VERE WAY
DISCUSSION: Introduction
The City Council is being asked to authorize a speed study on 180th Street from
Mushtown Road to Revere Way.
History
In the summer of 2014 the portion of 180th Street from Mushtown Road to Revere
Way was paved by the developer of the Enclave At Cleary Second Addition. With
the platting of the Enclave at Cleary Lake, this portion of 180th Street is now partially
within the City of Prior Lake and partially within Spring Lake township.
Current Circumstances
Currently the speed on 180th Street is not posted. Because it is a township road
the speed is automatically 55 mph.
Spring Lake Township would like to request Mn/DOT to perform a speed study on
this segment of 180th Street. The Township Board approved a resolution request-
ing a speed study. Spring Lake Township has requested a similar resolution from
the City of Prior Lake since a portion of the roadway is within Prior Lake City Lim-
its.
Conclusion
Staff recommends approval of the request to Mn/DOT for the speed study per the
attached resolution.
ISSUES: Because of the roadway geometrics, speeds of 55 mph do not appear to be in the
best interests of the public safety.
FINANCIAL A small financial impact is expected with this action. If Mn/DOT determines a
IMPACT: speed limit on 180th Street, Spring Lake Township will post the speed limit on the
180th Street and invoice Prior Lake for our half of the cost.
ALTERNATIVES: 1. Motion and second to approve a Resolution Requesting Mn/DOT to perform a
speed study on 180th Street from Mushtown Road to Revere Way as part of
the consent agenda.
2. Deny this item for a specific reason and provide staff with direction.
3. Table this item until some date in the future.
RECOMMENDED A motion and a second for approval of Alternative#1.

RESOLUTION 15-xxx
REQUESTING THE STATE OF MINNESOTA DEPARTMENT OF TRANSPORTATION CONDUCT A
SPEED STUDY ON 180TH STREET FROM MUSHTOWN ROAD TO REVERE WAY (CR 87)
Motion By: Second By:
WHEREAS, the Township of Spring Lake, prior to a recent annexation for development, had sole authority
over that portion of 180th Street E. between Mushtown Road and Revere Way(CR 87); a
segment of gravel roadway approximately three quarters of a mile in length; and
WHEREAS, the Township of Spring Lake and the City of Prior Lake now have joint jurisdiction over that
portion of 180th Street E., between Mushtown Road and Revere Way(CR 87), as described by
the plat of THE ENCLAVE 2ND ADDITION; and
WHEREAS, The centerline of the road now serves as the border between the City of Prior Lake and the
Township of Spring Lake for the length of the plat; and
WHEREAS, With the development of said plat, improvements were made to 180th Street E. between
Mushtown Road and Revere Way(CR 87). Those improvements consisted of vertical
geometric improvements, slope improvements and paving the previously gravel road; and
WHEREAS, The new development's road system is connected to 180th Street,which may cause an
increase in traffic volumes on 180th Street E.; and
WHEREAS, The speed limit on 180th Street E. is currently unposted.
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. The City Council of the City of Prior Lake hereby request the District Traffic Engineer for the Minnesota
Department of Transportation, Metropolitan District to conduct an Engineering Study to determine the
reasonable and prudent speed for the portion of 180th Street E. between Mushtown Road and Revere
Way(CR 87) within Spring Lake Township and the City of Prior Lake.
