Prior Lake, MN 55372-1714 MEETING DATE: AGENDA #: PREPARED BY: AGENDA ITEM: DISCUSSION: MAY 2, 2005 9B JANE KANSIER, PLANNING DIRECTOR CONSIDER APPROVAL OF A RESOLUTION APPROVING THE 2030 COMPREHENSIVE PLAN AND AUTHORIZING SUBMISSION OF THE PLAN TO THE METROPOLITAN COUNCIL Histo~.: The City Council reviewed the proposed 2030 Comprehensive Plan on April 18, 2005. The Council asked staff to investigate the following: · Identify the location of an elementary school in the Orderly Annexation Area; · Identify the location of a fire station in the Orderly Annexation Area; · Review the designation of the property on the east side of CSAH 18. The Issues: Chapter 11 of the proposed Comprehensive Plan identifies the need for an additional elementary school, probably in the Orderly Annexation Area. This chapter also states the potential need for another fire station within the Orderly Annexation Area. Rather than identify a specific location for each of these facilities, the staff believes it is more appropriate to utilize the ability of the City to negotiate with developers as part of a Mixed Use PUD process, as occurred with the Jeffers Pond project. Trying to identify a specific school or fire station site at this time may prove to be counterproductive and expensive. We do not have enough information about the land or the future road configurations to make a specific choice. At the same time, identifying a specific site can inhibit the land owner's use of the property, and may even drive the cost of the land higher. The staff also contacted the owners of the three properties (representing approximately 40 acres) on the east side of CSAH 18 to inquire about their future plans for their property. As of the writing of 'this report, we have heard from 2 of the owners. They have no objections to designating this property for commercial uses. They feel it will increase the future value of their property. l:\comp2030\cc reports\cc report 5-02-05.doc www.cit~ofpriorlake.com Page 1 Phone 952.447.4230 / Fax 952.447.4245 FISCAL IMPACT: ALTERNATIVES: RECOMMENDED MOTION: REVIEWED BY: The question for the Council is to now determine what type of commercial designation should be applied at this location, and at the 40 acres to the immediate south of these three properties. The property at the southeast comer of CSAH 42 and CSAH 18 is presently designated for C-BO (Commercial Business Office Park) uses because that designation was applied in 2000. If the Council feels the CSAH 18 corridor is an opportunity to for a mixed use development, C-CC (Community Retail Shopping) may be a more appropriate designation for all of the property on the east side of CSAH 18. The C-CC designation provides for a broader range of uses that may also more compatible with the adjacent residential uses in both Shakopee and Prior Lake. Conclusion: The above paragraphs address the questions raised by the City Council on April 18, 2005. The Council should direct staff on these and any other changes. The adoption of the 2030 Comprehensive Plan will ensure a safer, more pleasant and more economical environment for residential, commercial, industrial and public activities and will promote the public health, safety and general welfare. The 2030 Plan will also provide long range planning for the Orderly Annexation Area. The 2030 Comprehensive Plan complies with the statutory requirements. Budget Impact: The recommendations included in the Comprehensive Plan are consistent with the City's CIP program. No additional expenditures are necessary. The City Council has two alternatives: 1. Adopt a Resolution approving the City of Prior Lake 2030 Comprehensive Plan with the modifications outlined in this report and authorizing the submission of the plan to the Metropolitan Council for approval. 2. Defer this item and provide staff with specific direction. The staff recommends Alternative #1. Prior Lake, MN 55372-1714 RESOLUTION 05-XX A RESOLUTION OF THE PRIOR LAKE CITY COUNCIL ADOPTING THE 2030 COMPREHENSIVE PLAN FOR THE CITY OF PRIOR LAKE PURSUANT TO MINNESOTA STATUTES 462.351 TO 462.364 MOTION BY: WHEREAS, WHEREAS, WHEREAS, WHEREAS, WHEREAS, WHEREAS, WHEREAS, WHEREAS, WHEREAS, SECOND BY: The City Council of the City of Prior Lake adopted the 2020 Comprehensive Plan of the City of Prior Lake on April 5, 1999, and subsequent amendments to said plan, and Changing conditions created the need to Comprehensive Plan in order for it to be development trends and community policy, and modify the 2020 responsive to new The City utilized staff and consultant resources to prepare an updated version of the Comprehensive Plan for consideration by the Planning Commission, and The Planning Commission has comprehensively studied the 2030 Comprehensive Plan and has conducted public hearings on the Plan on February 14, 2005, February 28, 2005 and March 14, 2005, following publication of notice as required by Minnesota Statutes 462.355, Subd. 2 to determine the need for the Plan and its effect on the community, and The adoption of the 2030 Comprehensive Plan will insure a safer, more pleasant and more economical environment for residential, commercial, industrial and public activities and will promote the public health, safety and general welfare, and Said plan will prepare the community for anticipated desirable change, thereby bringing about significant savings in both private and public expenditures, and The 2030 Comprehensive Plan has taken due cognizance of the planning activities of adjacent units of government, and The 2030 Comprehensive Plan is to be periodically reviewed by the Planning Commission of the City of Prior Lake and amendments made, if justified according to procedures, rules and laws, and provided such amendments would provide a positive result and are consistent with other provisions in the Comprehensive Plan, and The Planning Commission has recommended the City Council adopt l:\comp2030\cc reportsXadopting resolution.doc www.cit~ofpriorlake.com Page I Phone 952.447.4230 / Fax 952.447.4245 the 2030 Comprehensive Plan consisting of the public hearing draft and Planning Commission recommendations to the draft. NOW THEREFORE BE IT RESOLVED, by the City Council of the City of Prior Lake: A. The above recitals are incorporated herein as if fully set forth. B. The 2030 Comprehensive Plan is hereby adopted by the City Council subject to the review and approval of the Metropolitan Council. Passed and adopted by the City Council this 2nd day of May, 2005.
