Traffic Safety Committee
June 3rd, 2004

ISSUES:
1. Request for 3-way stop at Pixie Point Circle-Tracy Peterson
Background from phone conversation (3/9/04):
Tracy is requesting a 3-way stop sign at Pixie Pt. Circle and 150th Street (intersection closest to TH13). Speeding on 150th, school bus stop at top of hill, also park across 150th
which children cross 150th. Two dogs have been killed by cars in area, very hard to see with hill (limited sight distance).
Police will place speed wagon in neighborhood to warn
potential speeders and will then follow up wagon with more enforcement/patrolling. Bill will begin random police car patrolling 2-3 times/month in “speeding” areas by extending shifts
of staff by one hour. Bill will announce the increased efforts in the paper so people are aware that we are trying to curb the speeding in residential areas. TSC determined that no
stop sign is warranted in this location and that a stop would create more noise at the intersection, it wouldn’t be safe because of the limited stopping sight distance and the traffic
speed of the road appears to be the bigger problem. Mak will call Tracy to let her know the TSC decision.

3. Request for Signal Light at CR21 and Fish Point Rd-Jennifer Rude
Joe will send an email to Jennifer explaining about the CR 21 corridor study and possible timeframe of intersection improvements to Fish Point and 21 and pros and cons of temporary signal.
4. Second request for Signal Light at CR21 and Fish Point Rd- Lois Rathmell
Mak is waiting for email from Joe to respond to Lois so we can be consistent with the County.

No Parking on both sides of Commerce-Nancy Huddleston
The TSC determined that a petition is necessary for this area to determine if all property owners feel the street should be signed
“No Parking”. We need to determine petition parameters before responding to Nancy and requesting a petition be signed.
6. “No Parking w/ Trailers” Willow Beach area-Barbara Ruhland

Item is going to council on June 7th. TSC decided the “No Parking w/ Trailers” should be installed on one side and “No Parking” signs should be installed on the
other side. The change was do to the width of the streets, because having cars parked on both sides was not safe for emergency vehicles. Mak will revise the resolution for the June
7th meeting.
7. Speeding on Rutgers Street-Sue Jacob
Police will place speed wagon in neighborhood to warn potential speeders and will then follow up wagon with more enforcement/patrolling.
Bill will begin random police car patrolling 2-3 times/month in “speeding” areas by extending shifts of staff by one hour. Bill will announce the increased efforts in the paper so
people are aware that we are trying to curb the speeding in residential areas. It does appear that the traffic counts have gone done significantly from 2000 to 2004, possibly due to
the new signaled intersection at Commerce and TH13. This helps to lessen the impact of the potential speeders.
8. Speeding on Simpkins Circle-Jenny Mertens
Mak will check with
Nate to see if we have any old traffic counts for this road, if not, we will calculate the number of trips for this area. If the number is not high, it may not be efficient for the
police to patrol this area. If the numbers suggest that the TSC should look at the area, police will place speed wagon in neighborhood to warn potential speeders and will then follow
up wagon with more enforcement/patrolling. Bill will begin random police car patrolling 2-3 times/month in “speeding” areas by extending shifts of staff by
one hour. Bill will announce the increased efforts in the paper so people are aware that we are trying to curb the speeding in residential areas.
9. Speeding on Appaloosa Trail-Becky
Larson
Police will place speed wagon in neighborhood to warn potential speeders and will then follow up wagon with more enforcement/patrolling. Bill will begin random police car patrolling

speeding in residential areas.
10. Striping on Franklin Trail at CR21-Andrea Blomberg
TSC determined that lane dividers and turning arrows would improve the current intersection.
After discussing the possible pros and cons, it was determined that a left turn/thru in one lane and an exclusive right turn lane was the appropriate change. A sign depicting the lane
change is also necessary and will be ordered and installed by Public Works. Public Works will also order the striping work to be done this summer through our JPA.

Action Items:
Bill will begin efforts to start more enforcement for speeding in residential areas. He will put story in paper about our increased efforts to publicize
that we are trying to curb residential speeding.
Bill will coordinate speed wagon and increased patrolling/enforcement at: 1) 150th Street/Pixie Point Circle, 2) Rutgers Street near
CR42, 3) Simpkins Circle (if warranted), and 4) Appaloosa Trail (down the hill).
Mak will call Tracy to let her know the TSC decision about the stop sign.
Joe will email Jennifer to
let her know the timeframe of the CR21 corridor study and possible signal at Fish Point.
Mak will call Lois with the information from Joe’s email once received about the possible signal
at Fish Point.
TSC needs to determine “affected area” for Commerce business district for “No Parking” request before responding to Nancy. Mak will call Nancy with the TSC’s decision
once we have a consensus about the petition area.
Mak will revise the resolution for the June 7th meeting regarding the “No Parking” signage changes to the Willow Beach Area. Mak will
let the interested parties know of the change prior to the Council meeting.
Mak will let Sue, Jenny and Becky know that we are going to be placing a speed wagon in their neighborhoods followed by more speed enforcement to help curb the speeding.
Public Works
will order the striping changes on Franklin Trail and CR 21 and will order and install new signs showing the lane changes.
