FEBRUARY 6, 1994 BACKGROUND: ISSUES: ACTION REQUIRED: During the January winter workshop the City Council directed that a resolution be prepared for conveyance to the Spring Lake/Prior Lake Watershed Board encouraging their prompt action toward resolving various issues of concern. Specifically, the Council asked that a resolution be prepared which would encourage the Board to expeditiously undertake and complete upstream damming and flow control projects, provide for sufficient outlet openings from Prior Lake and acquire the necessary downstream drainage easements. The Council is concerned that this spring's annual runoff may pose problems if the Watershed Board does not complete its responsibilities in these areas. I expect that the Watershed Board is in the process of accomplishing a number of these objectives. The question is whether the Watershed Board will see .the resolution as positive encouragement or as criticism. In hopes of reducing the likelihood of the latter I will contact Barbara Kane Johnson prior to sending the resolution so that she is aware of the Council's position. (612) 447-4230 / Fax (612) 447-4245 AN EQUAL OPPORTUNITY EHPLOYER RESOLUTION 95- A RESOLUTION ENCOURAGING PROMPT ACTION BY THE SPRING LAKE/PRIOR LAKE WATERSHED BOARD TO RESOLVE SPRING RUNOFF HAZARDS TO AVOID PROPERTY DAMAGE TO PRIOR LAKE HOMESTEADS MOTION BY: SECONDED BY: WHEREAS, WHEREAS, WHEREAS, the City of Prior Lake and its homeowners are dependent upon the actions of the Prior Lake/Spring Lake Watershed Board to protect properties within the watershed from the negative effects of Spring run off and the Spring Lake/Prior Lake Watershed Board is responsible for completing upstream flow control projects, regulation of the outlet from Prior Lake and assuring sufficient downstream storm water easement acquisition; and it is essential to property owners living on Prior Lake that the Watershed Board expeditiously accomplishes its responsibilities in these areas to protect Prior Lake property. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA, that it should and hereby does strongly encourage the Watershed Board to expeditiously complete upstream damming and flow control projects, provide for sufficient outlet opening and acquire necessary downstream easements for drainage purposes. These responsibilities should be the highest priorities of the Watershed and must be undertaken immediately to protect Prior Lake lakeshore properties during this Spring's drainage cycle.
