Prior Lake, MN 55372-1714 MEETING DATE: AGENDA # PREPARED BY: REVIEWED BY: AGENDA ITEM: DISCUSSION: CITY COUNCIL AGENDA REPORT MARCH 21, 2005 5H CRAIG ELDRED, STREET AND UTILITIES SUPERVISOR BUD OSMUNDSON, PUBLIC WORKS DIRECTOR CONSIDER APPROVAL OF A RESOLUTION TO APPROVE PLANS AND SPECIFICATIONS AND AUTHORIZE SOLICITATION OF BIDS FOR THE 2005 LIFT STATION REHABILITATION PROJECT, CITY PROJECT NUMBER 05-05 History The purpose of this agenda item is to approve the plans and specifications completed by Engineering Resources for the 2005 Lift station Rehabilitation project and authorize the advertisement for bids. Staff has put together a more comprehensive Manageme, nt and Rehabilitation Plan and schedule than what previously had been completed due to the age and condition of the majority of the lift stations. While all these efforts are an ongoing process, it is necessary to begin reconstruction of four lift stations identified below as contained in the 2005-2009 Capital Improvement Program. Current Circumstances On December 20, 2004, the City Council approved a resolution authorizing Engineering Resources, Inc. to provide professional engineering services for the 2005 lift station rehabilitation project. Engineering Resources, Inc. has prepared plans and specifications to improve the lift stations in Prior Lake's sanitary sewer system shown below: No. 4 - Green Heights No. 6 - Public Access (DeWitte) [] No. 23 - Sunset Trail No. 29 -Quaker Trail These lift stations all require maj or rehabilitation including replacement of pumps, guide rails, electric panels, other electric components, wet well covers and hatches. Generally, the concrete walls are in good conditions and do not require replacement. Listed below are additional improvements to each lift station: Lift Station No. 4 - Green Heights: The control cabinet will be removed from a light pole and a new one will be based on a concrete slab with limited elevation changes. · Lift Station No. 6 - Public Access (DeWitte): Engineering Resources and staff are working with the Prior Lake Spring Lake R:\RESOLUTI~ENG&PW RESX2005\031205 2005 lift station re~t~t~j~.{~e'cOm Phone 952.447.4230 / Fax 952.447.4245 FISCAL IMPACT: ALTERNATIVES: Watershed District and the Minnesota Department of Natural Resources to combine improvement efforts to both the lift station, storm water run off and improvement to the access for parking. Currently, an open storm water drainage ditch will be replaced by concrete storm pipe and environmental manholes to catch sediment from city streets. Also, improved curb elevations will allow for the raising of the lift station above the current high water level for Prior Lake, prevent flooding of the lift station. The City's improvements will be required to be completed between July 5, 2005 and August 15, 2005. Lift Station No. 23 - Sunset Trail: The lift station valve vault will be totally replaced as well as elevation improvements for drainage and an off street concrete work area. Lift Station No. 29 - Quaker Trail: The lift station is in a low area between Quaker Trail and Edinborough Avenue. Access to the station is by way of a small gravel road. Additional improvements include new conduits to supply power from the control cabinet and replacement of an old wood retaining wall that sits on the existing top slab and hatch. All these lift stations are proposed to be connected to our wireless telemetry provided by Omni-Site. This service allows staff to monitor lift station conditions via the internet site and respond to pump station failures without relying on citizen phone calls for alarm failures. A copy of the plans and specifications are available at the Maintenance Center for Council review. If authorized to move forward, staff would advertise for bids as required by state statute and set a bid date for April 21, 2005. The bids would be brought to the City Council at its May 2, 2005 Council meeting to award the bid and authorize entering into the City's standard contract. The completion of the total rehabilitation project would be approximately October 1, 2005. Issues The Council's previous actions to allow standardization of lift station components has resulted in a savings of staff time and city expenditures. This bid continues to replace components with standardized equipment. Budget Impact The funding for the project will come from the sewer-operating fund since it is the rehabilitation of existing sewer infrastructure. Staff estimates the total cost of engineering and actual repairs to be approximately $523,000.00. The C.I.P. has identified these lift station rehabilitation projects as a priority. The alternatives for City Council to consider are as follows: 1. Approve a resolution approving the plans and specifications and authorizing advertisement for bids for the 2005 Lift Station Rehabilitation, City Project 05 -05. 2. Table this agenda item for a specific reason. 3. Deny this agenda item for a specific reason and provide staff with direction. Prior Lake, MN 55372-1714 RESOLUTION 05-XX A RESOLUTION APPROVING THE PLANS AND SPECIFICATIONS AND AUTHORIZING ADVERTISEMENT FOR BIDS FOR THE 2005 LIFT STATION REHABILITATION PROJECT, CITY PROJECT 05 - 05 MOTION BY: WHEREAS, SECOND BY: City staff has identified the following four lift stations requiring major rehabilitation in 2005: r ca Green Heights [2 Public Access (DeWitte) . [2 Sunset Trail ~ Quaker Trail; and The adopted Capital Improvement Plan for 2005-2009 has identified these rehabilitation projects as a priority for the City and allocated funding therefore; and Engineering Resources, Inc. was authorized to provide professional engineering services including final design specifications, bidding, construction and post- construction at the December 20, 2004 council meeting. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA, that: 1. The recitals set forth above are incorporated herein. 2. The City Council approves the plans and specifications for the 2005 Lift Station Rehabilitation Project, City Project No. 05 - 05 and authorizes the advertisement for bids.
