The City currently has 15.78 miles of streets included in the MSAS system. The amount of MSAS funding received is based on a formula that considers the population and road construction needs for the City's MSAS system. The City of Prior Lake currently receives $471,664.00 annually for MSAS system construction and $157,221.00 for MSAS system maintenance. Current Circumstances The City is permitted to have up to 20% of total local street mileage designated as MSAS. On January 14, 2005 City Staff completed the 2004 Annual Certification of Mileage for the MSAS system. This certification identified that the City is eligible for up to 18.48 miles in the MSAS system. Currently the City is 2.7 miles below the maximum allotment. In order to maximize the funding received for MSAS the City should designate eligible routes for inclusion in the MSAS system. Designated routes can either be existing or proposed streets. City staff has identified additional routes that meet the MSAS criteria and are identified in the City's Comprehensive transportation plan. Eligible routes that have not been constructed draw the maximum amount of needs until they are built. The attached map highlights the proposed routes, which include: 1) Wilds Path and an unnamed segment of roadway north of CR 42 from CR 83 to CR 42 (0.56 miles) 2) Stemmer Ridge Road from CR 12 to CR 82 excluding 0.25 miles outside City limits (0.90 miles) 3) Sunray Boulevard from TH 13 to Turner Drive (0.22 miles) 4) Turner Drive from Sunray Boulevard to Village Lake Drive (0.69 miles) G:~A~enda~enda05~VlSA Designation 2005.DOC www.cityofpriorlake.com Phone 952.447.4230 / Fax 952.447.4245 FINANCIAL IMPACT: ALTERNATIVES: RECOMMENDED MOTION: The City is proposing to add 2.37 miles of roadway to the existing MSAS system. Conclusion The addition of 2.37 miles of roadway to the MSAS system will increase the City's annual needs apportionment. As stated, MSAS funds are provided to the City for construction and maintenance of designated roadways. The addition of 2.37 miles to the MSAS system will increase the amount of funding the City is eligible for on an annual basis. The alternatives are as follows: 1. Approve a resolution establishing and designating Wilds Path and an unnamed segment of roadway from CR 42 to CR 83, Stemmer Ridge Road from CR 12 to CR 82 (excluding 0.25 miles), Sunray Boulevard from TH 13 to Turner Drive and Turner Drive from Sunray Boulevard to Village Lake Drive as Municipal State Aid Streets. 2. Prior Lake, MN 55372-1714 RESOLUTION 05-xx ESTABLISHING AND DESIGNATING WILDS PATH AND AN UNAMED SEGMENT OF ROADWAY FROM CR 42 TO CR 83, STEMMER RIDGE ROAD FROM CR 12 TO CR 82, SUNRAY BOULEVARD FROM TH 13 TO TURNER DRIVE AND TURNER DRIVE FROM SUNRAY BOULEVARD TO VILLAGE LAKE DRIVE AS MUNICPAL STATE AID STREETS MOTION BY: SECOND BY: WHEREAS, the City of Prior Lake currently is 2.7 miles under the maximum Municipal State Aid Street system allotment permitted by law; and WHEREAS, City staff has recommend the establishment and designation of Wilds Path and an unnamed segment of roadway from CR 42 to CR 83, Stemmer Ridge Road from CR 12 to CR 82 (excluding 0.25 miles), Sunray Boulevard from TH 13 to Turner Drive and Turner Drive from Sunray Boulevard to Village Lake Drive as Municipal State Aid Streets; and WHEREAS, it is in the best interests of the City to have the above described roadways established and designated as MSAS under the provisions of Minnesota Law. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA: 1. The recitals set forth above are incorporated herein. , That the roadways described above are hereby established and designated Municipal State Aid streets of the City of Prior Lake subject to the approval of the Commissioner of Transportation of the State of Minnesota. , That the City Engineer is hereby authorized and directed to forward to certified copies of this Resolution to the Commissioner of Transportation for consideration, and that upon approval of the designation of said roadways or portions thereof, that the same be constructed, improved and maintained as Municipal State Aid Streets of the City of Prior Lake, to be numbered and known as a Municipal State Aid Streets as is requested.
