01 PRI% N U 4646 Dakota Street SE Prior Lake, MN 55372 4'iMvEso'cP CITY COUNCIL AGENDA REPORT MEETING DATE: MAY 26, 2015 AGENDA#: 9C PREPARED BY: JEFF MATZKE, PLANNER PRESENTED BY: JEFF MATZKE AGENDA ITEM: CONSIDER APPROVAL OF A RESOLUTION APPROVING THE CARRIAGE HILLS 5TH ADDITION PRELIMINARY PLAT DISCUSSION: Introduction The purpose of this agenda item is to consider approving a Preliminary Plat to be known as Carriage Hills 5th Addition to be developed as a 3-lot, low density residential subdivision. The subject property is located south of Coachman Lane and north of Manitou Road. The applicant is Luke Israelson. History Since 1995, various phases of the Carriage Hills low density single family residential subdivision have been developed in the northern part of Prior Lake, resulting in over 500 single family detached home sites. The unplatted area at the southern end of Landau Lane is the final remaining undeveloped area within the original plat. On May 4, 2015 the Planning Commission held a public hearing regarding the preliminary plat request. Following a few questions from the public regarding any related assessments and storm water drainage, the Planning Commission recommended approval of the Preliminary Plat. Current Circumstances The current proposal calls for a 3-lot single family subdivision of 1.5 acres. The following paragraphs outline the physical characteristics of the existing site, the Comprehensive Plan and zoning designations, and a description of some of the specifics of the site. PHYSICAL SITE CHARACTERISTICS: The following paragraphs outline the physical characteristics of the existing site, the Comprehensive Plan and zoning designations, and a description of some of the specifics of the site. Total Site Area: The total development site area consists of 1.5 acres. The site is currently vacant. Topography: This site is fairly sloped with elevations ranging from 910' MSL along Manitou Road to 960' MSL at the southern terminus of Landau Lane. Wetlands: There are no wetlands located on this site. Phone 952.447.9800 / Fax 952.447.4245/www.cityofpriorlake.com Access: Access to the site is currently from Landau Lane. 2030 Comprehensive Plan Designation: This property is designated for Low Density Residential uses on the 2030 Comprehensive Plan Land Use Map. Zoning: The site is presently zoned R-1 Low Density Residential. The net density for the proposed plat is approximately 2.81 units per net acre. Shoreland: This property is also located within the Shoreland District for Lower Prior Lake and therefore will be regulated by the Shoreland Ordnance including impervious surface limitations. Conclusion As noted in the attached staff memorandums from the Community Development and Engineering/Public Works Departments, the developer must refine the plans to assure compliance with the Public Work Design Manual requirements and City Zoning Ordinance. It does not appear that these comments will drastically affect the design of the plat. Therefore, City Staff recommends approval of the Preliminary Plat subject to the following conditions: 1. The Developer shall obtain the required permits from other state or local agencies prior to any work on the site. 2. The Developer shall revise the plans in accordance with the requirements contained in the memorandum from the Engineering/Public Works Department dated April 3, 2015. 3. The Developer shall revise the plans in accordance with the requirements contained in the memorandum from the Community Development Department dated April 3, 2015. ISSUES: PROPOSED PLAN Lots: The plan calls for 3 lots to be constructed of single family housing styles. The lot sizes range in size from 12,900 square feet to 13,422 square feet. All lots meet the minimum dimensional requirements. Setbacks: The typical residential required setbacks of 25 foot front and rear, and 10 foot side yards will be met. Parks / Trails: No park or trails are proposed; parkland dedication will be satisfied through a cash-in-lieu payment to the City Park Fund at the time of pending Final Plat approval. Streets / Sidewalks: A temporary cul-de-sac is the only proposed street improvement for the site; Landau Lane will extend toward the east with future development. Sanitary Sewer / Water Mains: Sanitary sewer and water mains will be extended north from Manitou Road within Outlot A to the 3 lots. Water mains will be extended south from Landau Lane. Storm Water / Hydrology: Storm water will be directed toward a proposed retention basin within the Landau Lane right-of-way and then through an overflow pipe to Outlot A. In the review comments, City Staff recommends the overflow pipe be extended down the slope to the south. Tree Preservation/Landscaping: The Subdivision Ordinance requires two front yard subdivision trees per lot. Other tree preservation requirements would be met with the proposed landscape plan. Fees and Assessments: This development will be subject to the standard development fees including park dedication, and trunk street and utility service charges. The City received the complete application for this request on March 11, 2015. The City has notified the applicant that the due to required review by other governmental agencies, and the required time for a City public hearing review, it is necessary to extend this review period up to a maximum 120 days. The current review period is until June 26, 2015. FINANCIAL Approval of this final plat will allow construction of new dwelling units, which IMPACT: will contribute to the City's tax base. ALTERNATIVES: The City Council has the following alternatives: 1. Motion and a second to approve a resolution approving the Carriage Hills 5th Addition Preliminary Plat subject to the listed conditions. 2. Motion and a second to table this item to another City Council meeting and provide the developer with direction on the issues that have been discussed. 3. NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA as follows: 1. The recitals set forth above are incorporated herein. 2. The Carriage Hills 5th Addition Preliminary Plat is hereby approved subject to the following conditions: a) The Developer shall obtain the required permits from other state or local agencies prior to any work on the site. b) The Developer shall revise the plans in accordance with the requirements contained in the memorandum from the Engineering/Public Works Department dated April 3, 2015 prior to approval of a grading permit for the site. c) The Developer shall revise the plans in accordance with the requirements contained in the memorandum from the Community Development Department dated April 3, 2015. The plans were reviewed for consistency with City Ordinance and Standards detailed in the City of Prior Lake Public Works Design Manual. The following list details deviations from standards or requests for additional information that must be reconciled prior to project approval. The applicant or its representatives are invited to contact the engineering department with any questions or clarifications at 952-447-9830. Comments highlighted in bold text are of particular concern: General 1. The final plat plans should follow the requirements of the Public Works Design Manual (PWDM). 2. Permits from the Met Council, Minnesota Pollution Control Agency, and Department of Health will be needed as the project moves forward. 3. All plans should be drafted according to the City of Prior Lake layer system.A digital copy of the plans in pdf or of format is required prior to construction. All drawings should use the Scott County Coordinate System. Typical symbology and line types should be used (silt fence, tree protection, existing storm sewer, etc.). 4. Provide City Project number DEV-2015-000001 on all plan sheets. 5. Show and label all removals and sawcuts on the plan. 6. Show survey shot data on an existing conditions sheet. The shot data should reflect current conditions. The shot data along the connection points of the plat are of particular importance. 7. Provide note on plans regarding working hours. 7:00 am-7:00 pm Monday through Friday. 8:00 am—5:00 pm Saturday. 8. Provide all necessary City standard plates on the plans(structures,hydrants,valves,tracer wire, silt fence, services, curb, etc). 9. The City no longer requires outlots for pipes. The hydrant benchmark at the location of Coachman and Landau has an elevation of 962.60. Please adjust the plans according to the proper City elevation. The manhole rim elevation is not a City benchmark. Another City benchmark is a hydrant at the corner of Coachman Lane and Chestnut Lane with an elevation of 965.58. 12. Include: All fasteners shall be Genuine NSS Cor-Blue T-Bolt by NSS Industries or approved equal. Please add language on page 1 of special provisions: Furnish and use only materials manufactured in the United States except for cement manufactured in Canada and pretroleum products, which are exempt. Manufactured in the United States, means manufactured in whole or in substantial part within the United States or that more than 50 percent of the component parts were manufactured in whole or in substantial part within the United States. Grading 1. Existing contours are difficult to read on the grading plan. 2. Provide proposed driveway slopes on the grading plans. Driveway slopes shall be between 2-10%. 3. Provide name of company contact person, and emergency phone number for person responsible for erosion and sediment control plan preparation, implementation, and maintenance. 4. Show lot corner elevations on the grading plan. Utilities 1. Provide extension of the watermain to the Eastern property line with a fire hydrant. Gate valve for hydrant should be located outside of the curb line per City standard. 2. The storm sewer crosses the water and sanitary sewer east of Lot 3. Please review the design in this area to avoid the crossings. 3. Provide detail of rip rap. A depression at the pipe outlet is required. 4. The plan view labeling of the sanitary should state SDR 35. The labeling for watermain should state DIP CL 52. 5. A new sanitary sewer structure is being constructed over an existing sanitary sewer pipe. Please provide specific notes stating how this installation will be performed yet remain in service. Describe pipe sawcuts, installation of the bottom slab, placement of the bottom section, bypass operations, connection of the pipe to the structure, etc. 6. The last three pipe joints from the storm sewer flared end section should be tied together. 7. Public utilities installed outside of roadway areas should have "Rhino" marking posts or approved equal. The post locations and detail should be shown on the plans. 8. Watermain should be shown at 8 foot minimum depth. 9. Compression fittings shall be used in place of flares. Developer shall furnish and install hydrafinder high visibility locating device, Rodon Inc, for each hydrant. Contractor shall also supply an extra hydrafinder per hydrant and 1 extra gate valve key, curb box key and hydrant wrench per development. 11. Televising of the sanitary sewer is required after testing. A copy of the CCTV report and video must be submitted to the Public Works Department. 12. Provide note on the utility plan sheet indicating the size and type of the sanitary sewer and water services. 13. Provide note on the utility plan sheet indicating that deflection testing shall be conducted after the final backfill has been in place for 30 days. 14. Utility as-builts and televising report will be required at the conclusion of the construction of this project. The as-builts must follow the requirements of the Public Works Design Manual. 15. Provide note on the utility plan sheet indicating that activation of the watermain system shall be performed by City personnel only. 16.All valves and curb stops shall be resilient seal gate valves and adjustable gate valve extension stems. 17. The sewer and water service shall be included in the pressure and leakage testing requirements for the main lines. 18. The maximum depth of the sanitary sewer service at the ROW line shall be 10' unless documented by a proposed house. Provide station and elevation for service stubs. Streets 1. Typical section should be shown on the plans. Section should match existing section for Landau Lane and/or meet City minimum street section requirements. A soil boring and pavement recommendation should be provided by a geotechnical engineer. 2. Show street sawcut limits with note. Straight line curb to curb removal is necessary. 3. Show permanent type three barricade at the end of Landau Lane with sign reading "Future Roadway Connection". 4. Provide note on the plans indicating that the final date of paving the bituminous base course is November 1st or earlier if weather dictates and paving the bituminous wear course is September 30th. Paving shall not commence prior to the removal of seasonal road restrictions. Hydrology and Storm Sewer 1. Design of infiltration/filtration BMPs should meet the requirements and recommendations of the Minnesota Stormwater Manual. Please review the requirements for design of bioretention cells (http://stormwater.pca.state.mn.us/index.php/Design_criteria_for_bioretention). Please note the following: a. Drawdown time for bioretention cells should be 48 hours maximum. Maximum depth at this depth is typically 18 inches. b. Filter fabric is not recommended due to potential for clogging. c. Include a provision to rip subsoil below the basin bottom for increased infiltration potential. d. Underdrain should be perched above the basin bottom for increased infiltration potential. 2. Provide additional information on the source of the TSS and phosphorus removal numbers. 3. The storm sewer outlet is located on a steep slope. Adding concentrated flow on a steep slope would be problematic in this area. The pipe should be extended to the base of the slope. Enhanced erosion and sediment control measures on the slope and energy dissipation at the end of the pipe will be critical. 4. All stormwater BMPs and storm sewer infrastructure should be covered by a drainage and utility easement. 5. The proposed curb cut includes a riprap inlet. This configuration is very difficult to maintain. A catch basin with a 3' sump should be installed in this location. 6. Submit calculations to show the sizing of pipe,ponds, emergency overflow spillways, and catch basin interception analysis. Erosion and Sediment Control 1. NPDES construction site permit will be required for this project. Please submit a SWPPP that meets all current NPDES requirements. The City must approve the SWPPP prior to grading permit approval. Wetlands 1. No impacts to wetlands are shown on the drawings. Please provide confirmation from a wetland professional that there are no wetlands present at the site.
