AGENDA ITEM: CONSIDER APPROVAL OF A RESOLUTION SUPPORTING THE
MAYORS REGIONAL INDICATORS INITIATIVE PROGRAM
DISCUSSION: Introduction
The purpose of this agenda item is to determine of the council wishes to
endorse a letter of support for the Regional Indicators Initiative.
History
Mayor Hedberg is a member of the Regional Council of Mayors (RCM)
which is composed of mayors of the Cities of Minneapolis, St. Paul and
47 developed and developing metropolitan area suburbs.
The purpose of the RCM is to provide a collaborative partnership for a
non-partisan platform focused on building action strategies to raise
overall economic competitiveness, accelerate innovation and improve the
quality of life in the Minneapolis/St. Paul region.
The RCM is staffed by representatives of the Urban Land Institute,
namely Caren Dewar's and Aubrey Austin. For more information about

Current Circumstances
The Regional Indicators Initiative collects, analyzes and makes publically
available citywide environmental metrics on: energy, water, travel, waste
and greenhouse gas emissions for Minnesota cities.
The initiative was started in 2005 and collected annual data for 2007 to
2010. The Regional Indicators Initiative is managed by the consulting
firm of LBH, Inc. for the Urban Land Institute. Data for the years collected
is portrayed on the website at regionalindicatorsmn(a�lbhcorp.com.
The request for a support letter is to allow solicitation of additional funding
from the non-regulatory portion of the Minnesota Pollution Control Agency
(MPCA). Representatives of that agency have indicated that supportive
letters or resolutions would be helpful.
Conclusion
Attached is an information sheet about this project and a resolution
supporting the effort if the council wishes to act upon it.

ISSUES: Early in this process the Regional Council of Mayors were asked if the
data generated by this program should be housed and controlled by the
Metropolitan Council. While there was an acknowledgement that
THRIVE 2040 certainly sets the stage for this, the cities would rather
support this initiative themselves and take responsible actions as
collaborators rather than as entities regulated by others.
Initially the funding for the Regional Indicators Initiative was derived from
the participating cities. In an effort to make this program ongoing, a more
stable source of funding is being sought. That source could be other
public entities like the MPCA, private or philanthropic sources.
FINANCIAL None based upon this action.
IMPACT:
ALTERNATIVES: 1. Motion and second to adopt the resolution of support for the
Regional Indicators Initiative and direction to staff to share the
resolution with ULI and RCM.
2. Take no action.

A RESOLUTION SUPPORTING THE REGIONAL COUNCIL OF MAYORS REGIONAL INDICATORS
INITIATIVE PROGRAM

WHEREAS, the Regional Council of Mayors ("RCM"), is composed of the mayors of Minneapolis, St. Paul
and 47 municipalities in the developed and developing suburbs. This collaborative partnership
provides a non-partisan platform focused on building action strategies to raise overall
economic competitiveness, accelerate innovation and improve the quality of life in the MSP
region; and
WHEREAS, the Regional Indicators Initiative supported by RCM collects, analyzes, and makes publically
available citywide environmental metrics including energy, water, travel, waste, and
greenhouse gas emissions for Minnesota cities; and
WHEREAS, the five-year plan for the institutionalization of the Regional Indicators Initiative includes: a
peer review of the project's methodology by a third party, the creation of an automated online
database to manage the data, the collection of Regional Indicators data for all metropolitan
area cities and counties, support for cities in using Regional Indicators data to integrate energy
planning into the comprehensive planning process, the establishment of utility repository for
community scale energy data, the collection of Regional Indicators data for all cities and
counties in the state of Minnesota, and the continued public tracking of Regional Indicator data
to measure progress toward city, region, and state-wide goals; and
WHEREAS There is, at present, no stable and dependable funding source to assure the continuance of
this worthy program.
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. The City Council supports the further development of this program so that cities in the metropolitan
area can collect, analyze and make publically available citywide environmental metrics to be used for a
variety of decision making purposes.
3. The City Council supports the identification of a stable and dependable non tax based funding source
for the Regional Indicators Initiative Program.

WHAT
The Regional Indicators Initiative measures annual performance metrics for WHERE
Minnesota cities committed to increasing their overall efficiency and level of Twenty-Seven Minnesota cities(33%
sustainability.The project collects the following data that reflect the activities of Minnesota's population),
of the people who live, work, learn, travel, visit, and play within each city's including:

The greenhouse gas(GHG)emissions and costs associated with each of these Falcon Heights
indicators are also calculated, providing common metrics to compare the Maplewood
economic and environmental impacts of the indicators.

Recording these performance metrics is essential to promoting efficiency and Elk River
sustainable change at the city scale.Benefits to cities include: Kasson

• Inform subsequent analyses,plans,and policy decisions;
