CONSIDER APPROVAL OF DESIGN DEVELOPMENT DRAWING, COLORS
AND MATERIALS, AND PROJECT BUDGET FOR THE POLICE STATION
AND CITY HALL CONSTRUCTION PROJECT.
History:
On April 18, 2005, the City Council conducted a work session to discuss the
status of planning for the new police station and city hall building project. The
purpose of this agenda item is to receive City Council approval of:
· Design development drawings
· Colors and materials
· Project budget.
The interior and exterior drawings of the two buildings have been prepared and
refined. Employees in all city departments who will occupy the building have
reviewed the drawings and made comments. Modifications have been made
to the drawings and they are once again being reviewed with individual
departments. Details including electrical outlets, switches and door swings are
being discussed. In addition to paying considerable attention to the office
portions of the buildings, the public portions have been refined as well. For
example, the City Council spent considerable time reviewing the council
chambers, council conference room and community conference room at the
workshop.
The building exteriors and interiors have received considerable attention as
well. The Police Station exterior will contain a considerable amount of the reds
which are prevalent in the Library and Speiker buildings. It will also contain
some lighter complements as well. Architecturally, the police station is a
transition from the Library to the City Hall building.
The City Hall is anticipated to have considerably more glass - especially on
the south and east sides of the building. The style of the glass will be
reminiscent of water. Brick and stone will be used to complement the glass.
These combinations will enable the building to act as a gateway between the
lake, Lakefront Park and the downtown - a critical element of our 2020 Vision
and goal of the City Hall and Police Station project.
The interiors include tile, carpet, Formica and paints in warm colors, which
include many of the same colors, but in slightly different variations.
The Police Station, City Hall, Library and the future senior/community center
will enliven the civic campus concept, which is an integral component in our
ongoing downtown redevelopment efforts.

On Monday night the architect will review with the Council the interior and
exterior building sketches, as well as the colors and materials for interior and
exterior surfaces.
The project budget has occupied a considerable amount of the building
committee's time and energy. Initially, the project budget was in excess of $14
million. The committee, owner's representative, and architect have spent
considerable time reducing the project budget.
For example, last Tuesday, the committee reviewed twenty modifications to
reduce the budget. Our last priority was to reduce the size of the buildings.
After our review, nine of the reductions were accepted bringing the project
budget at this stage to $13.4 million. One of the key cost reduction strategies
would have the buildings completed at the same time rather than phased. The
committee has additional strategies for further reductions as this process
continues.
Conclusion:
Recognizing that we are at the design development phase of the project, the
Council should consider approving the plans, colors, materials and budget
recognizing that the committee will continue to examine strategies to address
budget issues.
The key issue is whether the City Council is comfortable moving forward to the
next step of this important construction project which involves preparation of
construction and bidding documents.
The Economic Development Authority has issued the bonds necessary to
finance the construction of these buildings.

2. Approve these components with amendments.
3. Take no action and direct the architect, owner's representative and building
committee to prepare additional information.
Alternative 1. Approve the design development interior and exterior plans,
colors and materials, and project budget. Such action will facilitate progress to
the next step of this project.
