Prior Lake, MN 55372-1714 MEE DATE: AGENDA # PREPARED BY: REVIEWED BY: AGENDA ITEM: DISCUSSION: FISCAL IMPACT: CITY COUNCIL AGENDA REPORT MAY 2, 2005 5D CRAIG ELDRED, STREET AND UTILITIES SUPERVISOR BUD OSMUNDSON, PUBLIC WORKS DIRECTOR CONSIDER APPROVAL OF A RESOLUTION ACCEPTING BIDS AND AUTHORIZING EXECUTION OF THE CITY'S STANDARDIZED CONTRACT FOR THE 2005 LIFT STATION REHABILITATION PROJECT, CITY PROJECT NUMBER 05-05 Histor~ On March 21, 2005, the Council approved the plans and specifications and authorized the advertisement of bids for the 2005 Lift Station Project. The bids are as shown below: Waldor Pump & Equip Carl Bolander Penn Contracting $321,826 $359,782 $420,000 The purpose of this agenda item is to accept the bids and award the contract for the rehabilitation of the four lift stations identified by City staff. Current Circumstances The four lift stations staff recommended for rehabilitation are: n No. 4 - Green Heights No. 6 -Public Access (DeWitte) No. 23 - Sunset Trail No. 29 -Quaker Trail These lift stations all require major rehabilitation including replacement of pumps, guide rails, electric panels, other electric components and wet well covers and hatches. Bids were received and opened on Thursday, April 21 2005 at 10:00am. Three bids were received for the lift station rehabilitation project. Waldor Pump and Equipment Company submitted the low bid in the amount of $321,826.00. This is lower than the engineer's estimate of $403,800.00. Staff is recommending awarding the bid to Waldor Pump and Equipment for this project. Budget Impact The funding for the project will come from the sewer-operating fund since all accumulative work includes rehabilitation of existing sewer infrastructure. Staff had estimated for the C.I.P. the total project cost of engineering, materials and actual repairs is approximately $532,000.00. The low bid for repairs and limited equipment totaled $321,826.00. Engineering costs are $78,850.00. The City will need to purchase and furnish additional materials for the project (controllers, pumps, etc); the approximate cost of this equipment is $55,722.83 in accordance with the City CSDocuments and Settings\cgreen\Local Settings\Temporary Intet,14~f~lf~/~c~t~ ~6gthvard contract 2005 lift station rehabilitation project final. The C.I.P. has identified the lift station rehabilitation process and projects as a very high priority. Approve a resolution to accept the bids and award the contract for the 2005 Lift Station Rehabilitation, City Project 05-05. 2. Table this agenda item for a specific reason. 3. Prio__r Lake, MN 55372-1714 RESOLUTION 05-XX TION TO ACCEPT ALL BIDS AND AUTHORIZE EXECUTION OF THE CITY'S STANDARDIZED CONTRACT FOR THE 2005 LIFT STATION REHABILITATION PROJECT, CITY PROJECT 05 - 05 MOTION BY: SECOND BY: City staff has identified the following four lift stations requiring major rehabilitation this year: Green Heights Public Access (DeWitte) Sunset Trail Quaker Trail; and WHEREAS, City supplied equipment for the lift station rehabilitation project will amount to $55,722.93; and Electric Pump from Bloomington, Minnesota will provide pumps, base elbows and mini cas components for a cost of $33,334.50; and WHEREAS, Quality Flow Systems, Inc. of New Prague, Minnesota will provide US filter controllers, Al000 submersible transducers and miscellaneous components to operate or mount listed materials for a cost of $22,388.43; and WHEREAS, The adopted Capital Improvement Plan for 2005-2009 has identified these rehabilitation projects as a priority for the City; and WHEREAS, Pursuant to an advertisement for bids for the 2005 Lift Station Rehabilitation Project, City Project 05-05; and The following bids comply with the advertisement were received, opened, and tabulated according to law: Bidder Amount of Bid Waldor Pump & Equip $321,826.00 Carl Bolander & Sons Co. $359,782.00 Penn Contracting, Inc. $420,000.00 NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA, that: 1. The recitals set forth above are incorporated herein. 2. The City Council has determined that Waldor Pump and Equipment of Bloomington, Minnesota, is the lowest responsible bidder. 3. The Mayor and City Manager are hereby authorized to execute the City's Standard Contract with Waldor Pump and Equipment in the name of the City of Prior Lake for the rehabilitation of lift stations. 4. The City Manager is hereby authorized and directed to return to all bidders the deposits made with their bid once the contracts have been signed. 5. The funding for the project shall come from the Sewer Operating Fund.
