebos.
2. Table the agenda item for a specific reason.
3. Deny this agenda item for a specific reason and provide staff with direction.

A RESOLUTION APPROVING PLANS AND SPECIFICATIONS AND AUTHORIZING THE
ADVERTISEMENT FOR BIDS FOR MATERIALS FOR THE CONSTRUCTION OF PICNIC
SHELTERS AND GAZEBOS

WHEREAS,

The picnic shelters at Cardinal Ridge Park, Northwood Park, The Ponds
Athletic Facility, and Hawk Ridge are scheduled for construction as identified
in the 2005 Capital Improvement Program; and
WHEREAS,
To demonstrate an effort to complete our parks in a timely manner, the
construction of the shelter at Crystal Lake Park has been accelerated from the
2006 C.I.P. to the 2005 C.I.P. in lieu of the Hawk Ridge shelter; and
The gazebos at Woods In The Wild Park and Meadow View Park are scheduled
for construction as identified in the 2005 Capital Improvement Program; and
WHEREAS,
Shelters and gazebos provide shelter from the elements for picnics, gatherings
and summer playground recreational activities for children.
The total amount budgeted in the Capital Improvement Program for the shelters
and gazebos is $120,000.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA, that:
1. The recitals set forth above are incorporated herein.
2. Staff is authorized to advertise for bids for the lumber and appurtenant materials for four (4)
shelters and two (2) gazebos.
