AGENDA ITEM: CONSIDER APPROVAL OF A RESOLUTION APPROVING METRO BASEBALL
LEAGUE A PREMISE PERMIT FOR LAWFUL GAMBLING
DISCUSSION: Introduction
The purpose of this agenda report is to consider approval of a resolution approving
a lawful gambling premise permit for Metro Baseball League. Under state statute
the City has the right to approve or deny lawful gambling permits with respect to
pull tabs.
History
The State Gambling Control Board allows non-profit organizations to apply for law-
ful gambling premise permits as a means to raise funds for their organization. The
City must pass a resolution approving the premise permit request. As a general
rule, proceeds from these gambling operations are often returned to the commu-
nity by way of donations to cities, school districts, etc.
Current Circumstances
The Metro Baseball League is applying for a premise permit for lawful gambling at
Memories on Main, 16211 Main Avenue, Prior Lake. This permit would allow them
to sell pull tabs at this location as a means of fundraising. The Prior Lake Waterski
Association previously held a premise permit for Memories on Main but they are
no longer selling pull tabs at this location.
The Metro Baseball League is based out of Burnsville, but they have many teams
from Prior Lake and neighboring cities in their leagues. They also hold several
tournaments in Prior Lake and have made donations to the Prior Lake baseball
program, as well as other cities in their program. To date in 2015 they have do-
nated over $61,000.00 to youth baseball programs.
Once the City approves the initial premise permit request no other action is re-
quired at the local level. Thereafter, premise permits are renewed annually
through the State Gambling Control Board.
Conclusion
The Prior Lake Police Department has completed an investigation of this applicant
and has found that there have been no complaints concerning this organization.
FINANCIAL IM- The Metro Baseball League has paid the $100.00 premise permit application fee.
PACT: It is also possible that the City could be the recipient of future donations funded by
this gambling operation.
ALTERNATIVES: 1. Adopt the proposed premise permit resolution as part of the consent
agenda.
2. Deny the proposed premise permit resolution.

A RESOLUTION TO APPROVE THE PREMISE PERMIT APPLICATION
FOR LAWFUL GAMBLING OF THE METRO BASEBALL LEAGUE

WHEREAS, the State of Minnesota requires that a municipality adopt a resolution in support of an
organization to conduct lawful gambling at a particular premise, and
WHEREAS, the Metro Baseball League is requesting a lawful gambling permit, and
WHEREAS, the Metro Baseball League would like to conduct lawful gambling at the premise of
Memories on Main, 16211 Main Avenue.
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. The Metro Baseball League is hereby approved to conduct lawful gambling at the premise of Memories
on Main, 16211 Main Avenue.
