The review was based on the 2007 Minnesota State Building Code (MSBC) which adopted with amendments the 2006 International Building Code (IBC) with handicap regulations of the Minnesota Accessibility Code Chapter 1341. Also requirements of the 2007 Minnesota State Fire Code (MSFC), which adopted with amendments the 2006 Fire Code (IFC). 1. Complete a Building Code analysis. IBC Chapter 5. Include the following: a. Location on Property. b. Allowable Floor Area. c. Occupant exiting. 2. Complete the Structural Engineers requirements for Special Inspections IBC 1701.5. See attached. 3. Sht. Cl: Indicate location of fire hydrants adjacent to the site. A fire hydrant must be located within 300 feet of all exterior portions of the building as measured around the exterior of the building. MSFC 7511.508.5.1. 4. Site Plan or Sht. Cl: Provide fire lanes for fire apparatus response. Signage to read:"No Parking Fire Lane by order of Fire Department". Locate on each side of parking lot. IFC 1001.7.1. 5. Sht. Cl: Provide assessable parking signage details and locations. 6. Provide address numbers on building. IFC 505. 7. Submit signed HVAC, plumbing, and emergency lighting/exit signs. May be submitted at a later date. Separate permits are required for each. 8. Provide fire extinguishers minimum 2A10BC rated, within 30 feet travel distance of all areas of the building. IFC 1002. 17. Provide a specifications of listed oil storage tanks. 18. List types, quantities, location of storage and Material Safety Data Sheets (MSDS) of combustible and flammable liquids. 19. If provided, submit a racking plan for stored materials. 20. A city supplied water meter and pressure reducing valve must be sized and purchased by the plumber. 21. Repair garage shall have a separator installed into which all oil, grease, and sand bearing and/or flammable wastes shall be discharged before emptying into the building drainage system. Minnesota State Plumbing Code 4715.1300, Subp. 6 and 4715.1120. 22. Plumbing plans must be submitted and approved by the State of Minnesota Department of Labor and Industry. 23. If provided, indicate a means of lawn irrigation with back flow prevention device. A separate service and metering for billing purposes may be used. Water shutoff valves shall be located in the City right of way. 24. Ventilation for the building must meet IBC chapter 12. This review is based on building and civil plans dated March 6, 2013 and March 7, 2013 respectively. Other code items may be addressed when the above items are submitted and reviewed. The fire department connection shall be located on the front of the building. The PIV must be located a minimum of the height of the building away. FJREPLAN • All hydrants shall be accessible to the fire department apparatus by roadways meeting above requirements. Hydrants shall be located within 5 feet of the curb so that apparatus can pull along side for the connection. City design manual • Provide fire lanes for fire apparatus response. IFC 503.3 • Provide numbers of addresses in such a way to be plainly visible from the street or road fronting the property per IFC 505. Numbers shall contrast with their background. • Townhouse projects must have directional signs designating the numbering sequence of units for each individual roadway. • Provide approved key box to be installed in accessible location per IFC 506. This is required when access to a structure is unduly difficult or where immediate access is necessary for life safety or fire fighting purposes. Native soils in the proposed infiltration area must have a minimum infiltration rate of 0.2 inches per hour. Using an assumed rate of 0.6`inches per hour for the HydroCAD calculations is not valid. The required drawdown time for the basin is 48 hours. b. Avoid soil compaction of the infiltration basin bottom during construction by staking off and marking areas not to be disturbed. c. A flow splitter or diversion device should be added so that larger flows cart bypass the infiltration facility. The current design has no bypass or emergency overflow defined. 2. Provide updated HydroCAD calculations. Ensure that all City rate control requirements are met. 3. Provide a public drainage and utility easement over the swale, infiltration basin, and stormwater conveyance pipes. 4. A maintenance agreement is required to ensure that the stormwater management features are regularly maintained and will function as designed. A long-term monitoring and maintenance plan is a required component of the maintenance agreement.
