The purpose of this agenda item is to review the status of 1994 directives,
prioritize completion of those which are not done and establish
procedures for 1995 directives.
To improve follow up I maintain an ongoing list of City Council directives.
The Council periodically reviews this list.
Attached is a copy of the 150 directives to the staff from the City Council
in 1994. I am pleased that we have made considerable progress toward
completing these directives. I would appreciate it if the Council would
review the directives which are incomplete to date as indicated under
"current status". For each I would be interested in knowing whether the
proposed deadline for completion is appropriate. It would also be helpful
to know whether certain directives need to be completed sooner than
indicated. By the same token if there are directives which should no
longer be pursued, an indication of this direction is appropriate as well.
The City Council directives are an important way for the staff to organize
its energies during the course of the year. The directives however are not
all inclusive of work expected from the staff. Instead it is only one portion
of it. There is an opportunity cost involved with the Council directives.
The energy and time which the staff spends in completing Council
directives cannot be devoted to other Council work objectives.
It is therefore important that the City Council clearly desire a directive to
be accomplished before requesting that the staff undertake the directive.
One effective means of assuring that at least the majority of the Council
desires the staff to pursue a directive is to have certain ground rules. A
simple and effective ground rule is to require that the staff will not follow
up on work directives unless the Council makes the directive by motion,
second and majority vote. This assures that at least a majority of the
Councilmembers believe that the directive is significant enough for the
staff to spend time completing it.
There are three alternatives available to the City Council:

Review 1994 directives to eliminate those which no longer have
Council support and to prioritize the remainder for completion.
Adopt by motion a procedure for establishing directives for 1995
and beyond which requires a motion, second and majority vote
to establish a directive.
