AGENDA ITEM: CONSIDER APPROVAL OF A RESOLUTION AUTHORIZING THE
MAYOR AND CITY MANAGER TO EXECUTE THE CITY'S STANDARD
CONSTRUCTION CONTRACT WITH TRAUT WELL DRILLING FOR THE
REHABILITATION OF WELL#7.
DISCUSSION: Introduction
The purpose of this agenda item is to seek City Council authorization to
enter into the City's Standardized Construction Contract with Traut Well
Drilling to rehabilitate Well #7.
History
The City operates seven wells that provide the water supply to the
residents. Each year the above ground components are visually inspected
with more in depth inspections completed every 6-8 years. These
inspections include pulling the pump from the well, opening the pump up
and testing the electrical components, televising the casing and well bowl,
and identifying any maintenance repairs. These repairs can range from
pump maintenance, well casing replacement, motor repair, and column
pipe replacement to full redevelopment (cleaning excess material out of the
well cavern).
Well 7 was installed in 2003 into the Franconian, Ironton, Galesburg
formation (FIG), a lower producing aquifer. This well is used primarily for
peak demand operations in the summer months producing 500 gallons of
water per minute (gpm) compared to the 1,100 gpm rates we see from the
Jordan Aquifer wells. Since the last full inspection and maintenance in
2009, well #7 has pumped 345,297,000 gallons of water. This well has not
had any major maintenance completed since 2009.
Current Circumstances
A complete inspection of Well #7 was completed April of 2014. The motor,
and pump assembly were reported in fair condition by E.H. Renner Well
Company. The video of the well hole showed significant degradation of the
casing pipe that included several large holes in the steel pipe itself and loss
of grout around the pipe. These holes were allowing water to enter the
pipe from the Jordan Aquifer which lies above the FIG. Mixing of water
between aquifers is not allowed as it provides a potential path of

contamination. In addition the column pipe that runs from the well motor
on top to the pump at the bottom of the well showed significant signs of
corrosion due to manganese, natural water chemistry, and velocity.
Based on the findings, the Minnesota Department of Health was consulted
as to the appropriate actions. MDH allowed the City to put the well back in
service and run it on an as needed basis until a full evaluation of options
could be completed. To make the well operational, Traut Well provided
temporary drop pipe and installed a new pump motor.
Staff worked with the Minnesota Department of Health and Barr
Engineering to evaluate options for either rehabilitating the well or
reconstructing another well. It was determined that the most cost effective
option is to rehabilitate the well. Rehabilitation includes installing a new
casing pipe and grout, new drop pipe and reinstalling the new pump. This
option (see table below) was significantly less than drilling a new well offset
from the current location and abandoning Well #7 estimated to cost around
$300,000.
The City contracted with Barr Engineering to prepare plans and
specifications and acquire the appropriate permits from the Department of
Health.
In line with the City's purchasing policy two quotes were obtained for the
rehabilitation of Well #7. Since Traut did the initial well work, if another
company was to be awarded the contract, Traut would have to mobilize
and remove the temporary piping and pump. The quote results are as
follows:

Both Companies are well respected well companies. However, Traut Well
Drilling is more familiar with the specialty nature of the work being
performed and the issues with this well in particular. If the City brings in a
separate vendor at this point there is a high likelihood of warranty issues in
the future if there are challenges with workmanship or materials. For these
reasons it is recommended that the contract be awarded to Traut Well
Drilling even though the cost of the project will be $5,613.50 more than the
low quote. The City Attorney has been consulted on this topic and feels
that protecting the warranty provides adequate justification to award the
contract to Traut.
Conclusion
Staff is recommending awarding the contract to Traut Well Drilling.
ISSUES: Well #7 is a relatively new well. The amount of degradation of this well is
uncommon. The most likely cause of the degradation is the corrosive
nature of the water coming from the FIG aquifer. We have seen similar
degradation issues in our other FIG well. Stainless Steel casing and drop
pipe were specified in the rehabilitation project to minimize the potential for
premature pipe failures in the future. In addition, the pump that was
installed at the end of 2014 and will be reused with this project was
purchased with stainless components. Although this adds to the upfront
costs, it is more cost effective to make this upgrade than have to replace
the piping on a more regular basis.
FINANCIAL The 2015 CIP anticipated the rehabilitation of Well #7 and programmed
IMPACT: $300,000 for this project.
ALTERNATIVES: 1. As part of the consent agenda, approve a resolution authorizing the
Mayor and City Manager to execute the City's Standardized Contract
with Traut Well Drilling for the rehabilitation of Well #7.

A RESOLUTION AWARDING A CONTRACT TO TRAUT WELL DRILLING FOR THE REHABILITATION
OF WELL#7

WHEREAS, Well#7 was installed in 2003 and has not had any major maintenance; and
WHEREAS, A full inspection was completed on Well#7 which showed the need to rehabilitate the well
including casing pipe, drop pipe and pump; and
WHEREAS, The 2015 CIP anticipated the rehabilitation of Well#7 and identified $300,000 for this project;
and
WHEREAS, Barr Engineering prepared plans and specifications to repair the well; and
WHEREAS, Quotes were solicited from two well companies based on the plans and specifications. The
quotes are as follows:

WHEREAS, Truat Well Drilling completed the interim repair of the well, therefore to limit the liability of the
City it is recommended to use the same vendor with an estimated repair cost of$73,200.
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. The City Council authorizes the expenditure of an estimated $73,200 for maintenance and repair of
Well#7.
3. The funding for the well maintenance and repair will be from the Water Fund.
4. The Mayor and City Manager are hereby authorized to enter into the city's standardized Construction
Agreement for this purpose on behalf of the city.
