Prior Lake, MN 55372-1714 DATE: AGENDA # PREPARED BY: REVIEWED BY: AGENDA ITEM: DISCUSSION: CITY COUNCIL AGENDA REPORT APRIL 4, 2005 5D CRAIG ELDRED, STREET AND UTILITIES SUPERVISOR BUD OSMUNDSON, PUBLIC WORKS DIRECTOR CONSIDER APPROVAL OF A RESOLUTION AUTHORIZING THE PURCHASE OF OMNI-SITE TELEMETRY UNITS FOR THE LIFT STATION RESTORATION PROJECT Histor~ The proper function of a sanitary sewer system is vital to protect public health, property and water ways in surrounding areas. New regulations from the Environmental Protection Agency (EPA) will be implemented in the next few years to help in prevention of sanitary sewer overflows. All collection systems will have a National Pollution Discharge Elimination System (NPDES) number in addition to a Capacity Management Operation and Maintenance (CMOM) system in place. What this means is the maintenance or improvements completed by staff or outside vendors is now documented and filed is required to be mailed to the EPA. Being responsible and proactive to prevent potential sanitary overflows and backups from lift station failures, staff investigated the possibility of using telemetry on the City's sanitary lift stations. While looking into the possibility of adding 34 lift stations to the City's current Supervisory Control and Data Acquisition (SCADA) system, the costs of purchasing the monitoring equipment along with installation was very high. Our estimate provided was over $19,000 per lift station site. Further investigation was completed on using wireless phone equipment units which gather lift station information through the internet and make it available to staff. The SCADA system also calls out maintenance personnel rather than waiting on residence calls for notification of alarm sounds or alarm lights. Staff found two quality companies. The first being Mission Control through Quality Flow of New Prague; second being Crystal Ball, Omni-Site through Electric Pump of Bloomington. Both companies provided very similar equipment and service. Initial equipment and monthly service costs were considerably higher with Mission Control as compared to Crystal Ball, Omni-Site. Current Circumstances Over the past few years staff has chosen to use the Crystal Ball, Omni-Site SCADA system. A number of these units have been installed in existing lift stations and included in all cabinets rehabilitated as part of the 2003-2004 lift station rehabilitation project. These units are also required by developers to install as part of new lift station installations per the City's Lift Station Standardization Policy. These units allow staff to monitor twelve points for potential problems. We have seen a significant improvement in response time to lift station alarms. Budget Impact As part of the 2005-2009 Capital Improvement Budget, staff recognized the need for the expenditure of approximately $25,000 for telemetry units for lift stations. This amount is being funded through the Sewer Operating Fund. Following through with the City's lift station standardization, staff would recommend utilizing the current vendor Crystal Ball, Omni-Site, through Electric Pump. There are no new equipment price increases from last year. Quotes for the units are as follows: Units Cost per Unit Total Cost Tax Total Cost Crystal Ball 10 $2,000 $20,000 $1,300 $21,300 Omni Site Mission Control 10 $2,500 $25,000 $1,625 $26,625 The Mission Control system costs $24 per site per month in operating costs. The monthly charge for the Omni-Site unit is $22 per site per month. These are brought to the City Council for approval since it is the total is over $20,000 and derived from the Utility Fund. The alternatives are as follows: 1. Approve the resolution authorizing the purchase of ten Crystal Ball, Omni-Site telemetry units from Electric Pump of Bloomington, Minnesota for a cost not to exceed $21,300. 2. Table this agenda item for a specific reason. 3. Deny this agenda item for a specific reason and provide staff with direction. Staff recommends alternative number 1. TirioO_~ Lake, MN 55372-1714 RESOLUTION 05-XX AUTHORIZING THE PURCHASE OF TEN CRYSTAL BALL, OMNI-SITE TELEMETRY UNITS FROM ELECTRIC PUMP OF BLOOMINGTON, MINNESOTA FOR A COST NOT TO EXCEED $21,300 MOTION BY: SECOND BY: The adopted Capital Improvement Plan for 2005-2009 has identified the need for ten additional telemetry units; and WHEREAS, To maintain consistency with the Lift Station Standardization Policy, staff recommends purchasing ten Crystal Ball, Omni-Site units through Electric Pump of Bloomington, Minnesota; and WHEREAS, Quotes were obtained from two vendors as set forth in the April 14, 2005 staff report. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA, that: 1. The recitals set forth above are incorporated herein. 2. The City Council authorizes the purchase of ten Crystal Ball, Omni-Site units through Electric Pump of Bloomington, Minnesota, with costs not to exceed $21,300. 3. The funding for the ten units is to come from the Utility Fund.
