Prior Lake, MN 55372-1714 CITY COUNCIL AGENDA REPORT MEETING DATE: AGENDA #: PREPARED BY: AGENDA ITEM: DISCUSSION: CURRENT CIRCUMSTANCES: March 21, 2005 10E Frank Boyles, City Manager CONSIDER APPROVAL OF A RESOLUTION AUTHORIZING THE CITY TO PARTICIPATE IN THE ACQUISITION OF PROPERTY FOR THE CONSTRUCTION OF A JOINT POLICE AND FIRE TRAINING FACILITY History: The City Council is aware that the Scott County Association for Leadership and Efficiency (SCALE) was created to foster new areas of cooperation between Scott County units of government. One of the most significant SCALE projects has been the possibility of constructing a joint police and fire training facility to be used by all SCALE members. As a first step in this project, the city councils were asked to authorize the selection of an architect to assist SCALE in evaluating the potential for a joint training facility. The architect has completed his report. The report was submitted to SCALE together with an estimate of how costs could be apportioned if the $8.95 million project proceeds or how costs would be apportioned if SCALE cities elected to proceed with land acquisition only at this time. SCALE, at its March 11, 2005, meeting, asked member cities to receive direction on this matter from their respective policy-making bodies. Attached is an executive summary of the report which was prepared on behalf of SCALE by BKV Group and RDG Planning and Design. A complete copy of the report is available in my office. The report included considerable input from county and city staffs including the Prior Lake Police and Fire Departments. The basic conclusions of the report are: 1. Fire departments have the greatest need for a year-round facility in which fires can be simulated to include apartment towers,, commercial and residential facilities, gas tanks, vehicles and other fire situations to which they are likely to respond. 2. A classroom is needed by both police and fire. 3. The police department's highest priorities are both a pistol and rifle range (both outdoors). A cost-sharing formula has been developed which is based upon need (number of officers) anc~ community size (valuation). In the case of Prior Lake, the total land cost would be $183,541 with annual debt service estimated to be $15,186. For the total project, the Prior Lake share is $1,585,982 with an annual cost of $124,906. A joint facility of this nature will answer some ongoing training questions for both our police and fire departments. Since the facility will serve numerous communities, annual budget allocations can be conserved and new police and fire stations do not need to be designed or financed to include such facilities. Both result in monetary savings county-wide. Training for both police and fire departments will improve as well. Firefighting is becoming more complex as new chemicals are introduced into construction and industrial processes. Intentional acts to promote terrorist agendas further complicate preparation for police and fire departments. Fire departments continue to be served by volunteers who can benefit from a joint police and fire training facility. Finally, communication and coordination between fire and police departments has become more critical. This facility can foster ongoing improvement in this area. 1. Adopt a resolution endorsing the entire project (land acquisition and construction) and direct that it be programmed into the City's Capital Improvement Program. 2. Motion By: Second By: WHEREAS, In 2004, the Scott County Association for Leadership and Efficiency (SCALE) retained the firms of BKV Group and RDG Planning and Design to prepare a report regarding the feasibility of a Joint Police and Fire Training Facility; and WHEREAS, BKV Group and RDG Planning Design have completed their research after interviewing representatives from the police and fire departments of the SCALE cities; and WHEREAS, WHEREAS, The report demonstrates that a need exists for a joint training facility and the need will increase with the growth of the County and the municipalities located therein; and The Joint Police and Fire Training facility is proposed to include on 40 acres of land: For Fire Usaqe: 29,000 square-foot indoor live fire training building · 3,500 square-foot Class A burn building · propane tank relief valve fire simulation · drafting tank · roof ventilation simulation · over-the-road hazardous materials simulation · water supply pond For Police: · 12-position, 50-yard outdoor firing range · 5-position, 200-yard outdoor firing range Shared: · 6,200 square foot classroom and support building; and WHEREAS, The estimated cost of the project is $8,947,151 with $1,440,000 attributed to land costs and $7,507,151 for building construction costs; and WHEREAS, The SCALE organization supports the project as proposed recognizing that cities will need time to allocate funding on their capital improvement programs in order for the project to proceed; and ' WHEREAS, If this project is to move forward at some time in the future, a 40-acre parcel should be purchased by the cities and County who are party to the SCALE organization; and WHEREAS, Land costs are escalating at 12-15% per year making time of the essence for such acquisition; and .. DOC www.cityofpriorlake.corn Phone 952.447.4230 / Fax 952.447.4245 WHEREAS, In order to proceed to identify land for acquisition for the Joint Police and Fire Facility, the SCALE organization needs the commitment of its participating cities by passage of this resolution; and WHEREAS, The City Council of the City of Prior Lake, Minnesota, desired to confirm its support for the land acquisition with the understanding that such action will authorize SCALE to evaluate parcels for purchase and present a final recommendation to the City Council at a future date. NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA as follows: 1. The recitals set forth above are incorporated herein. 2. SCALE is hereby authorized to analyze 40-acre land parcels within Scott County for their suitability for acquisition for this project. 3. Upon completion of such analysis, the City Council will give final consideration to the land purchase once final costs and purchase conditions have been identified. 4. For purposes of this authorization, the City Council recognizes that the total land purchase price for 40 acres is not to exceed $1,440,000 and that Prior Lake's share of the purchase price is not to exceed $183,541. 5. Final purchase documents will identify the owner of the property as Scott County or SCALE (which will require a restructuring of the organization). 6. DOC prepared for Scott County Association for Leadership and Efficiency Public Safety Training Facility Executive Summary The Scott County Association for Leadership and Efficiency engaged BKV Group of Minneapolis, Minnesota, and RDG Planning and Design of Omaha, Nebraska, and its team partners, to provide an independent feasibility study for the creation of a police and fire training center. The feasibility study team also includes specialists in business plans, nonprofit organizations, and curriculum development. In this report, the team presents its findings and recommendations regarding evaluation, site acquisition, design and construction for a new police and fire training center. Using charrette workshops, surveys, and other means, the team: · Collected data from the county's police and fire departments. · Interviewed representatives of the police and fire administration, city administration, and other entities interested in partnering with the SCALE committee to determine goals, needs, and opportunities. · Determined a preliminary program for the training center. · Translated the program into sample graphic footprint block diagrams and tested it on each of the potential sites. · Tested each alternative with the fire and police departments to determine their inclusion in the final recommendation for the first phase of the project Executive Summary These findings, along with the team's background and expertise in police and fire facility planning, are the basis for the report that follows. This report is intended to be used by key decision makers as they continue to plan a new training center. Training Center Business planning for the training center should be performed prior to finalizing the program for the training center. Apart from staff numbers for various Scott County departments, no detailed information was available to answer the following questions: 1. What is the total number of students who would utilize the training center? 2. How many classes would be provided at the training center? 3. What types of departments would use the training center? 4. How would training be funded? 5. How would funding influence the number of classrooms and training props? 6. How would the training center be operated (for example, by a facility manager)? The answers to these questions will affect the program for the training center and also its cost. Because the information was not available to the design team for this part of this study, training-center programming was based on assumptions made by the design team, information provided by the SCALE Training Committee, and the results of the two chief's focus groups. 24096.00/21.1 BKV / RDG Page 1-1 prepared for Scott County Association for Leadership and Efficiency Public Safety Training Facility Facility Program Based on Police and Fire Consensus Since the site has not been selected and the need-assessment surveys came back inconclusive, two consensus-building exercises were performed to determine the desired facilities for the first phase of the training center. Land acquisition is often the most complicated and time-consuming part of the project.
