CITY COUNCIL WORK SESSION REPORT MEETING DATE: MAY 26, 2015 PREPARED BY: LARRY POPPLER, CITY ENGINEER/INSPECTIONS DIRECTOR PRESENTED BY: LARRY POPPLER DAN ERICKSON, MNDOT STATE AID ENGINEER SENG THONGVANH, PROJECT ENGINEER AGENDA ITEM: MUNICIPAL STATE AID DISCUSSION: Introduction State Aid funding is an important source funds for improving city streets. This presentation will provide an overview of State Aid funding and a discussion on how to maximize Prior Lake's state aid allotment. History Each year the gas tax, license tab fees, and motor vehicle sales tax generate ap- proximately$1.8 Billion in the state of Minnesota. These funds are divided between the state, counties, and Minnesota cities. Minnesota cities of population 5,000 or greater divide approximately $155 Million through the State Aid process. In 2015 Prior Lake received $905,000. The formula for dividing and administering the funds is handled by a division of MNDOT called "State Aid". The intention of State Aid is to provide a funding source for roadways which have a higher order in the hierarchy of streets within a community. For Prior Lake these are the collector streets. In many cases the collector streets do not have driveways, so State Aid can be a funding source in lieu of assessments. Current Circumstances The formula for division of State Aid funds is heavily based on population and traffic count information. As a growing city with population and traffic increases, the city allotment has grown over the years. The presentation will provide details on the state aid process, discuss city staff obligations, and provide historical information related to funding received. At the conclusion of the presentation, Staff would like to discuss changes to the City State Aid routes which will assist in maximizing the City allotment or provide a fund- ing source to a particular city street. Only 20% of City streets can be placed on the State Aid network. Specific streets which could be discussed and added to the State Aid routes include: Wilds Parkway, Mushtown Road, Fish Point Road (south of CSAH 21), and the Arcadia extension. Of course with any additions to the State Aid network, other streets must be removed. Options for removal include a number of unimproved roadways which have been planned through our Comprehensive Plan, Stemmer Ridge Road, or others. At a future City Council meeting a resolution agreeing to these changes must be approved prior to submission to State Aid for approval.
