CITY COUNCIL AGENDA REPORT MEETING DATE: MAY 11, 2015 AGENDA#: 9E PREPARED BY: FRANK BOYLES, CITY MANAGER PRESENTED BY: FRANK BOYLES, CITY MANAGER AGENDA ITEM: CONSIDER APPROVAL OF A RESOLUTION MAKING AN APPOINTMENT TO FILL THE VACANCY ON THE PRIOR LAKE ECONOMIC DEVELOPMENT AUTHORITY DISCUSSION: Introduction The purpose of this agenda item is to fill the existing vacancy on the Prior Lake Economic Development Authority. History Some years ago the Prior lake Economic Development Authority (PLEDA) was reconstituted to be comprised of the two city councilors and three local residents and/or business managers/owners. Rick Bump was appointed to the PLEDA to fill the vacancy created by Bob Morris' resignation. Ultimately, Rick himself found it necessary to resign because business travel made it impossible for him to attend PLEDA meetings. As a result notices were posted soliciting applicants for this opening. Initially we received one application. After a second posting, a total of three applicants applied. Current Circumstances In accordance with the PLEDA bylaws a screening committee was established consisting of PLEDA Commissioner Chromy, Dan Rogness and myself. The screening committee ultimately interviewed the three candidates. Of the three candidates the screening committee recommend that two be interviewed by the City Council. Accordingly the two candidates have been scheduled for City Council interview as follows: 6:00 P.M. Annie Sheehan-Kerber 6:25 P.M. Marie Voreis Attached are the applications for the candidates. Each candidate is given 5 minutes at the beginning of their presentation to introduce themselves and advise the City Council why they are the candidate who should be chosen. The remainder of the interview time is questions from the City Council. While there may be questions unique to one candidate or the other, the City Council should ask each candidate substantially the same questions. At the regular City Council Meeting, the Mayor will recommend a candidate to fill the position. If the Council does not support the Mayor's recommendation, the Mayor may either recommend the other candidate or direct that the recruitment process start anew. ISSUES: Owing to delays on the recruitment process the PLEDA has been operating with four members for some time. For a variety of reasons it would be desirable to have the PLEDA back at five numbers. The term for the replacement will be through 12/31/2016. There is no term limit for EDA commissioners who are members of the general public. ALTERNATIVES: 1. The Mayor moves and a councilor seconds the resolution specifying the appointee and the Council confirms. 2. The Mayor moves the resolution specifying the appointee a councilor seconds and the Council disagrees, then the Mayor either recommends the other applicant or recommends that the public process be reinitiated. MOTION: 2 6001PRIp4646 Dakota Street SE .kNEsoie Prior Lake,MN 55372 RESOLUTION 15-xxx A RESOLUTION APPOINTING TO SERVE ON THE CITY OF PRIOR LAKE ECONOMIC DEVELOPMENT AUTHORITY (PLEDA) Motion By: Second By: WHEREAS, There is a vacancy for an uncompleted term on the PLEDA through December 31, 2016; and WHEREAS, Notice of the vacancy was placed in the Prior Lake American, Newswire and City Website and applications solicited for numerous weeks; and WHEREAS, Three applications were received; and WHEREAS, All three candidates were interviewed by the EDA Screening Committee; and WHEREAS, The City Council further interviewed two of the three candidates. NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA as follows: 1. The recitals set forth above are incorporated herein. 2.
