PRESENTATION OF UNIFIED TRANSIT MANAGEMENT PLAN. (John Mulcahy, Scoff
County)
History: In March 2003, Scott County and the cities of Prior Lake, Shakopee, Savage,
Belle Plaine, Elko, Jordan, New Market, New Prague and the Scott County HRA created a
Transit Review Board and Transit Planning Team. The Mission for the Transit Review
Board and Transit Planning Team is to "enhance the transit options of all Scott County
residents through an intergovernmental best management process."
In June 2003 the Transit Review Board, through funding provided by Scott County HRA,
hired LSA Design to conduct an analysis on transit infrastructure and facility needs.
Although the study recommended possible transit facility sites and related infrastructure;
more importantly, the consultant identified the need for a more formalized plan that would
determine how much service is needed within the County, where service should operate,
who will provide it, and how it might be funded. It was also concluded from this study that
a countywide transit plan is essential in supporting future applications for state and federal
funding.
In April 2004, the City Council approved a Joint Powers Study Administration Agreement
authorizing Scott County to act as the fiscal agent for the contract and study process, and
further authorized $28,000 as Prior Lake's contribution toward the costs for the study.
Perteet Engineering of Everett, WA was contracted to produce and propose
recommendations for a Scott County Communities Unified Transit Management Plan.
Tonight, John Mulcahy, the project manager from Scott County, will present an overview of
the findings and recommendations of the Unified Transit Management Plan. Attached is a
paper copy of the powerpoint slides which were used at the 1-hour presentation made to
the Scott County Association for Leadership and Efficiency (S.C.A.L.E.)last Monday
morning. We have asked Mr. Mulcahy to limit his presentation to 15 minutes this evening.
No Council action is expected tonight. Instead, the Council will have an opportunity to ask
questions and/or voice concerns with the UTMP, and subsequently, will be asked to
consider adoption of the pJan at its June 2nd meeting. If the Council desires, this item could
be s~eduled for a future/work session as well.
