501.100:
501.200:
VOLUNTEER FIRE DEPARTMENT ESTABLISHED: A Volunteer Fire Department is hereby established in the
City consisting of a Chief, a First Assistant Chief, a Second Assistant Chief, and not less than ,'!sixty (60)
firefighters1. Any and all Fire Department bylaws or administrative policies shall be approved by the City
Council.
ELECTION OF OFFICERS: The Fire Chief, the First Assistant Chief, Second Assistant Chief, Captains,
Training Officer, President, Vice President, Secretary and Treasurer shall be elected biannually by members of
the Department; subject to confirmation by the City Manager. Each officer shall hold office for two years and until
his/her successor has been duly elected; provided however, any person holding such office may be elected for
additional terms. Firefighters may be removed from these posrtions with or without cause. by the City
Manager. .
The terms of elected officers shall be staggered so that the respective terms do not terminate at the same time. In
order to accomplish this, the terms beginning in 2002 shall be as follows:
Fire Chief: 2 years
2nd Assistant Chief: 2 years
2 Captain Positions: 2 years
President: 2 years
Treasurer. 2 years
1st Assistant Chief: 3 years
2 Captain Positions: 3 years
Vice President: 3 years
Secretary: 3 years
Training Officer: 3 years.
After completion of the 2002 elected officer terms, the terms of election for these posrtions shall be two years.
501.300: QUALIFICATIONS OF FIREFIGHTERS:
Minimum qualifications for firefighters shall inciude but not be limited to: (1) not be less than eighteen (18) years
of age, (2) have a high school degree or equivalent, (3) hold a valid State of Minnesota driver's license, (4)
successfully pass a physical agility test and criminal history background investigation and (5) reside within six (6)

miles from Fire Station No.1, which distance shall be by the most direct route by road, between the firefighter's
home and the fire station. The City Manager may add additional minimum qualifications, as he/she deems
necessary and are in accordance w~h State and Federal Laws. Each firefighter shall be subject to an initial
probationary period of twelve months. This probationary period may be extended in certain circumstances by the
Fire Chief.
Firefighters shall be appointed by the Executive Committee, subject to confirmation by the City Manager.
Firefighters must have successfully passed basic firefighter training. Firefighters in good standing shall continue
as members of the Department and may be terminated by the City Manager with or without cause. .
501.400:
PARTICIPATION REQUIREMENTS: All duly appointed firefighters shall meet all fire call, training and meeting
attendance requirements as listed below. Failure to meet minimum participation requirements shall be cause for
discipline up to and including termination. The fire chief may approve a deviation from the below requirements if
there are extenuating circumstances (family, work, personal matters, past performance, etc.)
(1) Call Response Attendance Percentage: All firefighters shall maintain a minimum call attendance of twenty-
five (25) percent for a three (3) month period.
(2) Inside Training Attendance Percentage: All firefighters shall attend seventy-five (75) percent of all inside
training sessions within a six-month period.
(3) Outside Training Attendance: All firefighters are strongly encouraged to have a minimum of 12 hours of
training outside the department each year.
501.500: COMPENSATION: The members and officers of the Fire Department shall receive compensation as is
established by resolution of the City Council. In computing compensation for fires, one hour shall be considered as
a minimum to be paid any firefighter or officer for reporting to a call.
501.600: DUTIES OF OFFICERS:
501.601 Duties of the Fire Chief:
(1) The Chief shall have control over all the fire-fighting apparatus and fire station facility and shall be solely
responsible for its care and condition. The Fire Chief shall make periodic reports to the City Manager as to the
condition of the equipment and needs of the Fire Department. The Fire Chief shall be responsible for the proper
training and discipline of the members of the Fire Department and may suspend any member for refusal or neglect
to obey orders, pending final approval by the City Manager.
(2) The Chief shall keep in a convenient form a complete record of all calls. Such records shall include:
~ The time of the alarm;
~ The location of the fire;
~ Cause of the fire (if known);
~ Type of fire;
~ Name of the owner and tenant, if applicable;
~ Purpose for which occupied;
~ Value of the building, property and contents;
~ Members of the Department responding to the alarm;
~ And such other information as may be deemed advisable or as may be required from time to time by the
Council or Slate Insurance Department.
(3) It shall be the duty of the Chief to submit statements of services for rescue calls or other services of the
Department as may be established from time to time by resolution of the City Council.
(4) It shall be the duty of the Chief, to hold necessary training and meetings for the Fire Department and to give the
firefighters instructions in approved methods of fire fighting and fire prevention.
501.602 First Assistant and Second Assistant Chiefs: In the absence or disability of the Chief, the First Assistant shall
perform all of the functions and exercise all of the duties of the Fire Chief. In absence or disability of the Chief and
the First Assistant Chief, the Second Assistant Chief shall perform all of the functions and exercise all of the
authority of the Chief.
501.700: RELIEF ASSOCIATION: The members and officers of the Fire Department may organize themselves into a
Firefighters' Relief Association and the City Council shall approve the Relief Association's Bylaws or any changes
or amendments to said Bylaws.
This ordinance shall become effective from and after its passage and publication.
Passed by the City Council of the City of Prior Lake this 3'" day of December, 2001.
