CONSIDER APPROVAL OF A RESOLUTION APPROVING A
PREMISE PERMIT FOR LAWFUL GAMBLING FOR PRIOR
LAKE WATER SKI ASSOCIATION
Current Circumstances
Under state statute the City has the right to approve or deny lawful
gambling permit requests with respect to pulltabs. The City has
received a request from the Prior Lake Water Ski Association for a
pulltab premise permit for Captain Jack's. The Prior Lake Hockey
Association has previously held a premise permit at Captain Jack's.
The Prior Lake Water Ski Association would be replacing the Prior
Lake Hockey Association at this location.
The Issues
The Prior Water Ski Association has provided the necessary
documents for this permit. In its investigation, the Prior Lake Police
Department has found no reason to deny this permit. The Prior Lake
Water Ski Association will use the gambling proceeds fi'om this
location to expand their skiing classes for kids. The gambling
proceeds will also allow them to hire qualified instructors needed to
offer adaptive skiing classes to handicapped skiers.
The City Council has the following alternatives:
1. Adopt the proposed premise permit resolution.
2. Deny the premise permit request.
Staff recommends Cguncil approve the premise permit for the Prior
Lake Water Ski on for Captain Jack's.

RESOLUTION 05-XX
RESOLUTION APPROVING THE PREMISE PERMIT APPLICATION
FOR LAWFUL GAMBLING FOR BASEBALL ASSOCIATION #191

WHEREAS,
the State of Minnesota requires that a municipality adopt a resolution in support of
an organization to conduct lawful gambling at a particular premise, and
WHEREAS,
Prior Lake Water Ski Association is requesting approval of their lawful gambling
permit, and
WHEREAS,
Prior Lake Water Ski Association is applying to conduct lawful gambling at the
premise of Captain Jack's, and
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, that the Prior
Lake Water Ski Association is hereby approved to conduct lawful gambling at the premise of Captain
Jack's effective upon approval by the Gambling Control Division of the State of Minnesota.
Passed and adopted this 18th day of April 2005.
