HomeMy WebLinkAbout4D - 1995 Fee ScheduleCONSENT AGENDA #: 4 (d) PREPARED BY: RALPH TESCHNER, FINANCE DIRECTOR SUBJECT: CONSIDER APPROVAL OF 1995 FEE SCHEDULE DATE: JANUARY 3, 1995 INTRODUCTION: The purpose for this agenda item is to consider Council approVal of the 1995 City of Prior Lake Fee Schedule. BACKGROUND: A significant number of the fee amount changes are associated with development charges and related building permit fees. Attached is a table illustrating how our proposed development related fees compare overall with the average contained in the most recent available Association of Metropolitan Municipalities Municipal License and Permit Survey. DISCUSSION: Outlined below are those development related fees that are recommended to be increased and represent dedicated funds separate from the General Fund and outside the scope of the 1995 Operating Budget revenues: Fee Description 1994 Amount 1995 Amount Trunk Acreage Fee $3,000.00 $3,500.00 Collector Acreage Fee $1,250.00 $1,500.00 Park Dedication Acreage Fee (}~esiae,aa~) $800.00 $1,200.00 MWCC SAC $800.00 $850.00 City SAC $450.00 $500.00 City WAC $450.00 $500.00 Collector Street Fee $350.00 $400.00 Water Tower Fee $600.00 $700.00 Park Support Fee $650.00 $750.00 If these proposed charges were implemented they wot~ld increase the single family building permit fee for a $100,000 house from approximately $4545 to $4945 (excluding the retainer amount of $1500 that is normally refunded). This represents an increase of 8.80% which is virtually identical to the average estimated tax increase on existing property of 9%. This is consistent with the Council position that the cost for community development be borne, to the extent possible, by new residents. Attached is the proposed 1995 Fee Schedule which lists virtually all license fees and service charges. Fees identified to increase are indicated in bold alongside their present amount. The new fees are for those reviews that are fairly time consuming. Staff feels it is appropriate to reimburse such costs and is consistent with the Council perspective that costs associated with development be recovered. Since the majority of the larger increases affect the building permit cost, a letter was sent to contractors, which do business in the community, informing them that these proposed changes would be discussed by the Council on January 3rd. The City SAC and WAC charges along with the water tower fee are implemented by ordinance within the Prior Lake City Code. Therefore it is necessary to approve an ordinance amendment to effect their respective increase. Such ordinance has been prepared, which includes a number of housekeeping amendments, for your review as the next scheduled item on this agenda. The following alternatives are available to the City Council: . Adopt the 1995 Fee Schedule as part of the consent agenda if no one in the audience desires to comment on the proposed fees. RECOMMENDATION: ACTION REQUIRED: REVIEWED BY: , Approve the 1995 Fee Schedule subject to any specific Council amendments, after removing the item from the consent agenda for further discussion. 3. Delay action on the Fee Schedule if additional information is required by the Council. Staff would recommend that the City Council approve either Alternate #1 or g2 with respect to the proposed 1995 Fee Schedule at this time so that the above referenced changes may be applied effective on January 1, 1995.
