SCOPE: This review is limited to the design of this particular project only insofar as the provisions of the
Minnesota Plumbing Code,as amended,apply, and does not cover the water supply or sewerage system to which
this plumbing system is connected. The review is based upon the supposition that the data on which the design is
based are correct,and that necessary legal authority has been obtained to construct the project. The responsibility
for the design of structural features and the efficiency of equipment must be taken by the project designer.
Approval is contingent upon satisfactory disposition of any requirements included in this report. Special care
should be taken to insure that the material and installation of the plumbing system are in accordance with the
provisions of the Minnesota Plumbing Code. A copy of the approved plans,specifications,and this Report on
Plans must be retained at the project location for future reference.
INSPECTIONS: All plumbing installations must be tested and inspected in accordance with the requirements of
the Minnesota Plumbing Code. As specified in Minnesota Rules,part 4715.2830, no plumbing work may be
covered prior to completing the required tests and inspections. Provisions must be made for applying an air test at
the time of the roughing-in inspection as outlined in Minnesota Rules,part 4715.2820,subpart 2,of the code. A
manometer test, as specified in Minnesota Rules,part 4715.2820,subpart 3, is required at the time of the finished
plumbing inspection. It is the responsibility of the contractor/installer to notify the Minnesota Department of Labor
and Industry when an installation for a state contract job,Minnesota Department of Health licensed healthcare
facility,or project in an area where there is no local administrative authority is ready for an inspection and test. To

REQUIREMENT(S):
1. Based on a maximum developed length of pipe of 130 feet and a building water pressure at the meter
between 46 and 60 psi,and using Minnesota Rules, part 4715.3800;the building supply line must be at least
1-1/4 inches in size between the water meter and the cold water distribution branch serving the water heater.
2. The horizontal distance between cleanouts may not exceed 50 feet for pipe 3 inches or less in size,and not
over 100 feet for pipe 4 inches and greater in size(see Minnesota Rules, part 4715.1010).
3. Cleanouts shall be of the same nominal size as the pipes they serve up to 4 inches in size(see Minnesota
Rules,part 4715.1010). A cleanout must be installed where there is an increase in pipe size from 2 inches to
3 inches.

4. The flammable waste interceptor installation shall comply with Minnesota Rules,part 4715.11.20:
a. A minimum holding capacity of 35 cubic feet.
b. At least 3 feet of depth below the invert of the discharge pipe.
c. A water seal of not less than 3 inches on the inlet and not less than 18 inches on the outlet.
d. A 3-inch minimum metallic vent must extend separately through the roof. The vent must rise within
45 degrees of the vertical to a point at least 6 inches above the floor before offsetting horizontally.
e. Drains shall be designed to drain dry,and be at least 3 inches in size.
f. The interceptor shall be located so it is readily accessible for service and maintenance.
g. The interceptor may be constructed either: (i)of monolithic poured reinforced concrete with a minimum
floor and wall thickness of six inches, (ii)of iron or steel of a minimum thickness of 3/16 inch,protected
with an approved corrosion resistant coating on both the inside and the outside, or(iii)of fiberglass
resins that comply with ASTM C581 and meet IAPMO Material and Property Standard,PS 80-2003b.
for clarifiers.
5. Equipment used for heating water or storing hot water shall be protected by approved safety devices in
accordance with Minnesota Rules,part 4715.2210 and part 4715.2230.
6. Floor drains which receive substantial amounts of liquid waste must be individually vented in accordance
with Minnesota Rules,part 4715.2620 and part 4715.1300, subpart 4.
7. Valves shall be installed permitting the water supply to each room or individual fixture to be shut off without
disrupting any other portion of the building(see Minnesota Rules,part 4715.1800, subpart 6).
8. Pipe hangers and supports shall comply with Minnesota Rules,part 4715.1430.
9. PVC sanitary sewers must meet one of the following ASTM Standards:D3034,F789,D2665, or F891.
ASTM D2241 pipe may be used for sewers 6-inch and larger. The installation must comply with
ASTM D2321,which requires installation by open trench on a continuous granular bed(see Minnesota
Rules,part 4715.0530).
10. High-density polyethylene(HDPE)storm drains must comply with Minnesota Rules,part 4715.0540:
a. Pipes 4-inch to 10-inch in size must comply with AASHTO M252.
b. Pipes 12-inch to 60-inch in size must comply with ASTM F2306.
c. All fittings must comply with ASTM D3212.
d. Water-tight joints must be used at all connections including structures.
11. Copper water services must meet ASTM B88 and be type K soft temper or type L soft temper(see Minnesota
Rules,part 4715.0510).
12. The submitted plans indicate the installation of a stormwater infiltration system. Please note that
groundwater contamination and hydraulic failure are possible concerns with this type of installation. Verify
that the administrative authority has approved the design for the storm water infiltration system. Please
contact the storm water program staff at the Minnesota Pollution Control Agency(MPCA)for information
concerning construction and permit requirements.

NOTE(S):
1. The scope of this project consists of constructing a new building. The plumbing installation includes a water
heater,wall hydrants,floor drains,trench drains,a mop sink, a hand sink,two water closets, a urinal,andtwo
lavatories. A flammable waste interceptor will also be installed.
2. The building will be served by existing municipal sewer and water services.
3. The plans and specifications were prepared by a licensed plumber. Only the plumber who has prepared the
plans may use the plans for construction. If another plumber is contracted to install the plumbing,they must
submit their own plans and specifications for the project.
Authorization for construction in accordance with the approved plans may be withdrawn if construction is not
undertaken within a period of two years. The fact that the plans have been approved does not necessarily mean that
recommendations or requirements for change will not be made at some later time when changed conditions,
additional information,or advanced knowledge make improvements necessary.

Remarks:
We were requested to observe the footing excavation for the planned building.
At the time of our visit the planned building site had been stripped of approximate 12"to 18"of topsoil,
exposing a mixture of lean clay and sand.The surface elevations appeared to be approximately 969'at
the northwest end gradually slopping downward to approximately 964'at the southeast end. The
exposed soils appeared to be similar to the conditions described in the preliminary soil boring report
performed by ITCO Allied Engineering Company.
We understand the excavating contractor will excavate the footings over the week end and will be ready
for our observation 7:00 am on Monday July 22,2013.

Remarks:
We were requested to observe the footing excavation for the planned building.
At the time of our visit the footings had been excavated to planned bottom of footing. The exposed soil
appeared to be natural lean clay or sand with silt. The exception was the south 30'of the building. Topsoil
was observed in the footing trench and subsequent hand auger borings initiated 3.5'of fill overlying
topsoil at the south end of the building.
Based on our observation and shallow hand auger borings we recommended the old fill and topsoil be
excavated to expose natural lean clay. After the natural lean clay is exposed, the excavated old fill can
be sorted and the nonorganic elements reused as engineered fill. We also recommended a small area al:
the northwest corner be surface compacted prior to placing the concrete forms.

Remarks:
We observed the recommended soil correction at the south end of the building. On the East and West
wall line and approximately the West 25'of the south wall the topsoil and old fill had been excavated,
exposing natural lean clay. The excavation slopped downward from bottom of footing elevation at 30'
North of SE and SW corners towards the south wall at 4' lower than planned. The exposed soil appeared
to be natural lean clay.
Based on our observation and shallow hand auger borings the exposed natural lean clay appears suitable
to support the planned fill and foundation loads. We also observed the surface compacting of the
recommended a small area at the northwest corner.

The City of Prior Lake received a Sewer and Water Fee Deferral Program application and a signed
Deferred Payment Agreement from Fred Haynes, President of Haynes Properties, LLC and the
developer of Honest-1 Auto Care.
Under the terms of the agreement, the owner shall pay to the City an initial payment of$3,948.00
at the time of issuance of a building permit. The remaining deferral payments of$15,792.00 will
be repaid at 2.37% interest over a 60-month term.
